Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. As part of the Rohingya humanitarian response in Cox’s Bazar, Bangladesh, UN Women has established a “Gender Hub” with the objective of strengthening accountability of all humanitarian actors for gender equality and empowerment of Rohingya refugee and host community women and girls in line with the Inter-Agency Standing Committee (IASC) Policy on Gender Equality and Women’s Empowerment in Humanitarian Action and its Accountability Framework. The Gender Hub is managed by UNWomen and is the technical engine of the Gender in Humanitarian Action Working Group (GiHAWG) and supports humanitarian actors in Cox’s Bazar more effectively integrate gender equality and women’s empowerment including prevention, mitigation and response to gender-based violence and sexual exploitation and abuse into their programmes through systematic gender mainstreaming for better service delivery and empowerment outcomes for the Rohingya refugees and host community women and girls.

The Gender Hub builds on ongoing efforts and expertise of the different gender and protection related coordination groups (Protection Working Group, Gender-Based Violence sub-sector, Preventing Sexual Exploitation and Abuse Network). It offers integrated three pillars of support: Technical Assistance, Capacity Development and Communications and Knowledge Management to sectors, humanitarian agencies, government and local partners to help them translate policies and commitments and various assessments and study recommendations on gender and women’s empowerment into tangible actions. It leads technical assistance to sectors through the development and implementation of sector Gender and Inclusion Action Plan based on the annual Sector Strategy. It provides capacity development and deliver and manage training, facilitating reflection events, provide coaching for humanitarian workers and local counterparts engaged in the refugee response on gender awareness, sensitivity and gender equality, gender and diversity, gender and GBV mainstreaming that is contextualized to the local situation. The Gender Hub supports knowledge management of assessments and research that will contribute to strengthening the knowledge and evidence-base for designing impactful interventions.

Reporting to the Gender Hub Manager, the Communications and Knowledge Management Analyst is responsible for managing the planning, implementation, and reporting of the Communications and Knowledge Management Pillar of the Gender Hub. She/he works in close collaboration with the Gender Hub’s team, GiHAWG, ISCG Secretariat, Sector and Working Group Coordinators and Gender Officers, and UN Women Teams – Sub-office and BCO, Government Officials, multi and bilateral donors, sector partners’ Women Rights Organisations/Women Led Organisations and other civil society ensuring successful implementation of GiHAWG Annual Work Plan and the sector Gender and Inclusion Action Plan.

Duties and Responsibilities

1. Research and Knowledge Generation:

  • Compiling and developing best practice case studies, video products, including information, data and lessons learned that would support evidence-based gender-responsive humanitarian action;
  • Develop synthesis reports and briefs for sharing across the humanitarian community;
  • Analyze monitoring data and develop summaries and advocacy papers based on trends;
  • Design, implement and provide support of gender equality and women’s empowerment related research by Gender Hub and humanitarian partners;
  • Provide support to sectors on gender training, development of Gender and Inclusion Action Plans (GIAPs), implementation of GIAPs and other related research and activities.

2. Knowledge Sharing and Reporting:

  • Organise knowledge sharing events based on UN and country significant moments ie. International Women’s Day (IWD) to facilitate knowledge exchange in the humanitarian community;
  • Support the co-chairs in relevant coordination activities of the Gender in Humanitarian Action Working Group (GiHA WG) including information sharing, event coordination, and supporting on monthly meetings;
  • Establish and maintain close relationship with Gender in Humanitarian Action Working Group members, Protection Working Group, GBV sub-sector members and other gender specialists and stakeholders and provide timely and accurate information upon request;
  • Maintain a repository of studies and resource material on gender equality and women’s empowerment relevant to the Rohingya refugee response on the existing Humanitarian website and UNWomen shared folder;
  • Work on donor reporting, situation/JRP reporting to ISCG and corporate UN-Women reporting on Gender Hub progress and results.

3. Communications:

  • Develop, implement and monitor the annual Gender in Humanitarian Action WG and Gender Hub Communication and KM workplan and budget based on GiHAWG Comms/KM Strategy aligned to UNW BCO KM Strategy working with Gender Hub team and GiHAWG members within the JRP, other emergencies (flood, fire and more) and UN Women Strategic Note and AWP;
  • Develop advocacy, communication and knowledge products eg. Call to Action on GEEWG Commitments, gender related best practices video, Gender Profile, Gender Alert in specific emergencies (i.e floods) for the GIHA WG and the Gender Hub with UN Women;

4. Other responsibilities:

  • Occasionally manage consultant;
  • Adhere to policies and commitments of UN Women towards gender equality and women and girl’s empowerment;
  • Able to support the team other than the Technical, Capacity Development and Knowledge Management Pillars needs.

Required Skills and Experience

Education and certification:

  • Master’s degree or equivalent in social gender studies, social sciences, economics, communication, or a related field is required;
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree;
  • A project/programme management and training skills certification would be an added advantage

Experience:

  • At least 3 years of progressively responsible work experience on gender and communications-related work at the local or international level;
  • Expertise in designing effective advocacy, communication and knowledge products required;
  • Experience in gender mainstreaming and gender transformative work in humanitarian and/or development projects preferred;
  • Experience coordinating and liaising with a range of stakeholders and partners;
  • Expertise in social science research is preferred;
  • Excellent oral and written skills; excellent drafting, synthesizing and reporting skills;
  • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment;

Language Requirements:

  • Fluency in English and Bangla is required;
  • Knowledge of the other UN official working language is an asset.
