INTRODUCTION

The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region, and has been operational in Ethiopia since 2009. With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, gender based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.

Overall purpose of the role:

This is a specialist role within DRC specifically designed to lead internal coordination and project management of commercial contracts, such as the Ethiopia Migration Programme. The key objectives of this role are:

  • Overseeing internal delivery of EMP, including financial management, risk, compliance and other areas of internal support.
  • Supporting EMP leadership for effective, efficient project delivery, including quality reporting, governance, client management and work planning.

RESPONSIBILITIES

Project Operations Management:

  • Oversee and coordinate the work of EMP’s support functions, especially finance, to implement compliant and efficient processes in line with FCDO and DRC requirements.
  • In coordination with the EMP Chief of Party (COP) and Deputy COP (DCOP), consult on the EMP workplan and associated activity-based budgets (ABB);
  • Support coordination and communication between the EMP team and the DRC Ethiopia Country Office to ensure optimal cooperation and collaboration so that EMP is supported, integrated, and follows all applicable DRC policies and processes.
  • Maintain the Project Operating Manual, with the support of the EMP DCOP and DRC Ethiopia Head of Support Services, that outlines standard processes and procedures for the implementation of EMP by DRC and all subcontractors.

Contract Compliance, Financial Management and Value for Money:

  • Lead the development and submission of compliant EMP invoices to FCDO on a quarterly basis. This includes:
    • Working with the EMP COP and DCOP, as well as the DRC Ethiopia Finance team, to ensure the invoice is supported by all required evidence and documentation of output achievements; and,
    • Working with DRC CO, RO and HQ as necessary for approvals, documentation, submissions and payments.
  • Ensure EMP’s compliance with terms and conditions of DRC’s contract with DRC, including code of conduct, security and reporting.
  • Oversee the set-up and management of EMP’s finances in DRC Dynamics, including serving as Budget Holder for all EMP subprojects.
  • Develop, roll out and maintain the EMP financial management system, prioritising best practice for commercial contracts, ie Value for Money. This includes:
    • Leading DRC and subcontractors in regular financial tracking and forecasting, through the Financial Tracker template; and,
    • With the oversight and support of the Global Commercial Advisor, managing the development and submission of any budget amendment requests, including coordinating requested changes from all EMP subcontractors, DRC CO, DRC RO, DRC HQ and other stakeholders.

Subcontract Management:

  • Serve as the operational/compliance focal point for all DRC subcontracts, including Altai, as well as other subcontractors, such as local partners and independent consultants, where applicable;
  • Conduct the formal review and approval of subcontractor invoices, including communicating feedback on behalf of DRC regarding any issues;
  • Develop and negotiate compliant subcontracts and subcontract amendments when required based on approved budget amendments;
  • Coordinate with partners to ensure code of conduct compliance requirements are understood and cascaded down through the delivery chain;
  • Support the EMP COP/DCOP in escalating subcontract performance issues to the DRC Country Director, per signed subcontract agreement protocols; and,
  • Where necessary, provide guidance to subcontractor staff on commercial contract requirements, especially where partners’ existing management systems are deemed incompatible with EMP requirements.

Risk Management:

  • Support the EMP COP/DCOP and DRC Country Director to maintain and update the EMP Risk Matrix, including the external and internal versions; and,
  • When assigned, take responsibility for implementing specific risk mitigation measures outlined in the EMP Risk Matrix.

Programme Leadership and Governance:

  • Support EMP leadership (COP, DCOP, MERL Lead, etc.) to prepare and submit programmatic reports for FCDO and DRC as required;
  • Maintain good working relationships with officials, government ministries, implementing partners and the international and local NGO community, where necessary; and
  • Represent the programme at internal and external meetings and different fora as requested by the DRC Ethiopia Country Director

Experience and Technical Competencies: (include years of experience)

  • 3-5 years’ experience in managing the implementation of complex programmes, including project management
  • Experience of working with commercial contracts
  • Excellent organisational and planning skills
  • Proven ability to work independently, with a clear understanding of risk escalation requirements
  • Proven ability to propose creative solutions to challenges, and proven ability deliver results within a flexible and adaptive framework
  • Proven capability in budget and financial management, VFM, and needs-based cost reduction
  • Successful experience working within culturally and politically diverse teams and institutions, in a fluid and dynamic environment
  • Excellent written and verbal communication skills, including ability to engage diplomatically

Education (include certificates, licenses etc.):

  • Degree in Finance/Accounting or Business Administration

Languages: (indicate fluency level)

  • Excellent verbal and written English.
  • Knowledge of Somali an added advantage
