Result of Service The fulfillment of this assignment will support quality implementation and monitoring of UN-Habitat’s projects in Deir Ez Zor city, these interventions are designed to assist the community through strengthening resilience capacities. The daily monitoring and oversight provided by this position will ensure a high standard of project delivery.

Duties and Responsibilities Background: The United Nations Human Settlements Programme (UN-Habitat) is the United Nations programme working towards a better urban future. Its mission is to promote socially and environmentally sustainable human settlements development and the achievement of adequate shelter for all.

In October 2016, at the UN Conference on Housing and Sustainable Urban Development – Habitat III – member states signed the New Urban Agenda. This is an action-oriented document which sets global standards of achievement in sustainable urban development, rethinking the way we build, manage, and live in cities. Through drawing together cooperation with committed partners, relevant stakeholders, and urban actors, including at all levels of government as well as the private sector, UN-Habitat is applying its technical expertise, normative work and capacity development to implement the New Urban Agenda and Sustainable Development Goal 11 – to make cities inclusive, safe, resilient and sustainable.

Mandated by the UN General Assembly in 1978 to address the issues of urban growth, UN-Habitat is a knowledge institution on urban development processes and understands the aspirations of cities and their residents. For forty years, UN-Habitat has been working in human settlements throughout the world, focusing on building a brighter future for villages, towns, and cities of all sizes. Because of these four decades of extensive experience, from the highest levels of policy to a range of specific technical issues, UN-Habitat has gained unique and universally acknowledged expertise in all things urban. This has placed UN-Habitat in the best position to develop achievable solutions to the current challenges faced by our cities. UN-Habitat is capitalizing on its experience and position to work with partners to formulate urban visions of tomorrow. It strives to ensure that cities become affordable living spaces of inclusive economic growth and social development for all citizens.

Since 2015, UN-Habitat Syria Programme has worked closely with Syrian cities and communities to develop an urban resilience and recovery approach. UN-Habitat supports local authorities and communities (1) to collect better urban data to reach a common understanding on urban recovery needs; (2) to jointly identify neighborhood and municipal area response priorities – from humanitarian, to resilience, to recovery; and (3) to design and implement housing, infrastructure and basic services, urban environment, and urban cultural heritage projects that directly respond to these local priorities.

UN-Habitat Syria currently has offices in Damascus, Homs and Aleppo and plans to open an office in Deir Azzor, The UN-Habitat Syria programme operationalizes projects across Syria.

Reporting Line: The consultant will work under the direct supervision of Human settlement officer and with daily collaboration with the related project managers from UN-Habitat Syria Team.

Duties and Responsibilities: The consultant shall support the team in the different domains of project tasks which mainly described as follows:

1. Undertake daily follow-up on project implementation works including in areas of infrastructure rehabilitation, housing and solid waste management, ensuring all implemented works comply with specifications, drawings, and contract conditions. 2. Undertake regular follow-up and liaison with local stakeholders, Municipality, supervising and receiving committee concerning the progress of the project, challenges during the implementation and identification of solutions. 3. Undertake regular coordination and collaboration with wider UN agencies to insure integration in the planning and implementation of activities. 4. Undertake routine monitoring and follow-up the progress of works and report to supervisor on any deviation from project timetable. 5. Prepare biweekly reports capturing all issues of note in daily/regular monitoring and follow-up. 6. Prepare as built measurement books for the works been implemented in the site and report on any deviation from the bill of quantity. 7. Check the submitted quantities in the payment request of the implementing partner and inform supervisor on any error or discrepancy between the submitted quantities and recorded in the measurement book. 8. Prepare narrative reports on social and demographic structure of community groups, services and infrastructure, shelter and damage of housing and infrastructure, and access to building materials upon to the demand of work. 9. Participate in the conducting of workshops, focus group discussions or other sessions related to activities. 10. Contribute to the development of field assessments to produce sufficient data, context and BoQ for the intended intervention works. 11. Coordinate UN-Habitat colleagues in defining innovative solutions for shelter and infrastructure rehabilitation projects and related needs assessments. 12. Coordinate the market research and analysis for building equipment and construction materials when needed.

Qualifications/special skills Academic Qualifications: A first-level university degree (BA) in Civil Engineering is required. A Bachelor’s degree in architecture in combination with qualifying field experience in infrastructure and housing rehabilitation may be accepted in lieu of the required degree.

Experience: A minimum of five years of progressively working experience in the field in infrastructure and housing rehabilitation is required. Local knowledge and access to extensive community networks is desired.

Language: Fluency in both oral and written Arabic with intermediate knowledge of English is required

Additional Information Special Condition: Applicants based in Deir Ez Zor city or whom can re-locate to Deir Ez Zor city are desired and will be highly considered.

Special Skills: Ability to work on MS civil engineering or architectural degree Office, MS project and Auto CAD.
