Contract

This is a NO-B contract. This kind of contract is known as National Professional Officers. It is normally only for nationals. It's a staff contract. It usually requires 2 years of experience, depending on education. More about NO-B contracts.

OBJECTIVES OF THE PROGRAMME

1. Use communication as a tool to contribute to better health outcomes in Mongolia—targeting particular audiences for specific purposes; responding to gaps in understanding and other barriers to the adoption of health-protecting behaviors; designing, testing and using the right messages, platforms and products; measuring results and applying learning to future communication interventions; 2. Use a "grounds up" approach, active social listening and responding to real needs and preferences among target audiences; and 3. Draw on a broad range of disciplines and skills and leverage collaboration with the Government, other WHO technical programmes and strategic partners in Mongolia to create, implement and measure communication strategies for maximum public health impact.

DESCRIPTION OF DUTIES

1. Plan, implement and evaluate country office communications strategy in line with global, regional and country level priorities and communications frameworks including C4H. This includes assessment of barriers/gaps/needs (e.g. through multi-source listening covering social media, surveys, focus groups, key informant interviews, etc.), planning of appropriate communication interventions, and measurement and evaluation of these (setting targets and indicators, measuring outputs, outcomes and impact, analyzing and reporting on these, and applying learning to future activities);

2. Apply strategic communication principles and processes, and draw on relevant evidence and techniques (e.g. from social and behavioral change communication, health promotion, behavioral insights, community engagement, and risk communication) in relation to WHO-mandated campaigns, dissemination of new guidance, major reports, etc.;

3. Work collaboratively with other WHO staff, Government, and key partners (including other UN agencies and civil society organizations working on health) to ensure the effectiveness of country communications strategy including for C4H programmes within Mongolia, and document achievements and best practices to build the evidence base and contribute to resource mobilization efforts;

4. Gather, develop and disseminate stories on health issues affecting Mongolians and the impact of WHO's work with the Government and partners on health in the country;

5. Contribute to the design, development and evaluation of digital social media content of the Country Office web site and social media accounts, and input for the joint UN in Mongolia website and traditional media content and activities including talking points, Q&As, media releases, statements, speeches, as well as spokesperson preparation and press conferences, and fostering good relationships with key journalists.

6. Organize dissemination to various stakeholders of information on WHO's works and achievements in Mongolia, including through news stories, feature stories, photo stories, videos, digital newsletters, donor reports, etc. and measure impact of channels used;

7. Support communication activities in Mongolia during outbreaks and emergencies and public health events;

8. Support the HWO and other senior staff with English-Mongolian interpretation when needed for strategic communication activities; and

9. Perform other related duties, as requested by the supervisor

REQUIRED QUALIFICATIONS

Education

Essential: University degree in communication, journalism, international relations, political science, social science, health promotion or a related area from a recognized university Desirable: Advanced degree in a relevant field.

Experience

Essential: At least two years' experience, with international or local exposure , in strategic communications, external relations and/or community engagement. Experience in developing. implementing and evaluating communications strategies, including on digital platforms (social media, web). Desirable: Knowledge/experience of working in Mongolia. Experience in public health. Experience with WHO or other UN or international organization. Experience working on large projects/programme with a range of stakeholders.

Skills

REMUNERATION

Remuneration comprises an annual base salary starting at USD 30,773 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
