You have:
- Advanced university degree (Master’s degree or equivalent) in strategic communications, journalism, language, literature or related fields is required.
- A first-level university degree in similar fields with two years of qualifying experience will be accepted in lieu of the advanced university degree.
- A minimum of ten years (10) experience in media and communications (or equivalent) is required.
- Specific experience in public relations, communications strategy development, creative copy writing, and content marketing is desirable.
- Previous demonstrated professional experience in developing communication strategies/plans/campaigns for international organizations, private sector, governments, government agencies or public sector is required.
- Knowledge of different communications outlets and channels is desirable.
- Fluency in oral and written English is required.
- Knowledge of another official United Nations language is an advantage.
Result of Service Under the overall guidance of the Chief of the Branch (DTA/CEB) and the direct supervision of the Chief of Section (DTA/CEB/CSS), and in close collaboration with the Advocacy Section and relevant CEB staff, the consultant will lead the development of a CEB communication strategy and the implementation of a media and communication plan for the GlobE Network, delivering content and messaging, whilst overseeing social media implementation and other media engagements.

Duties and Responsibilities Background
The Corruption and Economic Crime Branch (CEB) of the United Nations Office on Drugs and Crime (UNODC) strives to continuously support governments, society at large and the private sector to transform the objectives of the United Nations Convention against Corruption (UNCAC or Convention) into reality and to thereby promote effective responses to corruption. CEB coordinates the implementation of mandates given by policymaking and treaty bodies, in particular the Conference of the States Parties to the Convention, its subsidiary bodies and other governing organs, and supports related intergovernmental processes. CEB’s specific objectives are to: a) promote further steps towards universal adherence to UNCAC; b) foster progress in the effective implementation of UNCAC, with UNODC acting as a direct technical assistance provider and/or as a facilitator of the provision of such assistance; and c) facilitate and support the UNCAC Implementation Review Mechanism, including with respect to the analysis of technical assistance needs at the country, regional and global levels. One of the main purposes of the United Nations Convention against Corruption (the Convention) is to promote, facilitate and support international cooperation and technical assistance in the prevention of and the fight against corruption, including in asset recovery. The Conference of the States Parties to the Convention has repeatedly called for enhanced measures to further promote, facilitate and support international cooperation and technical assistance in the prevention of and fight against corruption, and has requested UNODC to provide, in its programmes of technical assistance, measures to enhance the effectiveness of international cooperation, including in relation to offences covered by the Convention, before seeking mutual legal assistance.
As the guardian of the Convention, UNODC is supporting the establishment of the Global Operational Network of Anti-Corruption Law Enforcement Authorities (GlobE Network) to facilitate informal cooperation among anti-corruption law enforcement entities. The Network was welcomed in the Political Declaration of the first-ever special session of the General Assembly against corruption (UNGASS) and was launched at a hybrid special event during UNGASS in June. The first meeting of the GlobE Network was held from 15-17 November 2021 in Vienna.
The GlobE Network’s membership is open to all Member States of the United Nations and all parties to the Convention. The Network aims to enhance direct contact between anti-corruption law enforcement authorities, empower a wider range of countries to engage in international cooperation, and complement other existing platforms that enable international cooperation.
In follow up of, a strategic network communication plan is required for 2022.
Purpose of the assignment
The objective of the assignment is two-fold. Firstly, the consultancy is expected to strengthen the strategic outreach of CEB to key stakeholders in the fight against corruption and to increase the visibility of CEB’s anti-corruption achievements. In this regard, CEB plans to strengthen its communication efforts, particularly in the follow up of the ninth session of the Conference of the States Parties to the Convention (13-17 December 2021).
Another objective of the consultancy is to implement the communication plan (such as print, broadcast and social media) for the GlobE Network in 2022, including handling communication for the second Network meeting in Vienna in 2022. Awareness needs to be raised on the aims and objectives of the GlobE Network, its establishment and operation and membership application, etc. The Network also seeks to attract and engage with a community of practitioners.
Qualifications/special skills Academic Qualifications: - An advanced university degree (Master’s degree or equivalent) in strategic communications, journalism, language, literature (or related) is required. A first-level university degree in similar fields in combination with two years of qualifying experience will be accepted in lieu of the advanced university degree. Experience: - A minimum of ten years (10) experience in media and communications (or equivalent) is required. Specific experience in public relations, communications strategy development, creative copy writing, and content marketing is desirable. - Previous demonstrated professional experience in developing communication strategies/plans/campaigns and supporting implementation thereof for international organizations, private sector, governments, government agencies or public sector is required. - Knowledge of different communications outlets and channels is desirable. Language: - English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
