Organizational Setting

The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

Reporting Lines

The incumbent will work under the general and operational supervision of the FAO Representative (FAOR) in Albania and the direct supervision of the Assistant FAOR as well as in close liaison and consultation with the REU Climate Change Specialist. The incumbent will work also in close cooperation with the focal points in the Ministry of Agriculture and Rural Development and the Ministry of Tourism and Environment of Albania.

Technical Focus

Responsible for the development and implementation of the projects and activities in Albania related to climate change issues and sustainable development in natural resource management, environmental conservation, food systems, agritourism, and agri-business development.

Tasks and responsibilities

    • Prepare reports related to climate change and climate finance issue at the national level
    • Identify national challenges in the agriculture sector, food systems, natural resource management in the context of climate change
    • Provide technical inputs for the development and implementation of GCF/GEF/AF readiness/funding proposals and project activities
    • Provide technical support for the organization and preparation of multi-stakeholder meetings and other events related to the engagement with the GCF/GEF/AF in the country
    • Support the implementation of UN joint project on Business Partnerships and Solutions for SDGs by coordinating communication with other participating UN organizations and providing technical inputs and methodology for stocktaking SDG principles and practices adopted by the private entities, focusing on the agro-processing sector
    • Develop project proposal to support the development of sustainable food systems (SFS) in Albania while communicating with national, regional/international partners and donors
    • Implement UNDESA Italian Fellowship Programme for capacity building and human resource development in the sector on climate change and environment by providing feedback and technical guidance to the fellow
    • Work in close liaison with the Ministry of Tourism and Environment and the Ministry of Agriculture and Rural Development to identify possible FAO intervention to support the needs in the context of climate change and sustainable development of the environmental and agricultural sectors.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University degree in environmental sciences, climate change, agriculture, sustainable development or other relevant fields
  • At least three years of working experience in the areas related to climate change, environment and/or agriculture in relation to the context of sustainable development, preferably in an international development context
  • Working knowledge of English and limited knowledge of one of the following: Arabic, Chinese, French, Russian, Spanish for Consultants; for PSA subscribers, working knowledge of English is sufficient.

Technical/Functional Skills

  • Demonstrated experience in developing and implementing climate change, environment and sustainable development projects and programmes.
  • Extent of knowledge and experience on the 2030 Agenda and the SDGs.
  • Familiarity with the UN Food Systems Summit
  • Experience in similar assignments in the region. Prior relevant working experience in Albania would be an asset.
