JOB TITLE: Climate and Disaster Risk Management Specialist

TYPE OF CONTRACT: Consultancy Contract (International Consultant)

UNIT/DIVISION: Myanmar Country Office

DUTY STATION: Nay Pyi Taw, Myanmar

DURATION: 6-11 Months (renewable) It is planned for the selected expert to be engaged for a total of 36 months over a period of 6 years. No individual engagement can exceed 11 months in any twelve-month period. The exact periods of engagement will be defined based on the progress of the project and performance of the individual. PROJECT CONTEXT

The Republic of the Union of Myanmar has received financing from the Asian Development Bank (ADB) to implement a 6 years project named Resilient Community Development Project (RCDP).The Department of Rural Development (DRD) under the Ministry of Agriculture, Livestock and Irrigation (MOALI) is the implementing Agency. The Main Implementing Consultant and its team of expert will be contracted to support the implementation of the programme in all its aspects.

The main outcome of the project is to improve standard of living and resilience of targeted communities through three outputs: (i) development of climate and disaster resilient community infrastructure; (ii) development of resilient livelihood activities for poor men and women; and (iii) strengthening of institutional and organizational capacity of communities and government. The project will adopt a proven Community-Based Development (CBD) approach to deliver community infrastructure and livelihood subprojects to 17 poor, vulnerable townships covering 791 village tracts and 2,942 villages with a population of about 1.8 million people.

JOB PURPOSE

Climate and Disaster Risk Management Specialist (international). The specialist will support the development and mainstreaming of climate and disaster resilience approaches to inform all aspects of RCDP implementation, with particular focus on land-use planning for risk reduction.

KEY ACCOUNTABILITIES

  • Provide technical advice for integrating resilient planning, infrastructure and livelihood measures in subprojects;
  • Contribute to the preparation of methodologies, training materials; and delivery methods to enable trained national specialists to work independently in the area of community and disaster risk management, in particular as concerns township, village-tract and village spatial planning and subproject selection;
  • Conduct formal and on-the-job training during preparation phases and at the outset of Step 1 to 3 in each cycle;
  • Provide technical assistance support as required.

QUALIFICATIONS & EXPERIENCE REQUIRED

Education:

  • Bachelor’s degree or equivalent in climate change, disaster management, hydrology, geography, or environmental science or related subject

Work Experience:

  • 10 years’ professional experience of environmental impact assessment and environmental management of construction works, preferably including rural development

Knowledge & Skills:

  • Preferably secondary qualifications in an appropriate discipline
  • 10 years of professional experience of which 5 years in developing countries
  • Experience in land use planning
  • Preferably having experience in hazard mapping, flood analysis and planning, community involvement in planning, and rural development
  • Preferably having experience of donor financed projects
  • Working experience in Myanmar and/or South East Asia is essential.

Language:

  • Fluency in written and spoken English
