In collaboration with its partners, UNICEF is supporting the Government of Guinea-Bissau to promote child rights, knowledge, behaviour and social change for children, with particular focus on disadvantaged communities.

Through its Advocacy, Communication and Partnership (ACP) component, UNICEF programme is supporting the Government of Guinea-Bissau, non-governmental organizations and community leaders to promote child rights and conduct social and behaviour change communication activities at different levels of the society in Guinea-Bissau.

Communication and public advocacy is one of the key strategies used by UNICEF to put children on the public agenda and to foster an open dialogue on child rights among decision makers, partners, children, adolescents, and communities. UNICEF uses communication to advance programme results, raise awareness of the rights of the Child, give visibility to key donors and inform the public about its contribution in Guinea Bissau, utilizing various communication means, which include the organization of key public events, the collaboration with print and broadcast media for publications/programmes on children related issues as well as publications through on-line and social medial media. The documentation of the situation of children and UNICEF’s work through videos, photos, and human-interest stories is therefore necessary to feed in these various communication channels.

UNICEF has been progressively investing in social media, reaching and engaging an increasing number of people.In addition, UNICEF has been regularly developing communication materials (factsheets, two-pager project proposals, folders…) to enhance the office’s efforts to mobilize additional resources.

How can you make a difference?

PURPOSE OF THE JOB

Under the close supervision of the Communication Officer, the digital Communication Associate will assist in the planning, designing, implementing, monitoring, and evaluating of digital communication initiatives to support the external relations, advocacy and communication initiatives of the Country Office including the management of social and digital media platforms.

KEY END-RESULTS

  1. Communication strategy: Effective support is provided to the Communication officer for preparing various communication products and materials that support country communication strategy and resource mobilization as per the office communication and advocacy action plan.
  2. Web Management: Effective and timely assistance is provided for the management of the office web platform through planning and gathering content for the website to support effective communication strategy and regional and global campaigns and priorities.
  3. Social Media: Effective and timely support is provided for developing and managing social media accounts, maintaining contact and relationships with social media influencers to position children’s issues at the centre of the social media and communicate the story of UNICEF's contribution in the country to a wider audience.
  4. Monitoring and evaluation: Effective support for timely monitoring and evaluation activities of social media platforms is provided to ensure maximum impact and continuous improvement of country digital communication efforts. Results and reports are prepared and shared on a timely basis.

KEY ACCOUNTABILITIES and DUTIES & TASKS

Within the delegated authority and the given organizational set-up, the incumbent may be accountable for all or assigned areas of the following major duties and end results.

  1. Communication strategy

**Ensure that effective support is provided to prepare various communication products and materials that support country communication strategy and resource mobilization as per the office communication work plan*****.***

Duties & Tasks

  • Support the production of communication materials (e.g., briefing notes, images, photos etc) that meet the country and global standards as set out in the Organization’s Communication Toolkit.
  • Support in organizing advocacy events with main partners, donors, media
  • Assist in drafting and editing articles, press releases, human interest stories and other advocacy/information materials for both web-based and traditional media, as appropriate.
  • Recommend appropriate information and communication materials for use in digital media, and other advocacy and communication activities.
  • Assist in ensuring gender stereotypes are not reinforced in social media messaging and products and any gender backlash in country is monitored as part of risk mitigation strategies.
  1. Web Management

Ensure that effective and timely assistance is provided for the management of the Office’s web platform through planning and gathering content for the website to support effective communication strategy and regional and global campaigns and priorities.

Duties & Tasks

  • Develop the UNICEF Guinea-Bissau’s online strategy and website content plan as per country office’s communication strategy, priorities and workplans.
  • Collect relevant information related to programme priorities, activities and results to develop content for posting on digital and social media.
  • Manage office website through web-based content management system (drupal) daily.
  • Maintain a web and social media calendar of content themes and all upcoming coverage schedules according to the calendar.

    Social Media

    Effective and timely support is provided for developing and managing social media accounts and maintaining contact and relationships with social media influencers to position children’s issues at the centre of the social media and communicate the story of UNICEF's contribution in the country to a wider audience

    Duties & Tasks

  • Maintain all social media accounts of UNICEF Guinea-Bissau with compelling content, to ensure that reach and engagement is continuously enhanced.

  • In line with the evolving world of social media, keep abreast with new developments. Advise where relevant, about the need to engage with emerging social media platforms.
  • Maintain and update list of social media influencers, bloggers and advocates who can be engaged to amplify UNICEF’s messages. Assist in developing and maintaining close relationships with these influencers.
  • Maintain a library of pictures, infographics, videos etc in an easy to find and use manner.
  • Ensure digital content is uploaded to the global platforms and other sharing mechanisms.
  • Conduct trainings and provide support to other sections in understanding better how digital and social media plays a role in the context of the office.
  • Prepare social media packs and materials for briefings and visits of high-level dignitaries, donors, and other special interest groups. The task includes preparing social media kits with messages and assisting in the planning and implementing arrangements.
  1. Monitoring and evaluation

Timely monitoring and evaluation activities of social media platforms to ensure maximum impact and continuous improvement of country digital communication efforts. Ensure results and reports are prepared and shared on a timely basis.

Duties & Tasks

  • Generate and analyse reports on web traffic using Google Analytics and other social media focused analytics channels.
  • Collecting data and information on key indicators that are relevant to digital communication of UNICEF Guinea-Bissau.
  • Monitor and evaluate the reach and engagement of UNICEF’s social media posts and website visitors. Monitor and evaluate the use and effectiveness of media materials. Recommend appropriate and timely action for course correction or for reporting. Maintain a library of coverage (clippings, coverage etc.)
  • Monitor the public perception of UNICEF on social media and online platforms and recommend appropriate action to maintain a positive image for the organization.
  • Assist in providing inputs/feedback to RO Communication Team on the use and appropriateness of global communication materials such as campaign assets, publications, images, and multimedia products. Creating reports on reach and engagement of digital media as requested.
  • Ensure good quality data collection, analysis and evaluation and reporting to ensure effective digital communication strategies, planning, and effective and efficient advocacy.
  • Undertake lessons learned review of successful and unsuccessful social media and online communication experiences as directed by supervisor.
  • Undertake media monitoring to provide quantitative and qualitative analysis of the media content.

QUALIFICATION and COMPETENCIES (indicates the level of proficiency required for the job)

  1. Education

Completion of secondary education is required, preferably supplemented by technical or university courses related to Communications, Journalism, Public Relations, marketing or any other related field.

  1. Work Experience

Six years of practical professional work experience in communication, managing web platforms and social media. Experience in content generation for social media and websites is critical. Background familiarity with content management system for website is also required. Knowledge of Drupal will be crucial. Demonstrated ability to write clear, articulate correspondence and communicate well. Demonstrated ability to work in a multicultural set.

  1. Language Proficiency

Fluency in English and Portuguese is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.
