Background

The UN Women Pacific Multi-Country Office is based in Suva, Fiji and works alongside over 20 other UN agencies in the region and in 14 countries across the Pacific: Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Nauru, Niue, Palau, Republic of Marshall Islands, Samoa, Solomon Islands, Tokelau, Tonga, Tuvalu and Vanuatu.

Under its Strategic Note (SN) 2023 - 2027, UN Women Fiji MCO focuses on delivering on four interlinked programme areas underpinned by support for intergovernmental and normative processes:

  • Climate Action/Humanitarian Action and Resilience

Within the UN Women Fiji MCO, the Climate Action/Humanitarian Action and Resilience work, comes under the SN Impact Area 4, Women, Peace, Security (WPS), Humanitarian Action & Disaster Risk Reduction (DRR). UN Women Fiji MCO is engaged in supporting the region’s efforts to respond to the climate crisis, and disaster risk management. This includes efforts to advance the resilience of countries, communities and individuals, through support to climate action i.e. adaptation and mitigation efforts in line with the United Nations Framework Convention on Climate Change (UNFCCC) Paris Agreement (2015), including the enhanced Lima work programme on gender and its gender action plan. Also key to this region, UN Women Fiji MCO is supporting the operationalization of the Framework for Resilient Development in the Pacific (FRDP) (2017-2030). Ensuring that women’s voices and priorities shape these efforts has been a key focus, including through knowledge generation on the gendered impacts of climate change and disasters in the Pacific.

UN Women Fiji MCO is also implementing the Women’s Resilience to Disasters (WRD) Programme in the Pacific. UN Women promotes gender-responsive disaster risk reduction (DRR) and resilience across its triple mandate through technical and policy support, provision of gender expertise to DRR mechanisms and processes (local, national, regional, and global), advocacy and knowledge management, and by implementing programmes and projects for gender-responsive DRR and resilience building, including the Women’s Resilience to Disasters (WRD) programme, which is UN Women’s signature DRR initiative.

The scope of work of the Climate Action & Humanitarian Specialist in the UN Women Fiji MCO will require experience and in-depth understanding of gender equality, climate change and DRR, to support the adaptation and response to environmental degradation, climate change and promote gender -responsive DRR. This will also require experience in engaging and partnering with relevant Government counterparts, regional intergovernmental bodies, UN entities, Civil Society Organizations, private sector and bi-lateral partners.

Reporting to the UN Women Fiji MCO Representative, the Climate Action & Humanitarian Specialist will oversee the UN Women Fiji MCO Climate action and humanitarian programme i.e. to support gender-responsive climate adaptation and mitigation, preparedness and resilience-building to climate-induced disasters ; including technical support to regional and national stakeholders and through strengthening partnerships, and the development and leadership of relevant programme interventions in the Pacific region, in line with the global climate and humanitarian strategies and in an integrated manner with UN Women’s programmes across the Pacific.

Duties and Responsibilities

1. Oversee the development of programmes on gender -responsive climate action, humanitarian action and response within the Pacific region:

  • Oversee the development of regional programme documents on Climate action and humanitarian action;
  • Provide technical inputs to programme proposals from the MCO/s;
  • Provide advice on contextualizing/ localizing programme documents, country strategies, and knowledge products;
  • Coordinate proper monitoring and reporting for climate action and humanitarian action in collaboration with programme teams.

2. Provide technical and capacity building support to the Multi Country Offices’ teams and partners:

  • Provide substantive technical and policy support to, multi-country office programme presence programme teams in developing and strengthening projects/ programmes;
  • Develop, implement and monitor capacity building strategies and initiatives;
  • Provide technical support to partners on implementation of climate action;
  • Provide technical policy advice to programme/ project managers/ specialists in the, MCOs, programmes on coordinated humanitarian responses.

3. Establish and strengthen strategic partnerships with stakeholders, regional/ international actors and development partners:

  • Build and maintain alliances and strategic partnerships for the advancement of climate action, disaster prevention, preparedness and humanitarian action, response and recovery;
  • Build and maintain close liaisons with relevant donors and other actors supporting efforts towards climate action and humanitarian action;

  • Produce periodic updates and briefs on regional/country development situation to be used by stakeholders, CO and HQ;

  • Maintain close collaboration with relevant staff in UN Women ROAP .

4. Manage the resource mobilization strategy for Climate action and resilience programmes as well as humanitarian response plans in the region:

  • Participate in the implementation, monitoring and periodic updating of the resource mobilization strategy on humanitarian action in the region;
  • Research and analyze information on donors; prepare substantive briefs on possible areas of cooperation, ensuring donors in country are aware of preparedness and response actions to be taken at outset of crisis.

5. Oversee the advocacy of humanitarian action through inter-agency coordination:

  • Work closely with and provide advice to regional/ national bodies and interagency groups that influence national policies related to climate action and humanitarian action and where necessary represent UN Women;
  • Lead UN Women’s role in the Pacific Humanitarian Protection Cluster, and support technical input to active clusters];
  • Support management to represent UNW in Humanitarian Country Team
  • Lead specific efforts in mainstreaming gender and protection in disaster preparedness, response and recovery efforts of other clusters and relevant working groups, including inclusion and participation of under-represented groups in accordance with Commitments on Accountability to Affected Populations;
  • Advocate for the engagement and participation of local organizations and civil society networks in humanitarian coordination mechanisms.
  • Oversee advocacy and communication of the programmatic efforts. During emergency response, develop and implement communication and advocacy messages and strategies on key gender and protection concerns;
  • Develop information, education and communication (IEC) materials, press releases, situation reports, alerts and contribute gender and protection-related inputs to documents prepared by the Office for the Coordination of Humanitarian Affairs (OCHA).

6. Oversee knowledge building and sharing for gender-responsive climate action and humanitarian action and response

  • Identify and disseminate lessons learnt and good practices in collaboration with sister agencies in the Pacific;
  • Ensure technical skills and knowledge are shared within and among MCO/ COs.

7. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.

Required Skills and Experience

Education and certification:

  • Master’s degree or equivalent in Climate / Environmental Studies, Humanitarian, Gender Studies, Human Rights, International Development or a related field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification would be an added advantage.

Experience:

  • At least 7 years (with Master’s degree), or minimum of 9 years (with Bachelor’s degree) of progressively responsible work experience in the area of climate change, environment, disaster risk reduction, human rights, gender equality and women's empowerment, preferably at the international level
  • Experience in designing and managing humanitarian programmes, with a particular focus on gender and protection in emergencies.
  • Substantive and technical experience in inter-agency coordination, preferably protection cluster coordination, and/or ProCap / GenCap in a natural disaster setting;
  • Experience in policy analysis and strategic planning;
  • Experience working with, and building partnerships with governments, donors and civil society organizations internationally and in the field;
  • Strong personal commitment to gender equality, human rights, and respect for diversity
  • Ability to work efficiently and responsively within a multicultural team, while demonstrating strong initiative and high degree of personal motivation needed to carry out tasks independently with sound judgement, good coordination, communication and analytical skills as well as professionalism and maturity.
  • Ability to take decisions and manage political/cultural sensitivity.
  • Experience leading and coaching staff in international settings is required.
  • Experience working with the UN is an asset;
  • Working experience in Asia-Pacific region is desirable.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required.
  • Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable.

Language Requirements:

  • Fluency in English is required.
  • Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).
