You have:

  • Bachelor's degree in economics, Agriculture, Business administration, Development studies/planning, Social Science or another related field.
  • Master's degree in development management, Rural Development and Social Science is preferred.
  • 5 years in program/project Management and Implementation in INGO/NGO development sector.
  • 3+ years' experience in leading and managing team, (supervisory role).
  • Experience in building and maintaining relationships with government and NGO partners and stakeholders.
  • Working experience in community development is preferred.
  • Strong problem solving, interpersonal, communication and people management skills (including facilitation).
  • Strong organizational and management skills to foster a collaborative team, increase efficiency and productivity.
  • Ability to demonstrate servant leadership and build spiritual nurture for team.

MAJOR RESPONSIBILITIES

  • Ensure that all Area Programmes (AP) yearly planning and budgeting process is done in a participative and inclusive approach with all partners (Government, Churches, local NGO, CBO….) for quality and sustainable development.
  • Lead the community engagement process and the adaptation of Programmes in the Area Programme/Cluster
  • To provide strategic leadership and oversight to all projects funded by either sponsorship, grant and/or Private Non-Sponsorship (PNS) in the Area Programme office. Grant Management: facilitate the appropriate integration and smooth implementation of private and grant funded projects within the assigned Area / Cluster Programme Office.
  • Oversee evaluation and baseline processes of the APs following WV Sierra Leone Programme Office and WVI standards, tools and guidance.
  • Facilitate integration and implementation of transition plans, disaster preparedness plans and development of local institutions (CBOs, FBOs, District Assembly, Municipal Council, State Services….) of the 02 or more areas of programme for sustainable development.
  • Manage sponsorship integration: Manage quality and accountability in sponsorship, oversee sponsorship standards and compliance in the Area Programme/ Cluster Office.
  • Provide leadership and support to sponsorship operations and ensure child protection standards are adhered to and they are adequately integrated into programming for community transformation.
  • Ensure team effectiveness: Influence, lead and grow others, build trusting relationships with staff, motivate staff, facilitate teamwork, promote innovation and continuous improvement. Be a role model and provide team spiritual nurture to living out our Christian faith, calling with boldness and humility.
  • Ensure staff capacity & skills development and performance management (including timely review and performance appraisal) in the AP/ Cluster.
  • Facilitate and strengthen networking relationships with government, churches faith-based organization leaders and other key partners and assure WV Sierra Leone Programme Office representation to the Districts Assemblies and Services within the 02 or more areas of programmes.
  • Negotiate and manage multi-level partnerships: Manage, model and support effective partnership implementation, work with both internal/external stakeholders and partners to build quality relationships. Network to achieve enhanced programming quality at WVISL Operating area, and accomplish child well-being objectives in the target area.
  • To lead the annual and multi-year planning processes for all Area Programmes within the AP/ cluster, ensuring 100% alignment with World Vision strategies (including IPF), national priorities, donor requirements, and community needs, with all plans completed, reviewed, and approved within established planning timelines.
  • To provide strategic oversight and coordination of programme implementation across the cluster, ensuring that at least 90% of planned activities are delivered on time and in compliance with World Vision policies, quality standards, safeguarding requirements, and partnership commitments.
  • To strengthen MEAL systems at the cluster level by ensuring timely data collection, quarterly performance reviews, and learning reflection processes, with 100% of required internal and donor reports submitted accurately and within agreed deadlines to support evidence-based decision-making and adaptive management.
  • To ensure sound financial stewardship across the cluster by conducting regular budget monitoring and expenditure reviews, maintaining budget variance within acceptable thresholds (±5%), and ensuring timely submission of financial reports in full compliance with World Vision financial policies, donor regulations, and audit requirements.

REQUIRED KNOWLEDGE, SKILL AND EXPERIENCE

  • Bachelor’s degree in economics, Agriculture, Business administration, Development studies/planning, Social Science or another related field.
  • Master’s degree in development management, Rural Development and Social Science is preferred
  • Professional technical skills are desired in at least one of the following: Education, Health, Livelihood or WASH.
  • Experience: 5 years in program/project Management and Implementation in INGO/ NGO development sector.
  • 3+ years’ experience in leading and managing team, (supervisory role)
  • Experience in building and maintaining relationships with government and NGO partners and stakeholders.
  • Working experience in community development is preferred
