Overview

Lead the migration of CHM portal code to a common platform.

You have:

• Completion of a University degree or equivalent in Computer science, Information Communication Technology or related fields is required.
• At least five years of experience in web development is required.
• Fluency in oral and written English is required.
• Knowledge of another UN language is desirable.
• Proven experience in the development of web applications, design and technical implementation of user interfaces in a web-based environment is desirable.
• Solid understanding of the concepts of user experience (UX), user interface design principles and conceptual design is required.
• Excellent written and verbal communication skills is required.
• Ability to work both independently and as an active member of a team is required.
• Expertise level knowledge in HTML, CSS and JavaScript/TypeScript, knowledge of Bootstrap, AngularJS/Vue/React, jQuery and REST API, experience using Git is desirable.
• Ability to align multiple strategies and ideas is desirable.
• Ability to multitask, prioritize, and manage time efficiently is desirable.

Result of Service Under the overall supervision of the Information Systems Officer, the consultant’s work and deliverables will primarily consist of migration of code of central CHM portal (https://chm.cbd.int) to the common platform.

Duties and Responsibilities Organizational setting

The United Nations Environment Programme is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. At the 1992 Earth Summit in Rio de Janeiro, world leaders agreed on a comprehensive strategy for 'sustainable development'. The Convention on Biological Diversity was opened for signature in Rio in 1992. The Convention has three main objectives: the conservation of biological diversity, the sustainable use of its components, and the fair and equitable sharing of the benefits arising from the use of genetic resources. The Secretariat of the Convention on Biological Diversity (SCBD) is located in Montreal and administered by United Nations Environment Programme. Its main tasks are to arrange for and service meetings of the Conference of the Parties, including preparation of pertinent documentation, operation of the central node of the clearing-house mechanism, liaison and coordination with other international bodies and processes and, in close collaboration with these partners, the provision of technical support for the effective implementation of the Convention.

In its decision 15/16, paragraph 9, the Conference of Parties requested the Executive Secretary to further develop the central CHM portal to promote and facilitate technical and scientific cooperation, knowledge management, communication and enhanced planning, implementation, monitoring, reporting and review processes.

The consultant will support the migration of the code of the central Clearing-House Mechanism portal (https://chm.cbd.int) to a common platform, also hosting the Biosafety Clearing-House (BCH) and the Access and Benefit Sharing Clearing-House (ABSCH) portals, with a view to supporting Parties in efficiently publishing, updating and searching for their national records and information, and to creating synergy among the three portals hosted by Secretariat.

Work will be done under the overall guidance of the Head of the Capacity Building and Knowledge Management Unit and the Head of the Implementation Support Division and under the direct supervision of the Information Systems Officer.

Duties and Responsibilities:

The Secretariat has identified the following specific tasks and activities to be addressed as part of this project:

a. Migration of the home page of central CHM portal (www.chm.cbd.int) to the new platform using the ABSCH code base. b. Migration of the submit forms (https://chm.cbd.int/submit) to the new platform. c. Migration of the common formats used on the portal to the new platform. d. Movement of the online reporting dashboard (https://chm.cbd.int/search/reporting-map?filter=all) to the new platform. e. Movement of the search functionality (https://chm.cbd.int/search) to the new platform. f. Movement of the financial report analyzer (https://chm.cbd.int/search/financial-analyzer) to the new format.

Other specific priority tasks and activities will be determined by the Information Systems Officer supervising the project in collaboration Information Management Officer. All tasks will be developed in close collaboration with the IT and CHM teams.

Qualifications/special skills Academic qualifications: Completion of a University degree or equivalent in Computer science, Information Communication Technology or related fields is required.

Additional Information SPECIAL CONDITIONS

The Consultant must be available to work onsite in the CBD Secretariat Office in Montreal, Canada, if need be, to participate physically in team meetings. Commuting/travelling costs to and from the Secretariat are not reimbursed.
