Org. Setting and Reporting BACKGROUND: The United Nations Assistance Mission for Iraq (UNAMI) is an integrated Special Political Mission, established in 2003 through Security Council resolutions 1483 and 1500 (2003). UNAMI’s current mandate under Security Council resolution 2631 (2022) recognized that “the adverse effects of climate change, ecological changes, and natural disasters, among other factors, can contribute to desertification and drought, adversely impact the humanitarian situation, and aggravate any existing instability” in Iraq. In addition, as per its current mandate, the Mission advises, assists, and supports the people and Government of Iraq in the fields of political dialogue, national and community-level reconciliation, elections, constitutional review, human rights, security sector reform, and the political participation of women. Furthermore, the Mission encourages regional dialogue and cooperation, including on issues of border security, energy, environment, climate change, water, and refugees. The Mission also facilitates the coordination of critical reconstruction and assistance programmes.

ORGANIZATIONAL SETTING AND REPORTING LINE

This position is located in the United Nations Assistance Mission for Iraq in Baghdad. This post is embedded in UNAMI’s Office of Political Affairs and Analysis (OPAA). The incumbent will report to the Deputy Special Representative of the Secretary-General for Political Affairs and Electoral Assistance (DSRSG-P). The Climate, Peace and Security Advisor will advance UNAMI’s work on the linkages between climate change, peace and security, including in the areas of environment, water management, resilience building, and the adverse effects of climate change, particularly those contributing to desertification and drought. Responsibilities also include advocacy and partnership building, enhancing cooperation and coordination with the UNCT and the Government of Iraq, conducting research, analysis, and knowledge management, and providing technical advice on climate-related security risks at the national and regional levels.

Responsibilities Within delegated authority, the incumbent will be responsible for the following duties:

  • Provide up-to-date analysis to UNAMI leadership on the interlinkages between climate change, peace and security in Iraq and their implications on strategic objectives of the Mission. Proactively promote coherence and integration between the Mission and the UNCT, assisting the SRSG in the development of a common vision, objectives, and programming for integrated delivery on mandated priorities and operations.
  • Lead, in close cooperation with relevant UN entities, on the mainstreaming of climate-related security risks into UNAMI policies, strategies and activities, including regional dialogue and cooperation on climate-related security risks.
  • Enhance coordination and cooperation on climate security between UNAMI and the Government of Iraq and, at its request, support policy development and implementation by the UN system.
  • Identify entry points for UNAMI’s cooperation with the Government of Iraq and, at its request, support capacity building activities that contribute to a fair transboundary water sharing agreement.
  • Serve as UNAMI’s technical focal point on climate, peace and security, including by strengthening early warning of related risks, collecting and sharing good practices, and strengthening partnerships with the UN Country Team, DPPA, the UN Climate Security Mechanism (CSM) and other partners.
  • Contribute to the preparation of reports and other research activities and studies related to climate security in Iraq and the Middle East region, as needed.
  • Map and maximize synergy of environment-related programmes and projects in Iraq; to contribute to the work of the Mission and the UNCT on issues related to the impact of the climate change, environmental degradation and conflicts over natural resources.
  • In collaboration with the Mission and UNCT, identify funding gaps related to climate, environment, peace and security issues in Iraq and develop proposals for resource mobilization.
  • Collaborate with entities from across the UN system and other partners to identify opportunities for climate finance to support peacemaking and peacebuilding activities in Iraq and the region, as appropriate.
  • Perform other related duties, as required.

Education Advanced university degree (Master’s or Doctorate degree, or equivalent) in political sciences, international relations, conflict studies, political economy, climate, environment or related fields is required. A first-level degree (Bachelor’s degree of equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of 7 years of progressively responsible experience in the areas of climate, peace and security, climate change, environmental governance, political affairs, diplomacy, international relations, law, conflict prevention and peacebuilding, disarmament, peace and security, conflict resolution, development, or related areas is required.

Experience working on the Middle East and North Africa is required.

Demonstrable experience in political analysis, outreach, facilitation, advice and reporting is required.

Demonstrable experience in drafting and editing analytical reports is required.

Experience working in an international organization or non-governmental organization in a conflict or post-conflict setting is desirable.

Proven policy, advisory and advocacy experience and track record of engagement with senior officials in the UN, government and external partners is desirable.

Experience in aid coordination, aid management and work with UN Country Teams is desirable.

Experience with multidimensional risk assessments using advanced data analytics is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required. Knowledge of Arabic is desirable.
