OBJECTIVES OF THE PROGRAMME

The Administrative Services Unit is responsible for providing operational and administrative support to all regional staff in the areas of travel and meeting management, registry and logistic services, staff security and safety, building and grounds maintenance, and other related services.The Asset Management and Store Team (AMS) ensures that reports on fixed assets, inventory and real estate is up-to-date and support to budget centres in asset management related issues is provided. The team also provides efficient and effective support in store management.

DESCRIPTION OF DUTIES

Under the general supervision of the Assistant and guidance of the Administrative Services Officer (ASO), the incumbent performs the following duties:

(1) Controls the distribution and physical storage of office supplies and equipment in the Regional Office; maintains and updates the records of all office supplies and equipment in storage, using the Stores Management System;

(2) Conducts annual physical inventory of all office supplies in the storeroom and provide timely report on the condition of goods for the appropriate action of ASO;

(3) Conducts periodic review of all stock items and makes recommendations on the disposal of surplus, old and slow moving items and replenishment of fast moving items;

(4) Initiates the procurement and replenishment of all items that have reached their minimum level and those that are out of stock for the approval of ASO and make the necessary transaction in the Global Management System;

(5) Provides costing of office supplies to be used for workshops, seminars and meetings for the purpose of billing and processing of back-charging of the Regional Office and country offices;

(6) Provides ASO analyses and projection of office supplies consumption by the Regional Office for the next twelve (12) months;

(7) Ensures orderliness, cleanliness and security of all stocks kept in the storerooms in the Regional Office and rented outside warehouses;

(8) Ensures packing of all stock and materials issued to WHO Representatives and Country Liaison Offices and provide corresponding documents for dispatch;

(9) Custodian of Administrative Services Unit's petty cash fund;

(10) Checks, verifies and processes invoices related to supplies for Global Service Center submission;

(11) Provides back up to other team members during their absence; and

(12) Performs other related duties as required.

REQUIRED QUALIFICATIONS

Education

Essential: Equivalent to graduation from secondary school or its equivalent in technical or commercial school. Desirable: Knowledge in accounting systems is desirable. Familiarity with Enterprise Resource Planning systems (GSM) is an advantage

Experience

Essential: At least three years of progressive experience as a storekeeper in a commercial house and experience related to Supply. Desirable: Experience in automation and computerized database with emphasis in inventory and database management an added advantage.

Skills

Thorough knowledge of office procedures and ability to acquire knowledge, understand and apply WHO policies, rules and regulations;

Results oriented, good interpersonal and communication skills;

Ability to act with tact, diplomacy, good judgement, disretion and respect for confidentiality;

Ability to analyse and interpret source documentation and data;

Ability to draft correspondence, summary of meetings, and notes for the record. Typing skill and ability to take dictation at required speed.

Ability to discern routine from non-routine. Good computer skills and ability to adapt to various software applications.

Ability to work harmoniously as a member of a team, adapt to diverse educational and cultural backgrounds and maintain a high standard of personal conduct.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at PHP 511,035 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
