  • An advanced university degree in Communications, Journalism, Public Relations, Mass Communication, Marketing, or other relevant disciplines
  • At least 5 years of experience in communication for development, journalism, print media, research documentation, and report writing
  • Working knowledge of GEF projects is desirable
  • Working experience within the Mediterranean region is desirable
  • Experience in writing in various formats (press releases, websites, success stories, blog entries, tweets, etc.) is desirable
  • Fluency (both oral and written) and excellent writing skills in English are required
  • Working knowledge of French and/or Arabic is an asset

Result of Service The ultimate result of this service is to promote the visibility of the MedProgramme and raise regional and global awareness of the MedProgramme and its objectives and accomplishments through the use of effective communication channels and tools.

Duties and Responsibilities General Information

The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional levels. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. United Nations Environment Ecosystems Division works with international and national partners, providing technical assistance and advisory services for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. The assignment is for the Mediterranean Action Plan (MAP), in Athens, Greece, under the framework of the Global Environmental Facility (GEF) funded Mediterranean Sea Programme (MedProgramme):” Enhancing Environmental Security” (GEF ID 9607), and Child Project CP 4.1 “Mediterranean Sea Large Marine Ecosystem Environment and Climate Regional Support Project) GEF-UNEP MedProgramme The MedProgramme represents the first GEF programmatic multi-focal area initiative in the Mediterranean Sea aiming to operationalize priority actions to reduce major transboundary environmental stresses in its coastal areas while strengthening climate resilience and water security and improving the health and livelihoods of coastal populations. The MedProgramme is implemented in ten beneficiary countries sharing the Mediterranean basin: Albania, Algeria, Bosnia and Herzegovina, Egypt, Lebanon, Libya, Montenegro, Morocco, Tunisia, and Turkey. It involves a wide spectrum of developmental and societal sectors, ranging from banking institutions, the private sector, governmental and non- governmental bodies, industry, research, media, and various other organizations.

The MedProgramme is expected to deliver a set of complementary results embracing three categories of priorities identified by the Transboundary Diagnostic Analysis (TDA) for the Mediterranean Sea which are translated into three components of the Programme: i) Reduction of Land-Based Pollution in Priority Coastal Hotspots and measuring progress to impacts; ii) Enhancing Sustainability and Climate Resilience in the Coastal Zone; and iii) Protecting Marine Biodiversity.

Child Project CP 4.1 will complement and support MedProgramme’s projects and maximize their effectiveness by providing opportunities for south-south learning, disseminating best practices, and developing portfolio-wide communication strategies.

To this aim, MedPCU to recruit a consultant to execute the Communication-related activities.

The Consultant will work under the direct supervision of the MedProgramme Management Officer in close collaboration with the UNEP/MAP Communication officer and the MedProgramme KM Specialist, and the overall guidance of the UNEP/MAP Deputy Coordinator.

The consultant will be responsible for the following tasks:

1. Prepare a detailed work plan and timetable for the assignment. 2. Conduct a social network analysis and produce a report classifying the results into different categories of target audiences. 3. Provide technical support to MedPCU to a minimum for the development of twenty-four (24) relevant communication products (banners, leaflets, posters, briefing notes) to promote MedProgramme visibility in external events following the annual MedProgramme events calendar. 4. Provide technical support to MedPCU by identifying and drafting twenty-four (24) news stories from the field on project activities that highlight the impact and good practices generated under the MedProgramme and its Child Projects (CP) using journalistic language. 5. Provide technical inputs for the production of the MedBulletin by reviewing, editing, and layout of the final draft of each issue which is produced every 6 months. 6. Provide technical support to MedPCU to prepare at least twelve (12) press releases on specific events to showcase and increase the visibility of MedProgramme. 7. Prepare twenty-four (24) social media stories and messages to be published on UNEP/MAP social media accounts. 8. Create a MedProgramme/Child Projects mailing list of eight (8) listservs. 9. Provide technical support to MedPCU to gather and edit at least (120) photos of high resolution from the activities of the Child Projects of MedProgramme. 10. Provide technical support to MedPCU to prepare and submit a communication progress report based on the communication work plan and the Road Map. 11. Draft final report for the implementation of activities under this assignment.
