Moldova is facing a compound crisis of energy and food security, curtailed economic growth, growing inflation, limited institutional capacities and divisions in society, aggravated by the continuing socio-economic impact of the COVID-19 pandemic and the war in Ukraine. The refugee crisis presents an additional challenge that requires sustained attention and support from the international community. Without urgent intervention, the deepening socio-economic, energy, food and human security crises has the potential to derail the trajectory of development, and drastically increase human suffering of people in Moldova, whether Ukrainian refugees, third country nationals, or Moldovan citizens (including those from minority ethnic groups). There are risks of massive outmigration and brain drain, as an immediate impact of the worsening of the socio-economic situation, depleting the country of its major asset: human capital. In this context, UNDP Moldova is going to implement 2 initiatives, the through the supplementary budget of Japan’s Fiscal Year 2022, namely “Multidimensional response to emerging human security challenges in Moldova” (implemented by UNDP) and “Promotion of Human Security of Ukrainian refugees, third-country nationals, and the host communities in Moldova through Socio-Economic Empowerment and Inclusion” (implemented by UNDP and IOM).

The overall objective of the intervention “Multidimensional response to emerging human security challenges in Moldova” is to protect human security and enhance the resilience of the Republic of Moldova, in order to address the multifaceted and interconnected challenges of the current socio-economic, food and energy shocks. The three specific objectives are: • Specific objective 1: To enhance people’s energy security through access to affordable energy that supports livelihoods and energy-efficient production • Specific objective 2: To enhance food security by supporting the government to implement its Food Security Strategy, thereby strengthening the capacities of agricultural producers affected by the compound crises • Specific objective 3: To enhance community security by capacitating the police service and community actors to deliver on the principles of social cohesion and peaceful coexistence.

With this project, funded through the Japan Supplementary budget, UNDP ensures that immediate humanitarian assistance is complemented by development efforts across three core insecurities (Energy, Food, Community) to protect and maintain vital systems, structures and a capacity to support Moldova’s resilience. Ultimately, the advancement of human security in Moldova will give rise to more tangible and sustainable results that comprehensively address root causes and drivers behind current and emerging challenges, identify priorities based on the actual needs, vulnerabilities and capacities of the governments, institutions and the target group of people, and advance solutions that strengthen the protection and empowerment of all peoples and communities.

Under the overall supervision of the UNDP Project Manager/Coordinator and Communications Analyst of UNDP Moldova Country Office, the International Communications & Liaison Specialist will be responsible for providing support to the projects “Multidimensional response to emerging human security challenges” and “Promotion of Human Security of Ukrainian refugees, third-country nationals, and the host communities in Moldova through Socio-Economic Empowerment and Inclusion” in their mandate to achieve its objectives for communications and advocacy, and will assume the following responsibilities:

Responsibilities:

• Act as liaison with the Japanese Embassy to Chisinau and relevant UNDP units, including representation office. • Develop project’s communications strategy and plans, in coordination with the donor, partners. • Develop branding templates of the project, supervise compliance with branding requirements of outgoing project’s materials. • Develop and proofread project’s communications materials to a professional standard for English language audiences, including speeches, blog posts, op-eds, articles, success stories, interviews, photo essays, press releases etc. • Work in the preparation of required briefing and presentation materials, background information and talking points for high-level events, interviews, meetings, and missions. • Coordinate communications materials with donors and partners. • Coordinate production of promotional materials (printed materials, banners, rollups, stickers, marking signs etc.). • Conceptualise and manage production of audiovisual content. Develop scripts and storyboards for video stories. • Conceptualise and implement awareness and advocacy campaigns. • Conceptualise and manage project’s events, including: press-conferences, press clubs meetings, press tours, site visits, launches, conferences, policy dialogues etc. • Provide and update inputs as well as technical support to the UNDP social media accounts, website, GIS map of projects. • Conceptualize and manage development process of communications assets: graphics for social media, layout of knowledge products, infographics, illustrations etc. • Contribute to project’s publications, including reports, newsletters etc. Manage development of brochures, leaflets etc. • Monitor effectiveness of communications efforts and external press coverage, and other domestic or international developments that may be of relevance to UNDP. • Complete other ad-hoc tasks as required by the project and supervisor.

communications, advocacy, or partnership development in the context of development cooperation, international relations, or related areas is preferred. • Understanding of the UN system, its agencies, bodies, and mandates is beneficial. • Familiarity with the UN’s communication and advocacy efforts is an asset. • Knowledge of web, graphic design, and/or video editing tools is an advantage.

Area of expertise requirement: • Strong analytical and organizational skills. • Ability to draft and edit in the English language to a professional standard. • Sound ability and utilization of computer and ICT skills (including Word, Excel, PowerPoint, Outlook, SharePoint, Canva, Lumen 5 or similar web-based applications). • Ability to apply organizational policies and procedures. • Documents and analyses innovative strategies/best practices/new approaches.

The Republic of Moldova lies in the central part of Europe in the north-eastern Balkans. Moldova occupies an area of 33,843.5 km2. The capital of Moldova is Chisinau. On the North, East and South Moldova is surrounded by Ukraine, and on the West it is separated from Romania by the Prut River. The landscape of Moldova consists of hilly plains with an average altitude of about 150 meters (495 feet) above sea level, which flatten gradually toward the southwest. Old forests called Codrii cover the central part of the country. Moldova is in an earthquake zone connected to the Carpathian Mountains. The last major earthquake occurred in 1989, although smaller scale earthquakes are common throughout the year. Moldova’s two major rivers are the Nistru and the Prut, and a short span of the Danube crosses the extreme southern part of the republic. There are more than 3,000 small rivers or tributaries, of which only seven are longer than 80 km (50 miles). Moldova has more than 50 natural lakes and is rich in mineral-water springs. Chisinau, the capital, offers a wide variety of cultural and entertainment possibilities, such as opera, ballet, theatre, circuses, and nightclubs. The options decrease, however, in proportion to the population of the community. There are also a growing number of cafes and bars in Moldova, which offer diversity of food and drinks. The computerization of Moldova is progressing rapidly, Internet service is very popular in Moldova at reasonable rates and wireless facilities are available in many locations, therefore using Internet is the common way to stay in contact with friends and family in the home country. The capital city is very green with a lot of parks, lakes and trees around, and it has developed network of cheap public transport, which includes trolleybuses, buses and minibuses. Taxi services are well developed and are quite price-accessible.

UN Volunteer entitlements and allowances: The purpose of the allowances and entitlements paid to UN Volunteers is to enable UN Volunteers to sustain a secure standard of living at the duty stations in line with United Nations standards without incurring personal costs. The allowances are in no way to be understood as compensation, reward, or salary in exchange for the UN Volunteer’s service.
