- Strong understanding of climate finance mechanisms (e.g., GCF, carbon markets).
- Demonstrated ability to advise governments and coordinate multi-stakeholder processes.
- Excellent technical writing, analytical, and presentation skills.
- Experience working in Africa, particularly West and East Africa, desirable.
- Fluency in English and French preferred.

Role Summary
The Tony Blair Institute (TBI) provides embedded support to governments across Africa to accelerate priority reforms and deliver transformative impact. Both Côte d’Ivoire and Djibouti are advancing ambitious national climate agendas, with growing demand for technical expertise and international climate finance. Côte d’Ivoire has prioritised ecological transition, the circular economy, and operationalisation of its carbon market office as part of its climate strategy. Additionally, the Cotton, Cashew, and Shea Council seeks to leverage carbon markets to unlock new financing opportunities. Djibouti is finalising its Green Climate Fund (GCF) accreditation and strengthening its pipeline of bankable projects, requiring technical and strategic support to mobilise resources and align government priorities. In both countries, the consultancy will play a critical role in bridging technical design with implementation and financing opportunities.
Role Summary
The Consultant will provide high-level technical and advisory support to TBI’s climate and environment workstreams in Côte d’Ivoire and Djibouti. The role will focus on designing and operationalising national climate strategies, building government capacity to access carbon markets and climate finance, and coordinating key government and partner engagements.
Key Responsibilities
In Côte d’Ivoire:
- Provide technical expertise and advice to climate and environment project teams.
- Develop national strategies for ecological transition, NDCs, and circular economy.
- Design and operationalise the carbon market office.
- Support the Cotton, Cashew, and Shea Council in leveraging carbon market opportunities.
- Lead execution of approved technical proposals.
- Provide expert input into partner engagements and prepare technical presentations.
In Djibouti:
- Identify and pursue 2–3 new climate and environment funding opportunities or partnerships by year-end.
- Provide targeted input into at least two active climate/environment projects (e.g., energy, resilience, adaptation).
- Review and refine an energy project pitch deck aligned with GCF accreditation requirements.
- Support finalisation of MEFI’s GCF accreditation and develop one pilot project for financing.
- Facilitate alignment between MEFI and MEDD to strengthen government coordination.

Contractual Details
- Services delivered primarily in Côte d’Ivoire and Djibouti (3 months)
