Organizational Setting The Food and Agriculture Organization of the United Nations (FAO) contributes to the achievement of the 2030 Agenda through the FAO Strategic Framework by supporting the transformation to MORE efficient, inclusive, resilient and sustainable agrifood systems, for better production, better nutrition, a better environment, and a better life, leaving no one behind. The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner. The position is located in the FAO Representation in the Democratic Republic of Congo (DRC) under the functional guidance of the FAO Representative in DRC. The Communication Officer will be expected to implement and develop the FAO-DRC communication strategy and promote FAO visibility. The Communication Officer works in close coordination with the technical units, field teams, relevant heads of units, the Communication Teams in the Subregional Office, the Regional Office and in headquarters. He/she receives technical guidance from the Office for Corporate Communication under the overall supervision of the FAO Representative. The post is located in Kinshasa, the Democratic Republic of the Congo.

Reporting Lines The Communication Officer reports to the FAO Representative.

Key Results Contribute to the development and strengthening of internal communication, web publishing and media-relations activities of the Organization.

Key Functions • Researches and analyses technical, social, economic, environmental, institutional and technology-related information, data and statistics and/or related policy issues to support internal and/or external communication. • Produces a variety of information and reports as well as input for communication-related documents and web pages. • Collaborates in the development of improved/updated tools, systems, processes and databases. • Participates in multidisciplinary teams and/or leads working groups/teams; collaborates with other offices and agencies on work groups and committees and promotes best practices. • Promotes knowledge sharing and best practices at international meetings and conferences and influences partners in stakeholder consultations.

Specific Functions • Supports the management of the communication function. • Contributes to the development, the FAO communication and visibility plan in the Democratic Republic of the Congo and monitors its implementation. • Supports and contributes to the development of a strategic partnership with the media at the international, national and provincial level for the coverage of activities of FAO DRC. • Liaises with the communication services of FAO headquarters (Office for Corporate Communication - OCC), Office of Emergencies and Resilience, etc.), the Subregional Office and Regional Office to facilitate the dissemination of FAO DRC communication products through corporate web and social media channels (fao.org, intranet, fao.org/emergencies, Facebook, Twitter, etc.) in accordance with FAO guidelines. • Produces regularly advocacy and communication documents (briefing notes, stripes, success stories, documentaries, etc.) to be shared at national, regional and international levels through appropriate channels. • Participates in advocacy campaigns, press briefings, organizing interviews and field visits to support and increase the visibility of FAO's actions in support of resource mobilization, including on social media, etc. • Contributes to the capacity development of staff and partners in communication. • Represents FAO DRC in UN communication groups, etc. • Provides guidance and advice to various projects on specific communication issues. • Promotes innovative approach for communication and resource mobilization. • Performs other duties as required. ______________________________________________________________________________________________________ CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements • Advanced university degree in communication, social science, journalism, political science or a related field. • Five years of relevant experience in communication, web publishing and/or social media networks. • Working knowledge (proficient – level C) in both English and French.

Technical/Functional Skills • Work experience in more than one location or area of work, particularly in field positions. • Ability to translate complex and technical communications to a wide and varied audience, in a simple and concise manner. • Understanding of FAO policies and programmes. • Extent and relevance of experience in the field of web publishing and social media networks as well as in editing communication, promotional or technical materials. • Extent and relevance of experience in the preparation and dissemination of communication, promotional or technical materials.
