Duties and Responsibilities 1. Organizational Setting, Purpose, and Objective: The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the global environment. The Regional Office for West Asia delivers advisory services and capacity-building support to countries to achieve environmental and sustainable development objectives.

The UN Resident Coordinator Office (RCO) is responsible for coordinating UN engagements with counterparts in the UAE, working closely with a wide spectrum of partners, such as government partners, private sector entities, and academia. The Resident Coordinator (RC) system aims to bring together the different UN agencies to improve the efficiency and effectiveness of operational activities at the country level. The Resident Coordinator, as the designated representative of the UN SecretaryGeneral, leads the UN Country Team in identifying how it can best collaborate with the UAE Government for the advancement of the country’s sustainable development and humanitarian goals and SDG implementation by mobilizing the full range of mandates and expertise of the UN system.

The objective of this consultancy is to provide support to the UN Resident Coordinator Office in the United Arab Emirates for all matters related to UN support to UAE government for COP28. The consultant will work directly under the supervision of the UNEP West Asia office to provide technical and substantive support to the RCO in UAE. This consultancy position is located in the RCO in Abu Dhabi – UAE.

2. Duties and Responsibilities: Under the direct supervision of the Regional Coordinator for Climate Change at UNEP, and in consultation with the Resident Coordinator Office, UNCT, and the Climate Envoy Office, the International Consultant will carry-out, inter alia, the following duties and responsibilities: - Map out, analyze and identify specific engagements with UAE and other interlocuters on climate action, including those feeding into CoP28 and beyond. - Advise the resident coordinator and the UNEP West Asia Office in the development of the one UN Offer for UN system-wide support and participation at CoP28. - Identification of policy trends and implications and monitors and advocates on relevant policy issues for the strategic planning and implementation of UAE Climate agenda. - Keep the RCO, UNEP, and UNCT appraised of the pre-CoP development, especially the inter-sessional subsidiary meetings and inter-country consultations. - Lead the planning and management of events and special initiatives on the road to CoP28, including the one UN Pavilion and other spaces at CoP28, as requested. - Review the UN support proposal to CoP 28, advise on overlapping elements of the proposed activities and establishes partnerships and joint support to the UAE. - Conduct desk review, research and propose joint funding opportunities to implement awareness-raising events in UAE related to COP 28. - Provide capacity-building support to the national UAE climate team upon the agreement on the scope and delivery modality with the RCO and UNEP.

Qualifications/special skills Postgraduate degree in environmental sciences, climate change, public policy or another relevant subject is required Minimum 10 years’ experience in climate change policy, adaptation, public policy, international development, or similar field is required Experience with COP and CMA negotiations process is required. Experience in research, information management system and database management is desirable Familiarity with the regional climate change context is desirable. Experience working at an international organization is preferred.

Languages Fluency in written and spoken English is required, proficiency in Arabic is desirable
