- A Bachelor’s degree from an accredited University in Civil Engineering is required.
- A Master's degree from an accredited University is an asset.
- Possession of Project Management Certificates is an asset.
- Membership of Syrian Syndicate of Engineers is mandatory.
- Two (2) years of experience in civil works supervision or implementation of infrastructure and buildings construction/rehabilitation projects in Syria and/or the Middle East region is required.
- Work Experience with an international organisation and/or UN Agencies is an asset.
- Experience in computer design software, particularly 'AutoCAD' (latest Version) is required.
- Demonstrated computer ability in using MS Office Suite (Excel, Word, Power Point, etc.) is required.
- Demonstrated computer ability in using structural analysis and Civil Engineering design software such as AutoCAD, Revit, MathCAD, PLS-CADD, StaadPro, ETABS, SAP2000, PROKON, etc. is an asset.
- Experience in computer scheduling software, particularly Primavera and/or MS Projects is an asset.
- Good experience in working with the G-Suite platform including Google Drive, Google Calendar, Gmail, Google Sheets, Docs, and Slides is desired.
- Intermediate Knowledge of the English language is required.
- Fluency in the Arabic language is required.

The UNOPS Hub in Amman implements projects in Jordan, Lebanon, Iraq, Syria, Turkey, and Yemen, in partnership with bilateral donors, national governments, and other UN agencies. With an established presence across the region, the office runs operations including large-scale procurement, project development, and technical management, and provides financial, human resources, and infrastructure-related services. The functional objective of UNOPS Hub in Amman is to deliver its projects in an efficient and effective manner and in line with the principles, rules and regulations of UNOPS, in order to support the response to the current needs and national priorities in the region.
The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Functional Responsibilities

Purpose and Scope of the Assignment
Under the overall guidance of the Head of Programme and the direct supervision of the Project Manager, the Civil Engineer is required to perform the following list of duties and responsibilities ensuring their effectiveness, transparency and integrity:
1. Coordination, Delivery, and Performance
- Support the project team in the coordination with the contractors and suppliers according to the needs and requirements on site;
- Support the project team with the quality supervision at site during the progress of works; including the review of material submittals, reviewing and advising on VOs, reviewing the shop drawings and As built drawings, etc.
- Perform other related duties as required from Project Manager pertaining to design works
- Support the project team in visiting sites, assessing the site conditions and writing a report briefing the current status of the facilities/sites.
- Support the project team in identifying the scope of work based on the assessment report .
- Support the project team in reviewing the design drawings, BOQ and specification from QA/QC perspective.
- Governance, Monitoring and Reporting - Support the project team in checking contractors’ and suppliers set out and works, including compliance with contracts specifications and ensures that contractors and suppliers comply with their work plans to complete work with specified scope of work, time frame, and budget;
- In consultation with the Project Manager, attend when needed the project site(s) in order to monitor progress and quality of works, identify the existing problems and provide appropriate solutions through application of sound engineering standards; - Check all laboratory reports when requested and needed, operation and maintenance manuals, and keep records and report to the Project Manager accordingly; - Assess the work activities of contractor/s, when needed and requested, measure completed work and make recommendations to the Project Manager for progress payments to contractors.
- Administrative Tasks - Maintain records, compile periodic reports and any specific reports required by UNOPS standard procedures;
- Responsible for the preparation and verification of a database for the available materials shipped to the project, schedules of labour force, and monitoring of quality of such during the progress of works; - Check, verify and approve the interim payments submitted by the Contractor/s and submit detailed reports to the Project Manager. - Assist in scheduling requested tasks - Perform any other tasks relevant to the Infrastructure and Engineering Unit when required. - Perform other related duties as requested by the Project Manager. - Embed sustainability dimensions including social and gender inclusion, as well as Health, Safety, Security, and Environmental (HSSE) aspects into the project during the design and renovation phases.
- Monitoring and Progress Controls - Number of coordination meetings attended with the contractors
- Number of assessment reports drafted - Number of site monitoring visits undertaken - Number of drawings and other technical documents produced and/or reviewed.
