Result of Service The main objectives attached to this consultancy are to: 1) Develop IT based CCA MnR system prototype, test it and develop final MnR system by following the concept attached in Annex 1 2) Capacity building of federal and province government officers through ‘Training of trainers at federal level and province stakeholders' training on application of the M&R framework’ together with the MnR Lead Expert

The CCA M&E system development IT expert will achieve the above-mentioned objectives by undertaking the following outputs: Output 1. IT based CCA MnR framework (also pronounced as system) for Nepal Output 2: National capacity building of federal, province and local government on CCA MnR system installation and operation

Duties and Responsibilities The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP works with national and local authorities, civil society, other UN organizations, research institutions and the private sector to catalyze the efficient use of the region’s natural assets and reduce the degradation of the environment. As a response to the request of the Government of Nepal, UNEP is executing the Green Climate Fund (GCF) funded project entitled “Building Capacity to Advance National Adaptation Plan (NAP) Process in Nepal”. This project supports the Climate Change Management Division (CCMD) of the Ministry of Forests and Environment to reduce vulnerability to climate change, and increase resilience through integration of climate change adaptation into development planning processes through: a) Development and enhancement of 'country capacity' to promote climate change adaptation (CCA) at systemic, institutional and individual levels; and help poor and climate vulnerable communities in adapting to and building resilience to climate change impacts; b) Contribution to reduce climate vulnerability by integrating CCA into existing and new policies, strategies and programmes; c) Establishment and/strengthening of a system to generate and share knowledge, experience, lessons learned, gaps and needs at international, national and sub-national levels to advance CCA for the benefit of the poor people and restoration of ecosystem restoration; and d) Development of a strategy to implement, monitor and communicate adaptation benefits at different levels. Through the development and implementation of the NAP, the project aims to enhance institutional coordination mechanism and put in place the capacity for informed decision-making which will lead to changing the behaviour and mind-set of decision-makers in the government such that climate change adaptation becomes a part of Nepal’s development strategy and plans. A guiding framework of Nepal’s NAP Monitoring, Review and Reporting system is available at the NAP document. This system is expected to enable the monitoring of the progress and achievements of NAP implementation, and the results and impact against the NAP monitoring indicators in accordance with the NAP Project Outcome 4 – “National and Sectoral Planning Units of the Key Ministries are capable of reviewing, monitoring and communicating results of the NAP Process”. In this context, to draw the tangible outputs of NAP outcomes 4 that needs a climate change adaptation MnR system and national capacity to operate the system, there is a need to have an expert team that leads the CCA M&R framework assignment, elaboration of NAP prescribed CCA monitoring and review framework for Nepal applicable to all governance level and provide support to technical team while designing online platform of M&R and Reporting framework. In the course of forming a national expert’s team, there is a MnR Expert in place who will be leading the overall assignment. This ToR covers the need for the expertise in application of information technology (IT) based MnR system framework development, installation of the system in the concerned government agencies and capacity building of federal and provincial government stakeholders. This ToR assume to render following works: 1. Develop beta version of online CCA MnR system and test it at the federal, province and local level 2. Work in the team of different government and non-government actors (specially in close coordination with the MoFE Statistics Officer) to finalise the CCA MnR indicators and means of verifications to be systematized in the online platform 3. Execute the works following the process outlined in Annex 1 4. Train the federal level government officers on the application of MnR framework and also train provincial stakeholders together with the MnR Lead Expert To deliver the above-mentioned activities to a high standard by a team of experts, UNEP in close consultation with Government of Nepal aims to hire a highly qualified and dedicated individual expert to carry out these activities. The incumbent will be a member of multidisciplinary team of MnR expert, government task force, NAP assigned experts, thematic working groups and other as guided by the NAP PMU. The incumbent will report to the NAP Project Coordinator and receives feedback and instructions through the MnR expert

Qualifications/special skills A Master’s degree in computer science, data science, data management, MnR, ICT or a closely related field is required A minimum of 10 years’ relevant work experience in developing computer-based systems development and operation is required Experience in developing IT based M&R systems for policies, plans and programmes in close collaboration with public sector institution is required Ability to work effectively within a variety of government agencies and stakeholder groups and a diversity of individuals (gender, age, language, etc.) is desired Availability and commitment to perform the tasks and to deliver work on time is desired Ability to plan, prioritize and deliver tasks effectively and on time is desired Ability to work under pressure and to meet tight deadlines is desired Ability to synthesize information in a clear and well-structured manner is desired Record of working harmoniously in team and Sensitive on do-no-harm approach is desired

Languages Fluency in oral and written English and Nepali are required.
