Work Assignment: Purpose of Activity/Assignment:

Under the general guidance of the Chief of C4D, and in close coordination with the C4D and health and nutrition teams, the C4D consultant is accountable for technical support and assistance in the design, formulation, management, execution, monitoring and evaluation of a Social behavioral change communication and mobilization strategy, plan of action and programme activities for health and nutrition programmes. The objective of this assignment is to support the Ministry of Public Health (MOPH) and her implementing partners in the design and roll-out of Social Behavioral Change Communication (SBCC) for nutrition, routine immunization and to increase the demand and outreach program for primary health care services. The C4D consultant also will support WASH program in community mobilization • Design and lead the implementation of SBCC Nutrition strategy, including design of relevant Information, Education and Communication (IEC) materials as will be needed. • Support to MopH and her implementing partners to increase demand for PHC services and outreach programme, including identification, referral and treatment of acute malnutrition among children, pregnant and lactating women. • Support MoPH and her implementing partners to timely initiate and uptake optimal breastfeeding and complimentary feeding practices as well as improve maternal nutrition among vulnerable households. • Support uptake of dietary and hygiene practices that control and prevent nutritional anaemia among children, adolescent girls, pregnant and Lactating Women • Support for Routine Immunization programme • Support to Wash section on household hygiene promotion and other C4D related interventions • Contribute in the achievement of C4D results

How can you make a difference?

In collaboration with UNICEF programs (Heatlh and nutrition, wash), the C4D consultant provides technical assistance in and contributes to the development, management and facilitation of the implementation of communication strategy and plan of action and activities for strategic communication and promotion for social and behavioural change in support of country programme delivery. • Develops and enhances strong partnerships with community groups, leaders and other partners in the community and civil society for promotion of participation in social and behavioural changes supportive of programme goals. • Ensures the quality, consistency and appropriateness of communication materials that are developed, produced, and disseminated to local communities, government officials, other partners and the press. • Develops training materials and activities to in capacity building in participatory and behaviour change communication for personnel involved in the planning, implementation and evaluation of programme communication intervention, in support of programme sustainability. • Liaises and coordinates with government counterparts in the development and appropriate use of communication for social development aimed at both individual behaviour change and collective action. Provide technical support as required. • Monitors and evaluates programme activities on the basis of applied communication research and frequent visits to project sites. • Disseminates communication research findings, and ensures exchanges and sharing of experience, lessons learned, best practices, and new methods to government officials, programme staff, and other UNICEF partners • Provide professional input in and contributes to the budget and programme review and planning process. • Assists in the establishment of programme work plans, allocation of resources, and monitors progress and compliance. • Support in conducting bottleneck/Barrier analysis on barriers and boosters to access of PHC services, optimal IYCF, routine immunization, household hygiene and sanitation practices • Lead in the development of an SBCC operational and implementation strategy that systematically combines elements of interpersonal communication, social change and community mobilization activities, mass media, and advocacy to ; o Support individuals, families and communities increase demand for PHC services o improve household hygiene practices, o Control and prevent nutritional anaemia o Improve optimal maternal, Infant and Young Child Feeding Practices. • Integrate ICYF relevant priorities and messages in existing or new training plans, materials and activities, on participatory and behaviour change communication to strengthen capacities of personnel involved in the planning, implementation and evaluation of the ICYF campaign • Support Health and Prime section in the design of a monitoring and evaluation plan for programme activities on the basis of applied communication research. • C4D input provided in Health, Nutrition and WASH Programme work plans and strategies.

Tasks/Milestone 1:

Support the implementation of nutrition campaign

Deliverable: Training sessions for frontline workers are implemented Brief to all sectors and UNICEF partners are conducted

Tasks/Milestone 2: Contribute in the bottleneck/Barrier analysis on barriers and boosters to access of PHC services, optimal IYCF, routine immunization, household hygiene and sanitation practices. Deliverable: Analyze existing information, consult with nutrition and IYCF partners to identify gaps and conduct behavioral mapping t identify barriers and develop action plan to address it.

Tasks/Milestone 3: Support Health and Prime section in the design of a monitoring and evaluation plan for programme activities on the basis of applied communication research. Deliverable: Assessment and monitoring tools are developed

Tasks/Milestone 4: C4D input provided in Health, Nutrition and WASH Programme work plans and strategies. Deliverable: On regular basis, C4D input will be provided to WASH and Health &Nutrition work plans, PDs will be reviewed and cleared. Program priorities will be supported and mainstreamed in C4D interventions.

Tasks/Milestone 5: Lead in the development of an SBCC operational and implementation strategy

Deliverable: Consultation with PRIME and Health & nutrition teams to prepare for the development of an SBCC strategy. Analysis of existent information and conducting desk review to identify gaps and needs for additional research or evidence generation to inform the strategy. Identify consultant or institution to develop the strategy and tools.

Tasks/Milestone 6: Liaises and coordinates with government counterparts in the development and appropriate use of communication for social development aimed at both individual behaviour change and collective action. Provide technical support as required. Deliverable: In coordination with H&N team, and sectors liaise with counterparts to engage them in the development of the strategy

Monthly submission of a detailed progress report during the contractual period

The assignment tasks are monthly

To qualify as an advocate for every child you will have:

University degree in the social/behavioral sciences, (Sociology, Anthropology, Psychology, Health Education) with emphasis on strategic communication planning for behavior development, social mobilization, participatory communication, and research.

A minimum of two years of relevant professional work experience in the planning and management of social development programmes, including work experience in developing countries, with practical experience in the adaptation and application of communication planning processes to specific programmes.

Fluency in English and Arabic is required. French is an asset.
