Background

Save the Children is preparing concept for a project titled Strengthening Climate Resilience of Indonesia’s Public Health System for submission to the Green Climate Fund. The primary objective of this project is to enhance the climate resilience of Indonesia's public health system, thereby ensuring the protection and enhancement of essential health services in the face of changing climatic conditions and increased climate variability. The goal is to increase the capacity of vulnerable communities to effectively manage the impacts of climate change by enhancing their understanding of climate-related threats to health and well-being. This will be achieved through the support of a climate-risk informed and resilient health system.

This project aims to improve the effectiveness of Indonesia's public health system by integrating climate information, raising awareness of climate impacts, addressing climate-induced disease burdens, and enhancing the resilience of healthcare facilities.. The project will employ science-based evidence and digital technology to support policy and decision-making. Collaboration with various agencies will ensure the integration of climate-health risk information into development planning and policy mechanisms at all levels.

Role Purpose

Working primarily with SC Members , Technical Advisors and The Business Development Department of Save the Children Indonesia, Climate Resilience Program Development Specialist will coordinate the development of the project concept for Save the Children's Strengthening Climate Resilience of Indonesia's Public Health System project. This specialist will utilize their expertise and relationships to define and deliver Save the Children's global goals in the concept and champion Save the Children's ambitions in strategic and programmatic work to enhance the climate resilience of Indonesia's public health system.

Key Responsibilities

  • Lead the development of the project concept and proposal for "Strengthening Climate Resilience of Indonesia’s Public Health System,” ensuring alignment with Save the Children's global goals and Green Climate Fund requirements.
  • Coordinate with internal and external stakeholders, including SC members, technical advisors, and implementing partners, to gather input and ensure proposals are evidence-based and of high quality.
  • Manage timelines for proposal development, ensuring deadlines are met and key milestones are achieved.
  • Co-write and edit proposal sections, ensuring clarity, coherence, and alignment with donor guidelines and Save the Children's strategic goals.
  • Develop budgets for proposals in collaboration with Finance and the Business Development team , ensuring they are realistic, cost-effective, and aligned with project objectives.
  • Coordinate internal and external reviews of proposals, incorporating feedback to strengthen submissions.
  • Ensure proposals comply with donor requirements, Save the Children's policies, and relevant regulations.
  • Maintain a repository of proposal templates, best practices, and lessons learned for future reference.
  • Communicate regularly with stakeholders to provide updates on proposal development progress and solicit feedback.

The Specialist will also support the establishment and operation of Monitoring, Evaluation, Accountability, and Learning (MEAL) mechanisms that underpin large-scale implementation for the project. Additionally, the role involves advocating effectively for children in accordance with the Theory of Change (ToC) and bolstering the organization’s strong brand by ensuring adherence to global branding procedures and enhancing brand recognition in the local market.

The Specialist contributes to the development of strong relationships and partnerships with external stakeholders, including government authorities, boards, members, donors, partner agencies, local and international NGOs/civil society organizations, and the private sector. In the event of a major humanitarian emergency, the role holder will be expected to work beyond the normal role profile and to adjust working hours as necessary.

Key Areas Accountability

  • Project Concept Development: Lead the development of the project concept for ensuring it aligns with Save the Children's global goals and Green Climate Fund requirements.
  • Proposal Coordination: Coordinate with internal and external stakeholders, including SC members, technical advisors, and implementing partners, to gather input and ensure proposals are evidence-based and of high quality.
  • Timeline Management: Manage timelines for proposal development, ensuring deadlines are met and key milestones are achieved.
  • Proposal sections Co-writing and Editing : ensuring clarity, coherence, and alignment with donor guidelines and Save the Children's strategic goals.

  • Review Coordination: Coordinate internal and external reviews of proposals, incorporating feedback to strengthen submissions.
  • Compliance Assurance: Ensure proposals comply with donor requirements, Save the Children's policies, and relevant regulations.
  • Knowledge Management: Maintain a repository of proposal templates, best practices, and lessons learned for future reference.
  • Stakeholder Communication: Communicate regularly with stakeholders to provide updates on proposal development progress and solicit feedback.

Qualifications and Experience

Essential:

  • Master's degree in urban planning, environmental studies, development studies, public policy or a related field; however, an additional 4 years of professional experience may substitute for the Master's degree requirement.
  • A minimum of 3 years' experience related to developing and executing programs in developmental contexts, including climate change or environmental sustainability programs.
  • Familiarity with the project management cycle and budgeting processes.
  • Proven experience in coordinating multiple stakeholders successfully.
  • Advanced verbal and written communication skills in Bahasa Indonesia and English, including the development and presentation of concept notes, funding proposals, and tenders for developmental and humanitarian programs.
  • Exceptional analytical, interpersonal, collaborative, problem-solving, presentation, and negotiation abilities.
  • Excellent computer proficiency, including the ability to operate fundamental software applications such as Microsoft Word, Excel, PowerPoint, Teams, and SharePoint with ease and efficiency.
