New York Service Cluster (NYSC) supports the United Nations Secretariat, as well as other New York-based United Nations organizations, bilateral and multilateral partners in the delivery of UNOPS mandate in project management, infrastructure management, and procurement management

Sustainable Development Cluster (SDC) supports diverse partners with their peacebuilding, humanitarian and development operations. It was formed by combining the following portfolios: Grants Management Services (GMS), UN Technology Support Services (UNTSS), Development and Special Initiatives Portfolio (DSIP) It provides Services to partners' programmes that are designed, structured, and managed with a global perspective and primarily serving partners that are headquartered in New York. The SDC has a footprint of approximately 125 countries.

UNOPS has signed an agreement with the United Nations Office for Counter Terrorism to implement the activities for the Victims of Terrorism Programme.

The United Nations Office of Counter-Terrorism (UNOCT) was established by the General Assembly in June 2017 (A/RES/71/291). The Office has five main functions: (a) provide leadership on the General Assembly counter-terrorism mandates across the United Nations System; (b) enhance coordination and coherence across the 38 Counter-Terrorism Implementation Task Force entities to ensure the balanced implementation of the four pillars of the Strategy; (c) strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and (e) ensure that due priority is given to counter-terrorism across the United Nations System and that the important work on preventing violent extremism is firmly rooted in the Strategy.

This position is located in the United Nations Centre for Counter-Terrorism (UNCCT) of the Office of Counter-Terrorism (OCT) in the Victims Unit. The overall vision of the Global Victims of Terrorism Support Programme is to protect, promote, and respect the rights and needs of victims of terrorism, and to increase the capacity of Member States and civil society organisations. The Programme seeks to (i) show solidarity with and raise awareness on the plight of victims of terrorism; (ii) strengthen victims’ voices and their role in preventing violent extremism conductive to terrorism; and (iii) increase the capacity of Member States and civil society organizations as they assist and support victims of terrorism in protecting their rights and needs. In this regard, communication and advocacy are a key component of the work of the Programme.

This specific position would design and maintain the Victims of Terrorism Support Portal from day-to-day site management to enhancing outreach towards wider audience for increased awareness. Additionally, s/he will provide coordination and quality monitoring on web related issues for the Portal and produce new communication products aiming to raise awareness on the rights and needs of victims of terrorism.

Functional Responsibilities

Purpose and Scope of Assignment

Under the supervision of the UNOPS Head of Cluster the contractor will take care of the following activities:

  • Lead the analyses of existing websites and platform options that could be utilized for Victims of Terrorism Portal’s web based on cost, user-friendliness, ease of maintenance, security, web accessibility, etc;
  • Manage the preparation of the initial design and mock-up of the Victims of Terrorism Support Portal.
  • Coordinate the development of the user interface of the Portal in line with Unite Web and the UN Web accessibility guidelines.
  • Manage the repurposing and formatting of content received in a variety of formats from content experts to align with OCT’s communication strategy and publish the materials on-line.
  • Lead the support for the development of new communication products, including an e-newsletter, corporate brochures and other communications vehicles, including social media.
  • Manage data analyses using Google Analytics for the Portal and coordinate monthly reports on the metrics.
  • Liaise and work in coordination with the Communication Team in OCT and OICT.
  • Ensures that site content, design and layout attract maximum audience whilst complying with OCT’s web policies and regulations at the same time. Extends the reach of online resources through various media tools and channels.
  • Ensures that the Portal is up-to-date and contains the latest information and correct links to all external sources.
  • Perform other duties as may be reasonably required and in line with the incumbent’s scope of services above.

Monitoring and Progress Controls

  • Lead the development of a fully functional, safe and secure Victims of Terrorism Support Portal.
  • Manage the update of the Website, ensuring it is populated with the latest content, links and information.
  • The website has been developed in the six official UN languages.
  • Portal layout and functionality adheres to the UN web accessibility guidelines.
  • Steady increase in good key performance metrics with confirmed data by Google Analytics of the Portal with target audiences.
  • Manage the design and development of marketing material that increased the visibility of the Portal within the UN and outside.
  • A good understanding of the mandate, programmes and activities of UNOCT and its partners from the UN Global Counter-terrorism Coordination Compact. A good understanding of policy and political issues related to victims of terrorism and human rights in the context of counter-terrorism and preventing and countering violent extremism (PCVE) programming. An insight into ways in which the Victims of Terrorism Support Portal can be enhanced and transformed from a source of information to a real hub for all issues related to the rights and needs of victims of terrorism.
  • Knowhow in improving accessibility and functionality of the Victims Support Portal.

Education/Experience/Language requirements

Required Experience

  • At least five (5) years of progressively responsible experience in web site content management, web application development, and general web and graphic design.

Desired Experience: The following experience is optional. Candidates who do not have it are welcome to apply

  • Experience in working with a wide range of tools and software (Illustrator and HTML proficiency a requirement; Dreamweaver, Flash, Photoshop, InDesign, etc.) is highly desirable.
  • Expertise in Social Media marketing is a strong plus.
  • Web and graphic design certification is also a plus.
  • Ability to write HTML/CSS with a solid understanding is strongly desirable.
  • Experience in drafting and producing communication materials, briefing notes, and talking points are highly desirable.
  • Experience in working with civil society and other relevant stakeholders is desirable.

Language

Fluency in English is required.
