The Pacific region is among the most vulnerable in the world to the effects of climate change, extreme weather events, and natural disasters. Vanuatu and Tonga are ranked respectively as first and second countries in the world most “at risk” from natural disasters while the Solomon Islands ranks fourth. As predominantly coastal dwellers, Pacific Islanders are highly susceptible to sea level rise, threatening the existence of atoll nations such as Kiribati, RMI, Tokelau and Tuvalu, and low-lying communities in in other PICTs such as Fiji and the Solomon Islands. Evidence shows that due to pre-existing inequalities women and marginalised groups are disproportionately impacted by disasters.

The UN Women is implementing Women’s Resilience to Disasters (WRD) programme under the overall portfolio of Gender and Protection in Humanitarian Action and Disaster Risk Reduction. WRD is a multi-country initiative that aims to providing technical support and advocacy at the global and regional level for policy and systems change, building a community of practice for women’s resilience, fostering strategic partnerships with and between responsible regional entities. It also aims at consolidating and disseminating the knowledge base on the gender dimensions of disasters and gender-responsive disaster risk reduction. At the national level the WRD aims to support countries to adopt gender-responsive decision-making and governance systems enabling targeted action for building the resilience of women and girls to current and future disasters and threats, including climate change and COVID-19.

Under the supervision of the WRD Gender and Resilience Specialist or his/her designated mandated representative(s), the UN Volunteer Communications and Monitoring, Evaluation & Reporting Specialist will be responsible for the day-to-day WRD global, regional and country programme monitoring, reporting, knowledge management and communication/outreach activities and will provide support country coordinators to produce results-based monitoring data and reports with the following four key focuses. 1. Supports the formulation and implementation of internal and external communications and advocacy strategies for the WRD Programme, focusing on achievement of the following results: • Prepare and conduct communications needs assessments for the WRD programme encompassing the global, regional and country components • Provide information for elaboration of programme communications and outreach strategy based on the corporate communications strategy and in close cooperation with WRD global component team in Geneva. • Develop WRD communication materials for marketing and awareness-raising cam-paigns, including briefing materials and press releases in coordination with the super-visor and the WRD global component team in Geneva. • Organize roundtable discussions, press conferences, briefing sessions, interviews. • Provide inputs and researched information in programme formulations to integrate advocacy and communication strategies into all aspects of UN Women’s develop-ment programme. • Review programme reference materials, identification of reference materials for re-tention. • Develop the WRD communication and media activities and related work plans based on the Regional WRD Communications Strategy. • Implement WRD communication and media activities, including monitoring and col-lecting electronically all national news relevant to WRD. • Supports the development of all project related material and publications. • Supports the WRD Coordinator and the project team in the preparation and finalization of WRD donor reports. • Liaises and coordinates with the WRD Coordinator and Fiji MCO communications staff to ensure communication and media outreach strategy and activities align with the global and regional strategies and activities. • Works with WRD global team and Fiji MCO communications staff to ensure coordi-nated media contact lists and alliances • Works with WRD Global Coordinator and Fiji MCO communications staff to contribute WRD-related information, photos and content in global and regional publications and materials. • Support and prepare content for the website parts related to the WRD project ensuring consistent quality and appropriateness of the materials. • Identify and develop storylines for publications and substantive articles contributing to debates on key development issues. Prepares human interest stories and project up-dates drawn from WRD project and partnerships, for UN Women’s global and regional websites. • Maintain a project communication information database and photo library.

  1. Ensures the implementation of evaluation policies and strategies for the WRD Programme, focusing on achievement of the following results: • Support the planning, preparation and management of the WRD programme evalua-tions and other types of related evaluations. • Support implementation of the WRD Monitoring and Evaluation Framework • Supports and implements the WRD Monitoring and Evaluation plan ensuring monitor-ing of activities by WRD partners in line with the overall Monitoring and Evaluation Framework (MEF) ensuring comparable approaches and data amongst all WRD pro-gramme countries • Leads implementation of relevant baseline studies and data collection/assessment. • Undertakes regular monitoring visits to WRD project locations to monitor and collect relevant data related to project activities using the range of monitoring tools in the monitoring framework including qualitative data collection through profiling market vendors and use of mobile devices for survey data collection. • Maintains an effective and updated filing system of M&E related documents and doc-ument lessons learned for WRD with specific focus on results, impact and the final outcomes and develop a database on all relevant indicators, partners and pro-grammes on WRD at country level. • Manages other monitoring and evaluation-related events, products, and technical as-sistance needs, as requested. • Ensures all data and reports are stored on the shared WRD SharePoint site in line with Fiji MCO requirements. • Ensures drafting of WRD progress reports, including mid-term and end of programme report.

  2. Supports effective management of the evaluation process within the WRD Programme, focusing on achievement of the following results: • Supports development of Terms of Reference (TOR) for specific pro-ject/thematic/sectoral evaluation missions and/or desk evaluations/reviews, participa-tion in consultant and evaluation team selection, technical feedback on evaluations and budget oversight. • Provides guidance on UN Women’s evaluation policies, procedures and practices to the WRD Programme team, UN Women staff concerned with assigned pro-ject/thematic/sectoral evaluations and/or desk reviews, consultants and/or members of the evaluation team. Provision of guidance at the design stage of pro-grammes/projects. • Supports the analysis and synthesis of data • Ensures follow up on implementation of evaluation recommendations.

  3. Ensures facilitation of knowledge building and knowledge sharing in the area of monitoring and evaluation, focusing on achievement of the following results: • Identify and formulate lessons learned from evaluations and studies to be integrated into broader knowledge management efforts. • Contribute to the implementation of Evaluation Knowledge Management and Learning Strategy. • Support results-oriented monitoring and evaluation training efforts for partners. • Facilitate knowledge sharing among partner organizations. Furthermore, UN Volunteers are required to: • Strengthen their knowledge and understanding of the concept of volunteerism by read-ing relevant UNV and external publications and take active part in UNV activities (for in-stance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities; • Contribute articles/write-ups on field experiences and submit them for UNV publica-tions/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. Results/Expected Outputs • Detailed work plan and documentation of projects/activities implementation • Quality trainings to staff; • Quality and relevant advocacy materials and content on the website and social media channels; • Timely monitoring and reporting advice; • Quality communications strategy and timely implementation which leads to greater expo-sure and understanding of UN Women’s and WRD’s work; • Regular interactions with mass media, as shown by coverage; • Regular interactions with donors, as shown in increased funds; • Regular exchange of information between MCO / COs in region as shown in coherent and relevant regional public presence; • Timely and quality reports; • Quality tracking of contracts and donor agreements; • Quality information and advice to programme teams; • Quality support to evaluation processes. • A final statement of achievements towards volunteerism for peace and development dur-ing the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.

monitoring and evaluation with a background and interest in the analysis of environmental/ climate-related/ socio-economic issues and related policy matters; • Experience at the national or international level in public relations, communications or ad-vocacy; • Experience working in a UN agency is considered an asset.

Suva is a capital of Fiji, and a regional hub for the Pacific where many UN agencies, embassies and international organizations are located. The city is of relatively small size and easy to get around by taxis.

While most of goods and food items are easily available, the price of imported items can be expensive including home appliances. One to two-bedroom apartments are available in the city centre with hot water and electricity, and many come partially or fully furnished. There is reliable health care. However, for surgeries and medical complications, many people choose to go to Australia and New Zealand as the closest destination.
