The Communication for Development Officer reports to the Communication for Development Specialist for general guidance and supervision. The Officer provides technical and operational support for developing a systematic, planned and evidence-based strategy and interventions for C4D as an integral part of programme development, planning and implementation. Through social mobilization and engagement, as well as the empowerment and participation of stakeholders, communities, children, civil society partners, and government counterparts, s/he promotes measurable behavioral and social change/mobilization for polio vaccine uptake.

  • Participate in country program communication planning and reviews to provide technical recommendations on approaches, strategies and plans of action for C4D to increase uptake of the polio vaccine.
  • In close collaboration with the field teams, review and provide quality assurance of C4D materials, strategies and action plans to ensure optimum impact within politically and culturally sensitive context.
  • Contribute to development of comprehensive situation analysis of social, cultural, economic and political issues and perception studied in the country/region, including through national/subnational working groups or committees. Assess/synthesize qualitative and quantitative information, data and evidence to support the evidence-based information collection for developing and planning the community engagement component of the polio eradication program.
  1. Implementation of community engagement activities, M&E and reporting
  • Collaborate with, consult internal partners and external partners to design C4D materials, production and testing; arrange community engagement events and activities to ensure social mobilization and participation of key audiences, and maximum outreach of polio messages.
  • Provide technical support for effective social mobilization and design of suitable community engagement activities for polio vaccine uptake at the national and regional levels.
  • Produce monthly analytical reports and draft annual report inputs based on M&E indicators and highlight, promote the impact of community engagement intervention.
  • Develop appealing presentations outlining the C4D interventions and results.
  • Contribute to donor reports and proposals development by providing inputs on social mobilization and community engagement component.
  • Prepare human interest stories, case study and briefs on community engagement interventions for polio eradication.
  1. Technical and operational management
  • Participate in budget planning and management of C4D programme funds and prepare financial plan for C4D initiatives. Monitor/track the use of resources as planned and verify compliance with organizational guidelines, rules and regulations and standards of ethics and transparency.
  • Support financial management and reporting of the third-party contractors in the regions (including social mobilization network) by reviewing and verifying financial documents, providing quality assurance, and working with the regional teams to ensure timely submission of payment documentation.

Ensure the implementation of the HACT plan for the Polio section, including undertaking the necessary spot checks, programme monitoring visits and scheduled audits as per the agreed office benchmarks

  1. Advocacy, networking and partnership building
  • Identify, build and maintain communication partnerships through networking and proactive collaboration with strategic partners, social networks; celebrities, journalist, media to pursue opportunities for C4D advocacy.
  • Participate in the Emergency Operations Center (EOC) meetings and provide technical advice, updates on activities and results of the community engagement initiatives.
  • Participate actively in the UNICEF Gender working Group to promote female engagement in polio programme in line with the GPEI guidance.
  1. Innovation, knowledge management and training
  • Implement communication innovative practices, approaches and latest technology on multiple media and social/digital platforms and networks for community engagement that are appropriate/available for the target audience.

  • Institutionalize /share communication best practices and knowledge learned/products with staff and stakeholders to build capacity of communication health workers in the field.

Support the planning, implementation and outcomes reporting of communication and community engagement training initiatives to enhance the effectiveness of the polio messages and social mobilization.

To qualify as an advocate for every child you will have….

A university degree in one of the following fields is required: social and behavioral science, communication, public relations or another relevant field.

A minimum of two years of professional experience in one or more of the following areas is required: communication for development, public relations, communication, advocacy.
