UNCDF leads the implementation of its flagship Pacific Insurance and Climate Adaptation Programme (PICAP) that aims to improve the financial preparedness and resilience of Pacific communities towards climate change and natural hazards. The programme, working with private and public partners, develops and deploys appropriate and affordable climate disaster risk financing instruments (CDRFI) like parametric insurance to provide cash liquidity in the immediate aftermath of extreme weather events that affect the Pacific region (example cyclones, earthquakes etc.). The Climate Risk Insurance specialist will coordinate and support the country level implementation of projects with partners including insurance and financial service providers, regulators and policy makers, community based and civil society organizations to increase uptake and usage of CDRFI products, especially using digital tools.

Under the direct supervision of the Programme Manager, Pacific Insurance and Climate Adaptation Programme (PICAP) and the Inclusive Insurance Solutions Hub Coordinator of PICAP, the UN Volunteer will undertake the following tasks:

· Support the implementation of UNCDF’s programme activities under the Pacific Insurance and Climate Adaptation (PICAP) programme in Samoa with specific focus on developing new CDRFI solutions, frontier technologies and CDRFI related research

· Support the development of a pipeline of innovative projects and initiatives using UNCDF’s Technical Assistance facilities and blended finance instruments (e.g. grants, loans and guarantees).

· Assist in building and maintaining strategic partnerships, capitalize on business opportunities and support in resource mobilization for the strategy in the country

· Support relevant ministries and other entities from the Samoan Government, such as the Meteorology and National Disaster Officers, Environment, Information, Climate Change and Communications, the Ministry of Commerce, Industry and Labour, Women, Community and Social Development and the Central Banks to improve national policies and regulations that enables the introduction of CDRF strategy to better manage economic losses after a disaster

· Support in partner relationship management with financial service providers like commercial banks, insurance service providers, fintech’s, mobile money operators, remittance service providers etc. through financial and technical support from UNCDF

· Represent UNCDF in all country level workshops, conferences and other events where UNCDF is invited

· Facilitate country visits of regional technical specialists and other colleagues by liaising with partners in organizing meetings

· Support timely reporting from partners that have received support as may be required

· Contribute to knowledge management and communication by writing blog posts, focus notes etc.

· Participate in field research, surveys and other customer facing interactions that provide inputs to development of new and innovative products and solutions

· Support ongoing PICAP initiatives, enabling wider outreach through value additions and use cases to build resilience.

· Demonstrated interest and/or experience in financial services or financial inclusion, en-vironment, or climate actions.

· Previous experience as a volunteer and/or experience of another culture, (i.e. studies, volunteer work, internship) would be highly regarded

· Knowledge and understanding of climate change and its impact on low-income house-holds and consequent financial impacts.

Samoa is a Pacific small island developing country that sits about halfway between New Zealand and Hawaii. The duty station Apia is the capital city, connected to international destinations such as Australia, New Zealand, Fiji and Hawaii. Decent expatriate housing is available in Apia at reasonable cost. All basic food items are available. Utilities such as electricity and internet connectivity are relatively expensive as compared to other low to middle income countries. Island life is fairly quiet, and things move at a much slower pace than developed economies. The economy is dependent on narrow resource base that is limited to agriculture, tourism, small-scale manufacturing and fisheries. The levels of social development including education and health standards is relatively high compared to other Pacific countries. Samoa Climate is vulnerable to climate change and natural hazards with coastal populations prone to related impacts affecting their lives and livelihoods.

UN Volunteer entitlements and allowances: The purpose of allowances for UN Volunteers is to enable them to sustain a modest and secure standard of living at the duty station. The allowances are in no way to be understood as a compensation, reward or salary in exchange for the volunteer work.
