Organizational Setting

The Readiness and Preparatory Support Program (the Readiness Program) from the Green Climate Fund (GCF) supports country-driven initiatives by developing countries to strengthen their institutional capacities, governance mechanisms, and planning and programming frameworks towards a transformational long-term climate action agenda.

Within the Readiness Program, the Government of Angola through the Ministry of Culture, Tourism and Environment and FAO started a Readiness Program project in 2021 titled: “Strengthening Institutional Information Services to support decision-making for Climate Change in the AFOLU sector in Angola”. Said project will strengthen institutional information services related to the AFOLU sector that will generate data and evidence to better inform the implementation of the National Climate Change Strategy 2018-2030. This project envisions three technical products, (1) implementation of the digital tool Agricultural Stress Index System (ASIS) to measure agricultural drought, (2) implementation of the digital tool OPENFORIS for forest monitoring and (3) elaboration one concept note for the full proposal project of mitigation and adaptation to be presented to the GCF.

To implement the aforementioned project FAO is recruiting a project assistant to support the day-to-day activities, which includes, planning, operational support, reporting and institutional liaison with FAO, MCTA and the GCF.

Reporting Lines

The Climate Change Project Assistant will work under the overall guidance of the FAO Representative, and the direct supervision of the Natural Resources and Climate Change Coordinator, and in close collaboration with Government Counterpart (MCTA).

Technical Focus

  • Management and in particular results based management.
  • Experience working with Natural Recourses Management and Climate Change or related fields.
  • Previous experience working with international partners on related issues.
  • Demonstrated expertise in economy, agriculture or forest.

Tasks and responsibilities

Planning Phase

  • Prepare annual work plans and oversee day-to-day implementation of the project in line with the work plans.
  • Organize regular planning and communication events, starting with inception mission and inception workshop.
  • Prepare procurement plan and recruitment plan.

Implementation Phase

  • Ensure real-time monitoring of project progress and the alerting of MCTA, BH and LTO of potential problems that could result in delays in implementation.
  • Acting as a key liaison between NDA and FAO, coordinating other consultants (international and national) to deliver on the project outcomes/activities and act as national expert for institutional capacity building in climate change.
  • Provide logistics and managerial support and ensure proper implementation of the activities in line with the project result framework, work plan and approved budget.
  • Help identify consultant candidates and work with the BH to ensure their timely recruitment.
  • In coordination with the FAO Operations Area, prepare disbursement requests, supervise the financial execution of the project and ensure the flow of disbursements.
  • Provide follow up with FAO´s support divisions to ensure contracts, procurement and travel are timely implemented.
  • In coordination with national institutions, ensure that the specialized trainings are conducted in accordance of project results and compliance with the training curriculum.
  • Coordination of high-level stakeholder events and workshops and elaborate related reports.

Monitoring and Reporting Phase

  • Prepare progress reports and all monitoring reports. This includes the six-monthly progress reports and contributions to the annual Project Implementation Review (PIR).
  • Coordinate and participate in regular missions to the field when necessary.
  • Facilitate collaboration with research and training institutions and other organizations or projects.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University Degree (BA or higher) related to natural resources management, forest engineering, environmental management, or economy.
  • At least five years’ experience in the Angola agricultural, forest or environmental sector.
  • Angolan national.
  • Fluent Portuguese and English.

  • Work experience international cooperation’s organizations, government institutions and similar.

Selection Criteria

  • At least five years’ experience working with local institutions in Angola.
