Are you an Communication Coordinator in search of a rewarding role in an international organization? We have an opportunity for you! The International Committee of the Red Cross (ICRC) seeks to recruit an Communication Coordinator for Yemen.

Please note that this is not a position based in our Headquarter but based 50 % in Sana'a - Yemen and 50 % based in Djibouti.

What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose

Communication Coordinator is the focal point for all matters related to communication and, where applicable, prevention activities at the delegation level. S/he is responsible for setting and implementing priorities, objectives and strategies. S/he directs the orientation, planning, monitoring and evaluation of the delegation’s communication and, where applicable, prevention activities and supervises and provides technical support to all staff involved in them. S/he contributes to building and implementing an approach in which communication and, where applicable, prevention activities are integrated into other ICRC programmes (e.g. protection, assistance, cooperation).

Accountabilities & Functional responsibilities

  • Sets the strategic orientation of the delegation’s communication and, where applicable, prevention activities, in cooperation with management, field offices and other departments (annual planning process/Planning for Results). With support from the corresponding teams at headquarters and regional specialists, formulates related guidelines, approaches and programmes.
  • Seeks proactively opportunities for joint and/or complementary activities with other Movement components within the programme management cycle.
  • Oversees implementation, monitoring and evaluation of programmes related to communication and, where applicable, prevention of violations of international humanitarian law (IHL), which may include: operational communication; community engagement; IHL promotion, integration and implementation; building National Red Cross/Red Crescent Society communication and law promotion capacity and joint International Red Cross/Red Crescent Movement communication; public communication; digital communication; interaction with religious circles; information analysis/environment scanning; public affairs and resource mobilization.
  • Contributes to the delegation’s analysis of political, security, military, humanitarian and other developments related to ICRC reputation/perception management and capacity to operate. Defines, in consultation with the delegation management team, the delegation's overall desired identity and key messages. Periodically reviews its external position on issues related to its humanitarian mandate.
  • Develops networks relevant to specific humanitarian concerns, acceptance of the ICRC's mission, strategic objectives and activities and improving its access to people in need. Supports the development of the delegation’s broader network of contacts in line with anchoring and operational objectives.
  • Represents the ICRC to diverse audiences in line with the delegation’s objectives.
  • Acts as spokesperson for the media.
  • Supervises the development and production of internal and external communication tools/products/publications, including for digital platforms.
  • Advises management on internal communication issues when required.
  • Is in charge of all coaching, capacity-building and human-resources-related matters for the team under supervision.
  • Supports communication-related training and coaching for staff of other departments and field sub-structures when needed.

Relationships

  • Internally, interacts in the field with delegation management, other programme managers/coordinators and heads of field sub-structures; at headquarters, with the Communication Head of Sector, Prevention Adviser and specialist colleagues from other units within the Department of Communication and Information Management (CIM) and the Department of International Law and Policy (DP); and within the region, with regional advisers supporting the delegation and, when relevant, communication/prevention counterparts in other delegations closely affected or influenced by the same context.
  • Externally, interacts with key members of national authorities, the UN, military, police and other security forces, non-State armed groups, media, NGOs and other civil society representatives. Contacts may be mid- to high level.
  • Movement wise, interacts with and develops regular contacts with relevant Movement counterparts present in the country.

Certifications / Education required

  • University degree or equivalent (preferably master's level) in a relevant field such as communications, political science, international relations, journalism or law.
  • Fluent spoken and written English (minimum C1 level).
  • Arabic or French is a strong asset but not mandatory.
  • Computer skills (competence in MS Office and other software); familiarity with online and social media communication tools.

Professional Experience required

  • At least 8 years’ work experience in a field relevant to communication and/or prevention
  • At least 2 years in a managerial role
  • Team and project management experience.
  • Solid experience in public communication

  • Experience within a National Society or the IFRC is a strong asset

  • Knowledge of Yemen or Middle-Est is an asset

Desired profile and skills

  • Strongly motivated by humanitarian work
  • Able to work under pressure in a potentially dangerous environment

Our operational & field constraints

  • In line with the principle of neutrality, the ICRC does not assign personnel to a country of which they are nationals
  • Candidates must be in good health and will have to do a medical check-up prior to departure in the field
  • Candidates must possess a driving license (for manual transmission vehicles)
