Organizational Setting

FAO's office for Yemen is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing countrywide food, agriculture and rural development priorities under Yemen. It develops and maintains relations with the relevant Ministries at country level. The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner.

Reporting Lines

Under the overall supervision of the FAO Representative (FAOR) in Yemen, the technical supervision of the Chief technical advisor of the Water and Natural Resources and work closely with the Climate Change International Consultant (IC) and the Climate Change IC. Key deliverables will require the consultant to support on the collection of climate change data/ information and provide hands-on support to the design and finalization of deliverables.

Technical Focus

The national Consultant - Climate Change Adaptation Specialist will support FAO Yemen in implementing the GCF Readiness project, approved in 2021.

Tasks and responsibilities:

  • Work closely with the responsible IC’s (climate change adaptation and mitigation) to support the development of Yemen’s climate change and variability profile report. In the Yemen’s climate change and variability profile report context, provide inputs to the profile and contribute to the profile finalization through collecting data and information and consulting with government staff and relevant technical agencies in Yemen.
  • Support with English - Arabic translations/ interpretations, where needed.
  • Proof read the profile and provide inputs, where needed ;
  • Prepare an annex on innovative climate resilient solutions, including technologies, suitable for the Yemeni context, for key Yemeni sectors. This report must be informed by the climate change and variability profiling and Yemen’s NDCs, National Communications.
  • Consult relevant Yemeni (and other if possible) Universities, carry out required independent research to ensure inclusion of all ideas within the Yemen climate change profile.
  • Work closely with the relevant IC’s who will be available for discussion and reviewing innovative climate resilient solutions annex.
  • The innovative climate resilient solutions annex needs to be informed by relevant national publications and studies as well as by the CC and variability profile (especially the CORDEX data annex – should this annex not be available yet, WB CC portal observations and projections can suffice). This technical report annex will also inform the draft country programme to the GCF and will therefore be shared with the National Designated Authority and Government staff as well as GCF;
  • Review and contribute to Yemen GCF draft programme, where needed
  • Attend meetings related to this GCF Readiness project, as they occur

Minimum Requirements

  • Advanced University degree in natural resources management, climate change, and climate finance (or closely related field);
  • At least five years of relevant experience in natural resources management, climate change;
  • Working knowledge (level C) of English and Arabic
  • National or Resident of Yemen.

Technical/Functional Skills

  • Work experience in more than one location or area of work
  • Extent and relevance of experience in Climate Change Adaptation related issues
  • Familiarity with water, social and environment-related issues
  • Experience in drafting technical climate change documents and baseline studies;
  • Relevant experience in conflict-affected countries is considered a strong asset;
  • Excellent communication skills and ability to present complex topics to a variety of technical and non-technical audiences;

Selection Criteria

  • Demonstrated ability to implement a variety of analytical methodologies and techniques;
  • Demonstrated ability to work with climate change/ CORDEX data and MET offices to collect baseline info;
  • Demonstrated ability to liaise with multiple agencies, effectively building an understanding and partnership with other UN bodies, NGOs, and governmental agencies;
  • Previous experience with International Organization, especially GCF and its Readiness window;
  • Excellent communication, writing and presentation skills in English.
  • Demonstrated experience in establishing and maintaining partnerships with UN agencies, NGOs as well as donors and government institutions and agencies.
