BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

WFP recognizes strong and sustained national capacities are critical to addressing the multiple causes of hunger and responding to the food security and nutrition needs of vulnerable populations over the long-term. Through its extensive and deep field presence, WFP brings a solid understanding of context, beneficiary needs and local conditions, and regular contact with a wide range of actors who are key in the design and implementation of anti-hunger initiatives. Agenda 2030 provides WFP with an opportunity to leverage this knowledge and expand its role from one of operational partner of choice to one of strategic capacity enabling partner. WFP embraces a Whole of Society approach to zero hunger which means it engages with – and supports capacity strengthening of – a range of state and non-state actors, as relevant to context to support the country capacities required to achieve national SDG2 food security and nutrition objectives and targets, as well as relevant SDG17 objectives.

With the COVID-19 pandemic, the WFP role in Sao Tome and Principe needs to be even more strategic and people oriented, in order to support the Government to better direct its efforts to mitigate the socio-economic impact of this pandemic, particularly among the most vulnerable population. Now more than ever, it is critical that WFP position itself as the strategic partner of the Government to protect the vulnerable population, with focus on vulnerable school children, by stimulating local food value chains and smallholders’ markets.

To deliver against the above, WFP Sao Tome and Principe is seeking a Communication assistant to provide support to its CSP policy and programme activities, while also supporting the CO to provide adequate support to the Government to mitigate the socio-economic impact of the COVID-19 pandemic. The incumbent will operate under the direct supervision of the Programme and Policy Officer. He/she will likely be involved in a wide variety of project activities, including field visits, and reporting. The incumbent will be expected to contribute to strengthening internal and external communication activities, as well as contributing to performance improvement with regards to the work carried out by WFP STP with internal and external target audiences.

Under the overall supervision of the Officer-in-Charge, the Communication Assistant will be responsible for the following activities/duties:

ACCOUNTABILITIES/RESPONSIBILITIES:

Communication and Social Media (70%)

  1. Create high-quality pictures, videos, stories and digital infographics on and for WFP Sao Tome and Principe activities with the support of the Programme Unit.
  2. Develop and execute a social media plan for Facebook and Twitter to engage with multiple strategic audiences in Portuguese and English, and possibly in a third language (French).
  3. Liaise with the local media (including TV, Radios, online newspapers) on weekly basis and share the content produced by WFP STP under the scope of the CSP.
  4. Manage WFP’s internal communication platforms (WFPgo, Communities).
  5. Support the Programme Unit in identifying and analyzing selected groups of individuals in STP and the Dakar Region to strategically raise awareness of the work of WFP STP and engage with them on social media platforms.
  6. Support the Programme Unit in updating WFP Regional Bureau Dakar (RBD) and HQ teams, along with external stakeholders, partners and donors, on the progresses of programme activities and achievements.
  7. Support the Programme Unit in organizing campaigns, fundraising events and workshops with key stakeholders, donors and the national government to ensure strategic engagement and moderation of knowledge across the board.
  8. Support the Programme Unit in operationalizing the communication strategy and the social media strategy for the country office, aiming to increase the WFP STP visibility and to engage donors through the development of donor communication packages.

Information Management Portfolio (30%)

  1. Collaborate with the Programme Unit in establishing a structured internal information management system on TEAMS to keep track of documents and knowledge until the end of the assignment.
  2. Support the Programme Unit with the drafting, formatting and dissemination of timely analytical and critical reports (including CBs, APP, and ACR), publications, and a variety of information products or proposals for internal and external use.
  3. Support the Programme Unit and the OIC during meetings with stakeholders, partners, donors and the government, coordinating relevant internal meetings and external events.
  4. Other duties, as required.

DELIVERABLES AT THE END OF THE CONTRACT:

  1. Provide the CO with a broad package of high-quality multimedia materials to be used for internal and external communication and donor visibility purposes.
  2. Reactivate and manage the main internal (WFP communities, WFPgo) and external (Facebook and Twitter) communication platforms.
  3. Support the operationalisation of the Communication Strategy and the Social Media Strategy developed by the Programme Unit.
  4. Support the finalisation of the internal Information Management System on teams for the STP CO.
  5. Support the operationalisation of the KM/Evidence-building agenda developed by the Programme and Policy Officer.

QUALIFICATIONS & EXPERIENCE REQUIRED:


Education:

  • Completion of the secondary level is mandatory
  • Bachelor’s degree in Communications and Media, Journalism, Social Sciences or other relevant field is desirable.

Experience:

  • At least 2 years of experience in communications and media, journalism, social sciences or another relevant field.
  • Experience in communication and social media management, graphic design (i.e Photoshop, Illustrator) is essential. Skills in video editing and production is desired
  • Previous experience in data visualization (i.e. Tableau) is desirable.
  • Experience carrying out methodical thematic research and analytical work is desirable;
  • Previous experience in establishing contacts and liaising with partner organizations/companies is desirable;

Knowledge & Skills:

  • Knowledge of communication and social media management, graphic design (i.e Photoshop, Illustrator) is essential.
  • Knowledge of data visualization (i.e. Tableau) is desirable.
  • Knowledge of Social Media platforms (i.e. Facebook, Linkedin, Twitter, Instagram) is essential.

  • Solid knowledge of key national and regional contexts and issues is desirable;

  • Demonstrated data collection and analytical writing skills, including ability to analyze and consolidate quantitative and qualitative information to understand national capacities across a wide range of policy and programme areas and identify gap and needs, as well as WFP’s entry points, is essential.
  • Good operational, analytical and problem-solving skills;
  • Demonstrated ability to produce high-quality written outputs and ability to present in Portuguese and in English
  • Demonstrated ability to produce high-quality written outputs and ability to present in language of the region (French), is desirable.
  • Proficient computer literacy.

Working Languages

  • Fluency (level C) in Portuguese. Knowledge of English or French is strongly desirable.
