Result of Service The consultant’s main responsibilities will be as follows:

1) Develop communications strategy and products for UN-Energy

  • Provide advice on and carry out communications and outreach tasks related to UN-Energy programmes and events, including development of a joint communications strategy and messaging.
  • Develop and organize dissemination of digital communications materials, such as newsletters, flyers, brochures, blogs and web articles, on UN-Energy activities, ensuring engaging content appealing to a range of audiences in the international community and energy field, coordination with key partners, and timely distribution and amplification via internal and external communications channels.
  • Work with the UN-Energy web team and partners to update and develop content for UN-Energy websites.

2) Coordinate communications with UN-Energy members

  • Coordinate strategy, materials and outreach with the communications focal points of the co-chairs of UN-Energy (the UN Development Programme and the team of the Special Representative of the Secretary-General on Sustainable Energy for All ), United Nations Department of Economic and Social Affairs (UNDESA), United Nations Department of Global Communications (UNDGC), and other UN-Energy and external partners.
  • Make arrangements for virtual meetings of key communications partners on a regular basis, including proposed meeting agenda.

3) Promote the outcomes of the High-Level Dialogue on Energy and provide advice on

  • organizing and carrying out digital and social media campaigns to inform and engage broader civil society audiences in the follow-up to the High-level Dialogue on UN Energy and the achievement of SDG 7, in collaboration with key partners and graphic design, web and video teams as needed; developing and distributing social media packages to partners to amplify impact; maintaining and updating UN-Energy Twitter account.

  • Undertaking media outreach for key events, including high-level representatives from Governments and the UN System, and for the launch of publications; collaborate with UNDGC and other partners on writing, obtaining clearances for and disseminating press materials, organizing press briefings and liaising with media contacts.

  • Monitoring and reporting on implementation and impact of social media campaigns and digital outreach on a monthly basis, and media outreach when relevant.

4) Act as focal point for the energy team in all internal and external meetings and events related to public information and communications.

Work Location The Consultant will work on- or off-site at UN Headquarters in New York

Expected duration The work assignment is expected to be completed within nine months.

Duties and Responsibilities UN-Energy is the principal inter-agency mechanism within the United Nations system related to energy, under the auspices of the Chief Executives Board for Coordination. Energy is widely considered as a key enabler and prerequisite for the implementation of many of the 17 Sustainable Development Goals, including those focused on poverty, health, food, education, gender equality, jobs and climate change. The UN Department of Economic and Social Affairs (UNDESA) serves as the Secretariat of UN-Energy and provides support to the UN-Energy Co-Chairs. In addition, UNDESA served as secretariat for the High-level Dialogue on Energy (HLDE), which was held on 24 September 2021 at the summit level. As the first global gathering on energy under the auspices of the General Assembly since 1981, the High-level Dialogue presented a historic opportunity to generate transformational action in the initial years of the SDG Decade of Action and to support the implementation of the Paris Agreement.

The Dialogue resulted in a Global Roadmap towards the achievement of SDG 7 by 2030 and net zero emissions by 2050. Moreover, the Dialogue mobilized voluntary commitments and actions, in the form of “Energy Compacts”, from Member States and non-state actors such as companies, sub-national authorities and civil society organizations. To this end, the Global Roadmap calls for the establishment of an Energy Compact Action Network, supported by UN-Energy, to facilitate matchmaking, support strategic alliances, and enable delivery of Energy Compact commitments. The Energy Compact Action Network will be officially launched in March 2022, aiming to catalyse the implementation of the Global Roadmap. In addition, the first Energy Compact Coalitions dedicated to advancing progress on SDG 7 in specific Member States are being formed.

Communications and outreach for UN-Energy in the follow-up to the Dialogue will focus on shifting attention to the process going forward, sustaining and building momentum from the Dialogue and driving delivery on commitments. One major task will be developing the UN-Energy website and Energy Compacts registry database and website, with content and visual assets, to support the implementation and reporting process for the Energy Compacts through 2030. Additional tasks include: facilitating coordination of the communications teams of UN-Energy partners to have joint messaging and shared assets for digital and social media; continuing to feed and build the UN-Energy social media accounts; and collaborating on strategy and outreach for key media moments.

In this context, DESA/DSDG requires the services of an experienced communications and outreach coordinator to develop various communications products for UN-Energy and coordinate between its members on communication-related matters, as well as to create overall digital outreach and communication materials to promote the outcome from the High-Level Dialogue on Energy, through various media channels.

Qualifications/special skills Academic Qualifications: Advanced university degree (Master's degree or equivalent degree) in advocacy, communications, media studies, journalism or related area. A first-level university degree in combination with 5 additional years of qualifying experience may be accepted in lieu of the advanced university degree. Experience: - Minimum of 7 years of progressively responsible experience in sustainable development and public information, with demonstrated proven track record in communications, media production, journalism or related field. - The consultant must possess demonstrated experience in the development and implementation of communication strategies for high-profile international meetings, and experience in working with communication and media partners from international organizations, governmental officials, academia / professional bodies, the private sector, donor / philanthropic bodies and civil society. - Experience working in the energy sector with knowledge of the field is desirable. Language: English and French are the working languages of the United Nations Secretariat. Fluency in English (both written and oral) is required for this consultancy.

Additional Information In fulfilling the responsibilities specified above, the consultant will deliver a completed outreach and communications strategy including social media campaign, media outreach, and updated UN-Energy Twitter account. The consultant will submit monthly progress reports on completed tasks and outputs and an evaluation of the impact of the campaign and outreach undertaken.

The consultant will be paid in line with the fee range of a Level C consultant as per ST/AI/2013/4. The exact fee will be determined based on the expertise of the consultant as indicated in the Personal History Profile. Payment will be made on a monthly basis upon submission of progress report and certification of successful completion of the respective assignments as per below performance indicators.
