UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the SDGs. UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan. To ensure that interventions are sustainable and scaled up, UNICEF will support both the national and local government units (LGUs) as the main instruments of delivering services and building systems.

UNICEF Philippines has two offices. One office is based in Manila and a field office in Cotabato City, the second largest city in Mindanao, Southern Philippines, with some 300,000 population. The city is the regional administrative centre of the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoons.

How can you make a difference?

Under the supervision of the Chief of Communications, the Communication Officer provides support to the Communication Section in coordination, streamlining and production of content for emergency response and recovery, advocacy priorities and global communication campaigns.

The Communication Officer will have the following duties and responsibilities:

MAJOR DUTIES AND RESPONSIBILITIES:

1. Support the Communication Section in planning, coordination and production of content for quarterly communication plans, including emergency response and recovery and selected advocacy priorities.

Expected Deliverables:

Quarterly plans, creative concepts and production plans for content prepared with in coordination with section and programme focal points.

Mapping of communication opportunities through liaison with programme sections.

Establishment of supporter content ecosystem through mapping and active engagement of youth content producers, influencers and potential co-creators.

2. Support liaison and coordination with focal points from programme sections and partners /stakeholders (HQ/RO Private Sector, CSO and Government), on requests for communication and visibility, branding and recognition;

Expected Deliverables:

Regular mapping and prioritization of visibility requests in coordination with the Communication Section.

Perform focal point function for requests of communication and visibility with HQ/RO private sector, government or implementing partners (humanitarian only) for the flagship content in quarterly plans.

3. Support the local content production (videos, social media materials, human interest stories) in coordination with in-house teams and creative service providers, including travel to programme areas.

Expected Deliverables:

Regular support of in-house content production on an ongoing basis, coordination of production processes with third-party providers and LTA creatives.

To qualify as an advocate for every child you will have…

  • University degree in Communication or Advertising (or general communication with specialization in content and marketing), research, political science/political economy, international/foreign relations, or other related fields in the social sciences. Post graduate degree on any of the related fields is an advantage.
  • Minimum of two (2) years of academic and/or four to five (4-5) years of professional experience in some or all the following areas is preferred:
    • Coordinating minor and major events, preferably with UNICEF or other UN agencies
    • Implementing public/digital advocacy campaigns and content creation
    • Writing event reports
    • Organizing visual and text files in a database for indexing
    • Has a knowledge on child rights issues, communication and multimedia
  • Project management.Fluency in English (verbal and written) and Filipino. Good written and spoken skills in the language of the humanitarian operation and knowledge of another UN language an asset.
