Background Information – UNOPS Hub in Amman

The UNOPS Hub in Amman implements projects on behalf of UN agencies and bilateral donors and in close coordination with the Government and national authorities. With an established presence across the region (Jordan, Iraq, Syria, Lebanon, Yemen, and Turkey), the office runs operations including large-scale procurement, project development and technical management, and provides financial, human resources and infrastructure-related services.

The functional objective of UNOPS Hub in Amman is to deliver its projects in an efficient and effective manner and in line with the principles, rules and regulations of UNOPS, to achieve the outcomes sought by the clients.

UNOPS has been active in Iraq since 2004, delivering close to 50 projects worth over USD 260 million. UNOPS operates from its Operational Hub in Amman, and supports its country office in Yemen.

The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

With an established presence across the region, the office runs operations including large-scale procurement, project development, and technical management, and provides financial, human resources, and infrastructure-related services. The functional objective of UNOPS Hub in Amman is to deliver its projects in an efficient and effective manner and in line with the principles, rules and regulations of UNOPS, in order to support the response to the current needs and national priorities in the region.

Functional Responsibilities

Under the direct supervision of the Project Manager or the Hub Infrastructure Advisor, the Civil Engineer is required to perform few of the following specific duties, at a time and as required, and responsibilities ensuring their effectiveness, transparency and integrity:

Coordination, Delivery, and Performance:

  • Provide support for on-site technical assessment of the targeted locations to confirm the selection and to define the detailed scope of works;
  • Provide technical input for producing Terms of References for Consultancy Services; Designs, Drawings, Technical Specifications, Scope of Works, Bills of Quantities, Cost Estimations, Design Calculations, related reports for Works and Supply of Goods Contracts;
  • Provide technical input in the preparation of Tender Documents (Concerned with Consultancies, Supply of Goods, and Works) and evaluation of Proposals;
  • Coordination and follow up with the contractors, partners, and stakeholders for the various activities related to civil works/sections of projects.
  • Perform the tasks in accordance with the applicable Quality Assurance (QA)/Quality Control (QC) protocols and regulations and requirements;
  • Provide recommendations on feasibility, costings, timelines and requirements;
  • Inspects and report on contractor’s works in progress ensuring that the contractor meets UNOPS quality standards;
  • Under the guidance of the Project Manager, embed sustainability dimensions including social and gender inclusion, as well as Health, Safety, Security, and Environmental (HSSE) aspects into the project during the design and construction/rehabilitation phases;
  • Ensure PSEA measures are implemented throughout the project implementation, as per the country PSEA action plan.

Governance, Monitoring and Reporting:

  • Support in Monitoring contractors’ and suppliers set out and works, including compliance with contracts specifications and ensures that contractors and suppliers comply with their work plans to complete work with specified scope of work, time frame, and budget;
  • Support the site team in monitor and supervising the progress of works in the targeted sites, identify any existing problems, and provide technical appropriate solutions through application of sound engineering standards in consultation Project Manager;
  • Review and comment on quality controls (QC) procedures, to ensure all infrastructure -activities are aligned with UNOPS policies and procedures;
  • Assess and support on the project closing plans, archiving of cost and progress report and hand over all related reports to the Project Manager;
  • Evaluate and assess works schedules and programmes, including the comparison with the schedule baselines and reports to the Project Manager accordingly;

Documents Control and Management:

  • Maintain records, compile periodic reports and any specific reports required by UNOPS standard procedures;
  • Support the project team in reviewing and verifying the relevant forms for the available materials delivered to the project, schedules of labor force, and monitoring of quality of such during the progress of works;
  • Support the project manager in checking, verifying and approving the interim payments submitted by the Contractor/s by ensuring and checking all submitted quantities and submit detailed reports to the Project Manager.

Education/Experience/Language requirements

Education

  • First level University degree (Bachelor’s Degree or equivalent) in a relevant subject matter such as Civil Engineering, or Construction Management is required
  • An Advanced University Degree (Master’s Degree or equivalent) in the above-mentioned areas is desired and may substitute some of the required years of experience..

Work Experience

  • At least 4 years of experience (or less depending on academic credentials) in civil works design, planning, supervision or implementation of infrastructure (construction and/or rehabilitation) projects in the Middle East region is required.
  • Experience in supporting the supervision and/or implementation of multi-sector infrastructure rehabilitation projects is highly desired.
  • Comprehensive/Certified knowledge of engineering software applications (i.e: AutoCAD, SAP2000, Prokon, ETABs) is preferred.
  • Work Experience with an international organization and/or UN Agencies is required.
  • High proficiency with computers, and other software/ platforms related to the position's field of expertise is desired..
  • Comprehensive knowledge of Health and Safety is highly desired.
  • Experience in working with the G-Suite platform including, Google Drive, Google Calendar, Gmail, Google Sheets, Docs, and Slides is highly desired.

Language requirements:

  • Fluency in Arabic and intermediate level in English is required.
