Chad Country Office is committed to implement the UNICEF Global Communication and Public Advocacy Strategy. This Global Communication and Public Advocacy Strategy is grounded in UNICEF’s fundamental conviction that all children have an equal right to survive, to thrive, and to fulfil their potential – to the benefit of their societies and a more equitable world. To help translate this commitment to child rights and equity into resources and action for children, the time has come to build a more coordinated, consistent, and cutting-edge communication and public advocacy operation that both embraces and leads change.

At Chad CO level, its specific objectives are: (i) to sustain and expand UNICEF’s leadership as a credible and trusted voice for children; (ii) and using that voice, to be able to reach at least 1 million people and inspire concern about the rights and well-being of children; (iii) and with that expanded reach, to have developed the means to engage regularly citizens to take action and demand change for the most vulnerable, excluded and disadvantaged children. The UNICEF Chad CO Office has made external communications and media relations a priority to achieve these goals and achieve better results for children, in line with the Country programme cycle of 2017-2021.

Under the general supervision of the Chief of Communication and the technical supervision of the Communication Specialist, the UN Volunteer will undertake the following tasks: • Support the conceptualization, planning, execution, monitoring and evaluation of an advocacy and communication strategy to leverage better results and mobilize resources for children: • Use a number of digital and social media channels and make recommendations regarding current and future social media platforms and innovation technologies to use in order to increase UNICEF’s outreach in Chad and abroad; • Develop and produce multimedia products and online campaign narratives to advance UNICEF’s mandate and to better profile children's rights, • Maintenance and update of UNICEF Chad online pages; • Contribute to the strategic development of digital initiatives in the country and provide ideas to increase digital engagement, • Contribute to the development and dissemination of social media content for UNICEF’s platforms, including production of digital/online campaigns in collaboration with social media officer; • Film, edit and work with video files in multiple formats highlighting UNICEF’s work.

• Document and produce human interest stories, photo reportages and other relevant communication materials • Liaise with donors and National Committees and facilitate field visits and content creation as needed; • Support the Chief of Communication to regularly update media and development partners on progress of UNICEF Country Programme and progress for children and women, as well as UNICEF’s global priorities and campaigns, through the dissemination of reports, surveys, media releases; 13. Results/expected outputs:

As an active UNICEF team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNICEF and its beneficiaries in the accomplishment of her/his functions, in the following areas:

  1. Implementation of UNICEF Chad Advocacy and Communication strategy, including the development, implementation and evaluation of related-communication and advocacy plans to get the work of UNICEF Chad into the public domain, in support of UNICEF’s mission and objectives,

  2. Increasing digital engagement with general audience and with youth people through the strategic development of digital initiatives including the use of innovative digital technologies for youth engagement and empowerment.

  3. Production of multimedia tools in multiple formats from photographs and videos.

  4. Media relations are ensured through the organization of field visits to project sites, the facilitation of photo coverage and television footage, and the use of traditional and web-based media, where appropriate, to generate and maintain public interest in children and humanitarian issues.

  5. Advocacy/media materials and maintaining close collaboration with financial partners and National Committees are developed, as well as with groups and organizations whose support is essential to the achievement of reporting advocacy objectives (Key Messages, Fact Sheet, Newsletters, Press Releases, Programme summaries, country fact sheets and media kits, etc.).

  6. Planning visits of Goodwill Ambassadors, National Committees and VIP visits including preparation of information materials are organized with support of UNV.

  7. Feature stories and other materials to facilitate global/regional advocacy and fundraising activities, particularly to support the efforts of National Committees to mobilize resources are identified and forwarded with UNV support to HQ and the regional office.

  8. Development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counterparts, including Implementing Partners (IPs) is done with the contribution of the UNV.

progressively responsible and relevant professional work experience in communication and/or new media on development/humanitarian issues is required.

• International and national work experience (for IP).
• Background/familiarity with Emergency situations is an asset. • Demonstrated interest and/or experience (at least 2 years) in Media and Digital Media required; • Demonstrated experience in photography, video filming and editing. • Thorough understanding of development/humanitarian issues; strong conceptual, creative and practical skills as they link with media and communications • Work experience with an international organization would be an asset . Living conditions in Chad depending on the place of assignment. In N’Djamena, most of the consumption goods are available and the offer of services covers the needs, but in general, living costs are high compared to the region. Fruits, vegetables, meat and fish can be found locally, but a lot of other goods are imported. A market operates daily, and several small supermarkets (offering food and non-food times) are also opened.

Two GSM operators offer telecommunication services and provide reliable Internet connection. Internet connection is available from the office.

In terms of security, staff is requested to remain vigilant. While the security situation remains relatively stable, the regional context, especially on the border (conflicts affecting neighbouring countries and causing influxes of refugees and population displacement) may heighten some security risks. The main religions are Islam and Christianism.
