Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women plays an innovative and catalytic role in the State of Palestine since its inception in 1997 as UNIFEM. UN Women focuses its activities on one overarching goal, namely, to empower Palestinian women and girls and to allow them to enjoy their human rights. In support of this goal and thoroughly taking into consideration the specificities of the context in Palestine, UN Women concentrates its efforts and interventions toward the realization of three strategic goals: Engendering humanitarian action and increasing the effective leadership and participation of women in peace and security; supporting women's income security, decent work and economic autonomy; and promoting a life free of violence for women and girls in Palestine. For this, UN Women in collaboration with its partners aims to contribute to a legislative and policy framework that prevent violence and empower those affected by violence to recover; address structural barriers preventing women from economic participation and provide women entrepreneurs with the needed skills, financial resources and partnership to access a more equal share of the market; and ensure that policy makers have the capacity to effectively implement, monitor and track women’s peace and security commitments and place women’s rights at the center of humanitarian action in Palestine.

"Haya: Eliminating Violence Against WOmen" Joint Programme:

Through the generous funding from the Government of Canada, a UN Consortium composed of UN Women, UNFPA, UN Habitat, and UNODC, has launched a new 5-years joint programme “Haya: Eliminating Violence Against Women”. The Joint Programme aims to help end violence against women with an ultimate outcome of reducing the vulnerability of women and girls in the Palestinian society to all forms of violence and from the threat of such violence. This will be achieved through working on three intermediate outcomes focusing on:

  1. Decreased harmful practices and attitudes that perpetuate and validate violence against women and girls within targeted households and communities;
  2. Increased access by women and girls of gender-responsive ending violence against women (EVAW) services (economic, medical, psychosocial, security, shelter) free of discrimination; and
  3. Strengthened institutional capacity to develop and implement legal and policy frameworks that promote and protect women’s and girls’ rights with regards to violence against women.

UN Women is seeking to recruit a Communication Consultant under the Haya joint programme. Under the overall guidance of UN Women Special Representative and direct supervision of the Haya Joint Programme Manager, the Communication Consultant will work in close coordination with the HAYA Joint Programme Manager and the communications focal points of the UN Women, UNFPA, UN Habitat, and UNODC. Main tasks of the role include, but not limited to: supporting key communications activities based on the joint programmce communications strategy and annual work plan.

Duties and Responsibilities

Under the overall guidance of 2the Special Representative and direct supervision of HAYA Joint Programme Manager, the Communication Consultant will be Supporting key communications activities based on the joint programme communications strategy and annual work plan. Communication Consultant will:

  • Maintain a databse of media attendance and media coverage following key events including campaigns and/or publications (i.e. press release, article, etc) prmoting programme goals: and update the media archieves accordingly.
  • Provide substantive support to HAYA Joint Programme staff as well as external consultants or firms for the preparation and follow up on the production of advocacy and communications materials (e.g. films, videos, audio-visuals, brochures, fact-sheets, and other knowledge products), including quality aspects of production (e.g. quality control of language, layout, and printing based on UN quality standards) for Haya’s core activities and projects outputs.
  • Prepare and edit (in Arabic and English) articles, press releases, speeches, brochures, human interest stories and other public information materials for both web-based and traditional media, as appropriate.
  • In close cooperation with the HAYA Joint Prgroamme team, control the effecient implementation of communication and visibility guidelines for the HAYA joint programme in compliance with UN and donor guidlines, and manage communications with partners and alliances to enhance visibility.
  • Ensure continuous coordination and exchange with the HAYA Joint Programme’s partners on communication-related activities; including ensuring partner communication progress forms updated every three months.
  • Maintain HAYA Joint Programme activities photo database, take photos during events and field visits and archive the photos in an effective manner.
  • Prepare responses to public inquiries on the Haya joint programme, in accordance to rules and regulations of the joint UN partner agencies and in close coordination with the Haya joint programme manager.
  • Develop request for quotations for design and print material and act as a focal point with vendors for related services.
  • Prepare social media posts in Arabic and English to reflect key achievements of the HAYA Joint Programme and share with donor and Joint Agencies to post. Track weekly and update HAYA social media tracking report accordingly.
  • Any other related tasks as may be required or assigned by the supervisor.

Delivrables:

  • Deliverable 1: Updated media attendance and media coverage databases (on weekly basis).
  • Deliverale 2: Advocacy and communication materials production. (expected delivery date: May 2021).
  • Deliverable 3: Updated partner communication progress forms (expected delivery date: June 2021).
  • Deliverable 4: Updated photo database (expected delivery date: July 2021).
  • Deliverable 5: Social media posts and tracking. (on daily basis).
  • Deliverable 6: Monthly report as per the detailed deliverables shown above.

Required Skills and Experience

Education:

University degree (BA) communications, journalism, international relations, political sciences, or any other relevant field.

Experience:

  • 2 years of professional experience at national or international level in public relations, communications, journalism, or advocacy.
  • 2 years of professional experience in writing and editing high quality contents that clearly communicate development-related ideas for various communications platforms.
  • 2 years of professional experience closely working with national and international media and knowledge of influential media contacts.
  • At least 1 year of experience in social-media and web content creation/management is an asset.
  • Proven experience working in women’s rights issues; knowledge of relevant gender issues in Palestine is an asset.
  • Previous experience with UN or international organization is an asset.

Language Requierements:

Professional proficiency in Arabic and English (oral and written).

Evaluation of applicants:

Candidates will be evaluated based on the applicants’ qualifications mentioned above and the results of the interview. A contract will be awarded to the individual consultant who scores the highest score out of 100. Below conditions of passing scores:

Passing score of qualification technical evaluation is at least 40/50 to qualify for the interview;

Passing score of interview is at least 40/50 to qualify for the overall evaluation consideration

Financial Evaluation
