UNICEF Global Innovation Hubs increase UNICEF’s innovation capacity and strive to become global engines focusing on identifying, fast-tracking, and scaling transformational solutions. The Hubs will bring together novel global expertise to push the boundaries of scalable innovations, in a specific thematic area, that have the potential to transform the lives of millions of children across the globe. Each thematic Hub is championed, hosted and funded primarily by a public sector partner. To date, 3 out of 9 potential Hubs have been announced with public sector partners and are currently being established.

A new request for expressions of interest has recently been issued including establishing the UNICEF Global Health Innovation Hub (‘Hub’), with a focus on maternal, child & adolescent health (MCAH) and immunization (For more details on the request for proposals, please visit: https://www.unicef.org/innovation/unicef-hub-reoi-2). Interested governments and/or regional and decentralized authorities are invited to submit a proposal for consideration as a host and champion of the Global Health Innovation Hub.

The Government of Rwanda has expressed an interest in hosting UNICEF’s Global Health Innovation Hub in Kigali. This builds on the fact that Government of Rwanda through the National Strategy for Transformation 1 (NST 1) and its Health Sector Strategic Plan (HSSP IV) commits to enhancing the demographic dividend by ensuring access to quality health for all towards Universal Health Coverage.

The Government of Rwanda sees innovation as central to meeting this objective. The Hub is a ‘glocal’ engine – looking at local Rwandan ecosystems, the African region, and the world to identify, fast-track and scale transformational solutions that support sustainable quality health services. Investments into innovation in the areas described above would help place Rwanda in a global position to champion impactful health innovation solutions in health services, health promotion, and health sector development for children. The focus of the Hub will be guided by the problem statements UNICEF is trying to solve through innovation for and with children and young people. UNICEF Office of Innovation will lead a process of closely consulting and working with the Health Program Group leaders, relevant focal points and experts including those in the host country, to set up and manage the operations of the Hub.

In order to define the main orientations of the future Hub, a 2-day, cocreation workshop is scheduled to take place in Kigali under the supervision of UNICEF and RBC. It will gather up to 30 experts and professionals from government institutions, development partners and local and global innovation actors and experts. The workshop will include presentations and brainstorming sessions.

How can you make a difference?

Scope of Work:

1. In collaboration with UNICEF and the Ministry of Health (MoU), design and plan the activities due to take place during the co-creation workshop via a design thinking approach. The output should include the agenda and the format of the sessions as well as a description of the methodologies and the resource material that will be used during the workshop.
2. Following the workshop, present a report that compiles the main outcomes of the workshop. The report should inform the views of Hub’s value proposition, prioritized focus areas on global health, and the cross-pollination opportunities of innovations between Rwanda and global context.
3. Facilitate the co-creation workshop. The key objectives of this workshop are:
   1. To align on the key elements, including guiding principles, that will be included in the design and target operational model of the Hub
   2. To identify the main focus areas on global health (i.e., the scope of the interventions) that will be delivered by the Hub.
   3. To identify opportunities for collaboration with existing entities in the innovation space, both in Rwanda and globally

Supervision:

The consultancy will be supervised jointly by the UNICEF Office of Innovation team as well as the UNICEF Rwanda Country Office T4D & Innovation Specialist.

To qualify as an advocate for every child you will have…

• Advanced university degree with experience in human centered design and healthcare systems desired.
• At least seven years of professional experience in the health sector. Sound experience in in human-centred design and co-creation techniques. Workshop facilitation experience is required and experience working in Rwanda is desired.
• Strong analytical and problem-solving skills, excellent written and oral communication skills; effective organizational skills; high drive for results; high commitment; teamwork, and strong interpersonal and intercultural skills.
• Fluency in English (verbal and written) is required.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
