Natural resource-based economic growth – mining, timber, hydropower, and industrial crop plantations – is putting new pressures on the environmental assets on which rural communities traditionally depend. Deforestation is severe, and unsustainable land and water use are rising. Concerns about land security for Lao families and rural communities are also increasing, with potentially serious implications for poverty, equity and the vital access to natural re-sources. Environmental degradation combined with rising climate variability have resulted in increasing natural disasters – floods, droughts, erosion, landslides and pests. The high dependence of most rural people on agriculture and surrounding natural resources, together with continued gaps in adaptation to changing climatic conditions, likewise make the country highly vulnerable to the effects of climate change. A need exists to strengthen human and financial capacities to manage natural resources, particularly at community level, and effectively enforce relevant laws. UNDP supports growth that does not harm the environment. A core challenge thus is to strengthen people’s participation in the management of forests, watersheds and wetlands, as well as to ensure that the poorest and most vulnerable people benefit from environmental in-vestments and revenues in Lao PDR. Our work focuses on three priority areas: encouraging all national development planning to recognize links between environmental harm and poverty; strengthening the response to cli-mate change; and improving environmental governance and promoting community-based natural resource management.

Under the direct supervision of Head of the Natural Resource Management, Climate Change and Disaster Risk Reduction Unit, UNDP Lao PDR, the UN Volunteer will undertake the following tasks: • Support the UNDP Environment Unit in strengthening capacities of Ministry of Natural Resources and Environment and the Ministry of Agriculture and Forestry to implement the Climate Change Adaptation and Mitigation activities. • Support project activities management, implementation and quality assurance and report-ing. • Provide technical advice and support the development of project’s technical guidelines, documents for reporting, communications and capacity building materials related to cli-mate change, disaster risk reduction and other thematic areas.
• Support information preparation for updates in the CO website, Facebook page and other social media on items related to the work of the Environment Unit. • Liaise with government counterparts at central and local levels and UNDP and liaise with other development programmes to improve timely and quality of the monitoring reports, quarterly and annual reports to UNDP and donors. • Participated in the unit and project monthly meeting and support reports and/or minutes writing and finalization. • Assist with other tasks as required by the project and UNDP CO.

The position will be based in the UNDP Country Office in Vientiane Capital of Lao PDR. Living conditions in Vientiane are good with facilities and products available at affordable prices. Vientiane is a relatively safe place to live in, with violent crime incidents very rare. However, single females should exert vigilance if moving alone during the dark and it is best advised to move in groups. The biggest hazards relate to traffic accidents, hence ut-most care should be exerted when in traffic, especially when riding a motorbike. The Vien-tiane entertainment scene can be quiet and in order to avoid feeling lonely the person should be proactive in forming friendships, and hence should be ready to make the best of e.g. the UNV Buddy Programme. There is a wide range of housing options in Vientiane lo-cated within easy reach of the office. Houses or apartments are usually of good standards. All basic commodities can be bought in Vientiane and its immediate vicinity. When travel-ling within the province or project site, staff will experience more hardship due to lack of in-frastructure are general poverty. Accommodation during site visits will be basic guest houses or homestays.
