Result of Service- Take note of the various analyzes and studies produced by the UN agencies concerning the latest developments in Tunisia, and any other relevant analytical document that can inform the impacts in terms of development for the country, - Update the CCA country analysis based on the latest political, socio-economic and health data and analysis available, - Take note of the cooperation framework document "UNSDCF 2021-2025 Tunisia", as well as its annexes, - Learn about the JWP 2021-2022, - Contribute to the development of the JWP 2022-2023, and provide the necessary strategic advice, - Contribute to the coordination of the result groups during the formulation work of the JWP 2022-2023.

Work Location Tunis, Tunisia.

Expected duration The expected duration of assignment is 10 months (starting from March 2022 to December 2022). Proposed delivery dates are mentioned in the table of outputs/work assignment above.

Duties and Responsibilities Background

With the adoption of the reform of the UN system, a new configuration of Resident Coordinator Offices have been put in place, having the responsibility of developing a high quality CCA and Cooperation Framework. The Tunisian Cooperation Framework UNSDCF for the period 2021-2025 signed in December 2020, was the result of a joint programming exercises between the UN agencies, Tunisian Government and Civil Society, and based on the Common Country Assessment (CCA) produced in 2019.

In that regard, anticipating the development of the upcoming JWP for 2022-2023, the UN RCO in Tunisia is seeking for a National consultant that can carry out the mission of updating the Tunisian CCA and accompany the UNCT during the development stages of the JWP 2022-2023.

The current assignment will be located at the UN Resident Coordinator Office in Tunis, Tunisia and the consultant will be directly reporting to the Head of RCO. She or He will be also having close interactions with multidisciplinary teams from RCO, other UN agencies, State and non-state institutions in Tunisia.

Responsibilities or scope of work

Under the general guidance of UNCT and the direct supervision of the United Nations Resident Coordinator in Tunisia (represented by his Head of Office), the consultant will be responsible for supporting the United Nations Country Team (UNCT) and the Resident Coordinator's Office (RCO) in:

1- Updating the CCA country analysis by integrating the latest political, socio-economic and health developments in Tunisia as well as their impacts on the country and its population, taking into account the various studies and analyzes produced among others by UN agencies.

2- Support the United Nations Country Team (UNCT), during the various stages of the development of its Joint Annual Work Plan (JWP) for the period 2022-2023, in particular by providing the necessary support in terms of coordination, programming and strategic planning.

Qualifications/special skills Skills: - Ability to work with minimal supervision and meeting tight deadlines. - Strong team player and inclusive and positive attitude to professional critiques

Academic Qualifications: Advanced degree in human rights, social policy, development studies, gender studies, political sciences, economy or engineering is required. A first level degree with an additional two years of relevant experience may be accepted in lieu of the advanced degree.

Experience: - At least ten years of a proven experience in leading analyses pertaining to sustainable development with a focus on socio-economic and public policies is required. - Proven experience in strategic planning and leading programming exercises is desirable. - Experience in working with multi-stakeholder institutions in Tunisia (Government institutions, civil society; Workers’ Unions, associations of People with disabilities is an asset. - Knowledge of the UN System Reform and the programmatic process (CCA/UNSDCF) will be an advantage.

Language: - For this position, fluency in oral and written French and Arabic is required. Working knowledge of English will be an asset.
