UNICEF Bosnia and Herzegovina country programme for 2021–2025 results and strategies are fully aligned with the 2030 Agenda for Sustainable Development, as outlined in the emerging SDG Framework in Bosnia and Herzegovina, and the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2021–2025. The country programme will also contribute to the achievement of priorities expressed in: (a) the Action Plan for the Implementation of Priorities from the European Commission Opinion and Analytical Report; (b) the “Joint Socio-Economic Reforms for the period 2019–2022’’; and (c) the human rights commitments of Bosnia and Herzegovina and the related treaty obligations, in particular the Concluding Observations of the Committee on the Rights of the Child. Consultations with government counterparts, civil society, academia, the private sector and young people informed the scope of the country programme.

The vision of the proposed country programme is that all children in Bosnia and Herzegovina will benefit from an equitable realization of their rights to health, education, protection, and participation, overcoming the existing bottlenecks and in line with the Sustainable Development Goals. The Theory of Change is that children will have more chances to survive, thrive and develop to their full potential if more children, from birth through adolescence, enjoy greater access to and use of strengthened service-delivery systems in health, nutrition, early childhood development, inclusive education, social protection, care and justice systems, and if parents and communities are enabled to fulfil children’s rights through positive social norms and practices.

Promotion of child rights, especially the most disadvantaged ones, requires efficient, persuasive, clear and understandable two-way communication. In order to advocate for promotion of child rights, to increase understanding and visibility among the stakeholders about UNICEF and its values, UNICEF in Bosnia and Herzegovina is managing the public and media relations, collaboration and partnerships with the various list of stakeholders. UNICEF is constantly increasing its’ presence in public and media space and updating its communication strategy to allow participatory and interactive communication for protection and promotion of child rights.

How can you make a difference?

Under the close supervision of the Communication Officer, assists in the planning, implementation, monitoring and evaluation of communication and partnerships strategy, including effective outreach to key targeted audiences.

Major Duties and Responsibilities

1****. Communication and advocacy materials

  • Supports in the development of partnerships, communication and advocacy strategy, by coordinating appropriate audience research and compiling and analysing relevant data.
  • Prepares background communication and promotional as well as the photo/video materials for briefing and visits of media, donors and other stakeholders. Assists in the planning, logistic and administrative arrangements for them.
  • Support production and dissemination of information materials (human interest stories, multimedia products, social media strategy and content, press releases) that meet quality standards

2. Partnerships

  • Assist in developing and maintain close collaboration with organizations and individuals whose support is essential in promoting children’s rights
  • Support in organizing advocacy events with main partners, donors, media.
  • Support during field visits, donor and media tours
  • Collect and make available for the section relevant visibility guidelines per donor/partner and make sure NGO partners are following all guidelines

3. Financial and Administrative Support

  • Organize data and information, maintains records, files and work plans for the monitoring of project/programme implementation
  • Assist in financial transactions and administrative process for the communication section in SAP.

4. Monitoring and Evaluation

  • Assist in monitoring the annual budget of the communication section and financial expenditures.
  • Establishes/maintains an up-to-date documentation centre for publications, press releases and clippings, as well as photographic and audio-visual materials.
  • Supports in monitoring and evaluation of the appropriate and timely dissemination of advocacy and communication materials to target audiences and participates in the evaluation of their impact by reviewing a variety of records, including control plans, progress reports, project inputs, budgets and financial expenditures.
  • Collects, registers and maintains information on project activities by reviewing reports and through first-hand sources.
  • Contributes to the preparation of status and progress reports by providing information, preparing tables and drafting selected sections of it. Prepares background material for use in discussions and briefing sessions.

The incumbent will significantly contribute to synergies between strategic communication and programme delivery while enhancing ability of the office to communicate effectively for the rights of every child.

To qualify as an advocate for every child you will have…

  • Secondary education preferably supplemented by technical or university courses related to the work of the organization. Courses, trainings on media, communication, digital will be an advantage.
  • Bachelor’s Degree in media/Social sciences related area will be an asset.
  • A minimum of six years of relevant professional experience in communication, production, placement and monitoring of which at least one year is closely related to key functions of the position.
  • Relevant experience in a UN system agency or organization is considered as an asset.
  • Fluency in English is required.
  • Excellency in Bosnian/Serbian/Croatian language is required.
