OBJECTIVES OF THE PROGRAMME

L'objectif du programme est d'assurer la production et la diffusion en temps opportun d'informations publiques de haute qualite sur les problemes de sante publique de longue date et emergents via diverses plateformes (imprimees, Web, diffusion, medias sociaux, etc.) et dans plusieurslangues; Definir et promouvoir une identite visuelle coherente pour l'OMS en interne et en externe; Creer une « culture de communication » du XXIe sieclea l'OMS en renforcant les capacites au niveau des pays ; Contribuer a la gestion de la reputation de l'OMS en surveillant l'opinion et les preoccupations du public et en y repondant de maniere strategique; et diriger la reponse strategique en matiere de communication aux epidemies et auxpandemies, aux urgences de sante publique et aux aspects sanitaires des criseshumanitaires.

DESCRIPTION OF DUTIES

Soutenir la mise en œuvre de strategies et de plans de communication pour faire connaitre les programmes et les realisations de l'OMS au niveau des pays, en coordination avec les points focaux de communication region aux et/ou du Siege.Soutenir la mise en œuvre de la strategie de communication institutionnelle (mondiale etregionale) de l'OMS.Identifier des sujets commercialisables/des reussites et developper des produits de communication et de plaidoyer, y compris pour les initiatives de partenariats.Soutenir une sensibilisation et une diffusion optimales aupres des publics cibles sur les canaux et plateformes mediatiques appropries,y compris les medias sociaux.Organiser des evenements mediatiques, des campagnes et des seances d'information techniques avec les medias, en assurant la coordination entre les medias et les experts de l'OMS, selon les besoins.Construire et entretenir des reseaux et des contacts productifs avec la presse/les medias et les principaux homologues nationaux en matiere de communication pour garantir une couverture positive et optimale des activitesde l'OMS.Appliquer, en tant que ressortissant du pays ou duterritoire, sa connaissance des normes culturelles de divers acteurs et publics nationaux pour(i) soutenir le developpement/lamise a jour du contenu et des liens avec les parties prenantes pour le site Web du bureau de pays de l'OMS et(ii) la conception et la mise enœuvre sensibles d'engagements efficaces sur les reseaux sociaux.Soutenir une surveillance reguliere des medias, suivreles perceptions du public/groupe cible de l'organisation et proposer des communications d'attenuation des risques.Collaborer avec les parties prenantes nationales, les partenaires de developpement et autres partenaires strategiques et les responsables de l'information des Nations Unies, pour encourager la productionet la diffusion d'informations sur les strategies nationales de sante. Defendreles priorites organisationnelles et representer l'OMS au sein du Groupe de communication des Nations Unies.Soutenir la direction du bureau de pays dans les communications strategiques, externes et internes et en etant sensible aux normes culturelles nationales, le cas echeant.Coordonner et dispenser une formation en communication et un media training pour le personnel des bureaux de pays de l'OMS;Generer et/ou faciliter la production de contenu devisibilite specifique aux donateurs, y compris du texte, des photos, des videos et de l'audio a utiliser surune gamme de plateformes en ligne integrees, afin de soutenir les activites de collecte de fonds mondiales etnationales, en assurant la coherence avec les messages de l'institution ;Coordonner et preparer des rapports precis et opportuns sur les activites de communication qui permettent une prise de decision eclairee, une evaluation des objectifs et l'uniformite de l'information presentee aux intervenants ;Suivre et analyser les medias traditionnels et en ligne,afin d'identifier les tendances et/ou les problemes, et de proposer des solutions et des idees pour ameliorerl'efficacite de la strategie et des activites de communication.

REQUIRED QUALIFICATIONS

Education

Essential: Un premier diplome universitaire en communication, journalisme, sciences politiques ou relations internationales ou dans un domaine connexe delivre parun institut accredite/reconnu. Desirable: Diplome formel en sante publique ; Des cours de techniques de communicationet/ou de graphisme sont souhaitables, langage visuel dans l'utilisation desmedias sociaux. Une formation en communication des risques serait un atout.

Experience

Essential: • Au moins 2 ans d'experience connexe, au niveau national, en communication.• Experience averee dans la redaction de supports de communication.• Experience averee dans la redaction de documents de plaidoyer, en prenant des photographies ou en filmant des videos de qualite professionnelle.• Au moins 2 ans d'experience de travail dans les medias (radios, TV, presse ecrite, etc) et une expertise dans la gestion des reseaux sociaux (Twitter,facebook, instagram, etc.) Desirable: • Experience professionnelle prealable avec l'OMS/ONU ou avec une organisation non gouvernementale internationale ; experience dans l'organisation de campagnes de plaidoyer et experience dans la gestion des processusde publication.• Une experience en conception graphique serait souhaitable

Skills

• Competences averees dans le developpement et la mise en œuvre de produits et tactiques de communication/medias.• Excellentes competences interpersonnelles completees par la capacite de conceptualiser des idees et de proner le consensus.• Capacite a « sortir des sentiers battus » et a faire des propositions innovantes en matiere de communication.• Connaissance ou comprehension du mandat et des objectifs de l'OMS dans lecontexte de la gestion des incidents d'urgence.

REMUNERATION

Remuneration comprises an annual base salary starting at BIF 71,783,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
