Duties and Responsibilities Organizational Setting, Purpose, and Objective:

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The West Asia Office delivers advisory services and capacity building support to countries to achieve environment and sustainable development objectives. This consultancy is established at the West Asia Office within the framework of the Strategic Cooperation Agreement between UNEP and the Kingdom of Saudi Arabia. The expert will report to the Project Manager at UNEP West Asia Office.

Under the direct supervision of the Project Manager in UNEP West Asia Office and in coordination with the respective department in the Ministry of Environment, Water and Agriculture (MEWA) of the Kingdom of Saudi Arabia, the Consultant will carry-out, inter alia, the following duties & responsibilities:

1. Provision of thorough review and analysis on the foundation work of identifying the institutional arrangements on needs assessment and climate vulnerability assessment. 2. Technical guidance and identification of themes for the preparatory elements of the national adaptation strategy. 3. In-depth review and comments on the first draft of the national climate change adaptation strategy. 4. In-depth review and comments on the second draft of the monitoring, review, and verification plan. 5. Review and validate the National Climate Change Adaptation Strategy.

Expected Outputs and Deliverables:

1. First report reviewed and feedback provided. Technical guidance provided during the workshop. 2. The second report reviewed, and feedback provided. Technical guidance provided during the workshop. 3. The first draft of the national strategy reviewed, and technical inputs and feedback provided, and first evaluation report completed. Technical guidance provided during the workshop. 4. The second draft of the national strategy reviewed, and technical inputs and feedback provided, and second evaluation report completed. Technical guidance provided during the workshop. 5. Final report of the national strategy reviewed, and technical inputs and feedback provided, and final evaluation report completed. Technical guidance provided during the workshop.

Qualifications/special skills Master's degree in climate change, environmental science or any other relevant field is required. PHD is an asset. A minimum of 10 years of relevant work experience in climate change, climate science, climate adaptation and mitigation strategies, and land carbon sequestration processes is required. Demonstrated experience with creating strategic plans, climate action plans, or other similar environmental or sustainability plans is desirable. Knowledge of climate change and environment issues in Saudi Arabia is an asset. Experience working in West Asia is desirable.

Languages Fluency in written and spoken in both English and Arabic is required.
