BACKGROUND AND PURPOSE OF THE ASSIGNMENT

In the Democratic Republic of the Congo (DRC), 19.6 million people are in acute food insecurity, in reason for the escalation of conflicts and population displacements economic decline, political instability, economic natural hazards and health crises (e.g. Ebola and COVID-19). DRC is the country experiencing the biggest food crisis in world (in absolute figures). The COVID-19 pandemic, which has affected the DRC since March 2020, has deeply affected the country’s economic growth, reducing the livelihoods of the most vulnerable. However, population displacements caused by conflict remains the main trigger for insecurity food. With 5.2 million internally displaced persons of the country (PDI), the DRC is the African country most affected by this phenomenon.

In this context, the WFP Level 3 Emergency Response provides priority for assistance to IDPs and host communities in the provinces most affected by the conflict (Ituri, North and South Kivu, Tanganyika, Kasaï, Kasaï Central and Kasaï Oriental), and aims 8.7 million people in 2021.

Objective: The Civil Engineer will provide technical assistance in project design, implementation and supervision of the construction sites and rehabilitation projects, as well as providing support on engineering services and maintenance works to WFP's offices in DRC.

The position is focus on the design and construction of infrastructures. The main tasks required of the position will include engineering design and review; engineering project coordination; procurement processes; contract advisor for construction activities, public Procurement Contracting in a UN Environment.

The position will be based in Kinshasa but will involve extensive travel to WFP offices in DRC. The role will be within the Office Upgrade and Engineering Section, in the Management Services and Finance Unit.

Reporting line: Under the direct supervision of the Head of the Office Upgrade and Engineering Section in CO Kinshasa.

STANDARD MINIMUM QUALIFICATIONS

Education: University Degree in Civil Engineering, Architecture or Construction Management or other field relevant to international development assistance

Experience: Experience in delivering engineering projects with a minimum of 10 years of experience in construction projects in at least 5 developing countries, post-emergency or post-conflict, with interest in international humanitarian development.

Language: Fluency (level C) in French language (written and oral) with intermediate knowledge (level B) of English language: (Other WFP working language) would be an asset.

Knowledge & Skills:

  • Qualification / experience in health and safety is an asset
  • Experience of working in difficult security environments
  • Knowledge of WFP Procurement procedures
  • Experience of working within the Humanitarian Community and in field condition is required
  • Computer literate including MS Outlook email and internet
  • Proficiency in the use of Microsoft Word, Excel, AutoCad
  • BSITF, AISTF, SSAFE certification

KEY ACCOUNTABILITIES (Not All-Inclusive)

Technical tasks

  • Supervision of the construction work, programming and co-ordination.
  • Provision of engineering and project management services.
  • Preparation of detailed tender packages for designers, specialists and contractors.
  • Preparation of technical documentation of the procurement process of all engineering projects through all stages including evaluation and award.
  • Assessment of the project sites with WFP Security, to develop Scope of Works to ensure protection of WFP personnel and assets.
  • Provision of advice to the Head of Office Upgrade and Engineering Section or delegate concerning the schedule of handing over of the site and any designated access to the successful contractor including notification of possible delays that could affect such a handover.
  • Approval of the contractors site supervision personnel and/or selected sub-contractors.
  • Inspection and evaluation of the contractors' on-site and off-site facilities especially laboratory items to ensure compliance with the terms and conditions of the contract. This shall include monitoring the contractors' laboratory testing and recommend improvements (if any) to ensure the desired performance.
  • Advice on the selection of contractor's equipment. Assess minimum construction equipment, plant and machinery requirements, by type and specification, and monitor, keep and regularly update a list of the contractor’s equipment, plant and machinery in order to keep a check on the contractor’s mobilization
  • Inspection of contractor's construction equipment ensuring that compliance with the manufacturers’ requirements is being achieved and international standards relating to pollution, noise and vibration are being complied with.

ADDITIONAL RESPONSIBILITIES

Monetary tasks

  • Assurance of the receipt of and maintenance of permanent records of all bonds and warranties required under the Contract for items/materials including their source and equipment accepted and incorporated in the project.
  • Assistance to the Head Office Upgrade and Engineering Section or delegate in contractual matters with the contractor (performance bonds, insurances, claims, advance payment guarantees etc.).

Reporting

  • Review, evaluation and approval of the planned construction methodology by the contractor.
  • Establishment and maintenance of project performance monitoring, evaluation and reporting up to project completion.
  • Establishment of a comprehensive system for maintaining site records including site correspondence, survey data, inspection records, test data, site diaries, records of meetings, financial records, progress records etc.

Quality

  • Assess contractor submissions.
  • Establish and maintain project quality assurance procedures.
  • Completion of all necessary measurements and control of quality of the works for the implementation of the works.
  • Assurance of the quality of the works during construction, continuously inspecting the materials and construction operations regarding workmanship and compliance with the specifications.

DELIVERABLES AT THE END OF THE CONTRACT

Upon completion of assignment the Candidate is required to deliver an end of contract report with a detailed description of undertaken tasks and accomplishments. In addition, the report shall include details of challenges, constraints encountered, and risk mitigation measures used to manage the projects. Recommendations for process improvement and lessons learnt exercise shall also be included.
