Duties and Responsibilities The UN Environment Programme (UNEP) is the United Nations system’s designated entity for addressing environmental issues at the global and regional levels. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP’s Economy Division works with international governments and non-governmental organizations, national and local governments, business and industry to develop and implement policies, strategies, and practices that are cleaner and safer, incorporate environmental costs, use natural resources efficiently, reduce pollution and risks for humans and the environment, and enable the implementation of conventions and international agreements.

The UNEP Medium Term Strategy (MTS) 2022-2025 identifies unsustainable consumption and production as the underlying cause of the current three planetary crises of climate change, biodiversity loss, and pollution. The MTS aims to address those existential threats by working towards climate stability, living in harmony with nature, and towards a pollution-free planet. These three strategic pillars will require policies, partnerships, and investments in Sustainable Consumption and Production (SCP) to be secured, based on life cycle thinking, circular economy, sustainable business practices, greening value chains, sustainable finance, data, scientific analysis, and reliable consumer information. UNEP aims at making all UNEP staff SCP ambassadors and at equipping programme staff to embed SCP and circular economy (CE) into their programmatic design, through the development and roll-out of an online SCP and CE Academy. Two online modules are initially developed, and there is a need to include concrete examples from the electronics sector to demonstrate how SCP and CE can be applied in high-impact sectors such as electronics.

UNEP is developing and implementing a plastic initiative aiming to trigger a systems change to accelerate the transition towards a circular economy of plastics, with concerted actions by key stakeholders across the plastics life cycle, to end plastic pollution. The initiative builds upon UNEP’s key strengths as the global authority on environmental issues, including the hosting of the Intergovernmental Negotiating Committee (INC) for an international legally binding instrument on plastic pollution. The initiative will inform decision-makers and the public about plastic pollution to rallying actors across the value chain (especially the private sector) to scale up solutions.

The Knowledge and Risk Unit of the Chemicals and Health Branch promotes scientific approaches and knowledge for the sound management of chemicals including through the implementation of UNEA resolutions. The Knowledge and Risk Unit gathers, compiles, and analyses state-of-the-art information and data, including through monitoring activities, inventories, and assessments, to allow policymakers to make informed decisions on the sound management of chemicals and waste. The Unit executes projects and covers topics related to lead in paint, persistent organic pollutants (POPs), highly hazardous pesticides, chemicals in products, and issues of concern highlighted by governments. The UNEP/GEF POPs Global Monitoring Plan projects implemented by the Unit focus on data generation and capacity building in developing countries to support fulfilling the obligations under the Stockholm Convention.

The Life Cycle Initiative along with Ozone Secretariat conducted a Hotspots analysis for value chains involving substances controlled under the Montreal Protocol on Substances that Deplete the Ozone Layer. The report presents the environmental hotspots of two value chains involving refrigerants controlled under the Montreal Protocol on Substances that Deplete the Ozone Layer. For any product, service, or system, an environmental hotspot may be a stage, process, or elementary flow that accounts for a significant proportion of environmental impacts of the system throughout its lifecycle [1]. The report focuses on the hotspots related mainly to ozone layer depletion (measured in gCFC-11eq) and climate change (measured in kgCO2eq) related impacts produced by the air conditioning value chain and the food cold chain.

The focus of the consultancy is to support the improvement of the SCP and CE Academy, the communication work related to the Circular & Fair ICT Pact (CFIT), the communication work of the GEF Nigeria project, and the communication work for the ONE UNEP Plastic Initiative and the Consumption and Production Unit (CPU). The consultant will also support the Life Cycle Initiative and Ozone Secretariat team and the Knowledge and Risk Unit of the Chemicals and Health Branch in designing and developing communication materials, primarily infographics related to global monitoring POPs, and the Hotspots analysis for value chains involving substances controlled under the Montreal Protocol on Substances that Deplete the Ozone Layer.

The consultant will work home-based and full-time, under the supervision of the programme officer coordinating the Sustainable Consumption and Production and Circular Economy work of the Consumption and Production unit in the Economy Division. The consultant will also support the programme officer in coordinating the POPs global monitoring plan projects, hotspot analysis work of the Life Cycle Initiative of the Economy Division, and Ozone Secretariat for the relevant work highlighted in para above.
