Peace and Security Cluster

The UNOPS Peace and Security Cluster (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners. It is led by the Director, who has overall authority and accountability for the performance PSC on behalf of its clients. The Director is responsible for administering and providing oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations.

Background Information - Job-specific

The Civil Engineer will work under the overall supervision of the Global Technical Advisor, PSC, New York. The Civil Engineer will provide expertise and knowledge to deliver high quality designated work packages, on time, and within budget. He/she will be responsible for assisting PSC field programs and/or other partners, with the infrastructure design (with a focus on WAM/PSSM projects), in line with the UNOPS PSC mandate. He/she will also be assisting with the development of tender documents and contract management for construction/rehabilitation of infrastructures, such as weapon and ammunition storage facilities. The position will be home based, but will involve travel to UNOPS PSC project sites globally, as required.

Functional Responsibilities

*This is not a full-time position. Retainer contractors are used to carry out tasks on an intermittent basis and called upon to work when needed. There are no minimum hours or days guaranteed.

Reporting to the Global Technical Advisor, the incumbent will carry out the following tasks:

  • Conduct field visits to carry out technical assessment of infrastructure projects, project feasibility studies and design briefs
  • Develop conceptual designs, specifications and standards
  • Prepare budget estimates based on the prevailing local market rates
  • Define the scope of works, develop and prepare designs and technical specifications for the selected infrastructure projects in the country, in accordance with the UNOPS Design Manual
  • Liaise with UNOPS Infrastructure and Project Management Group during the design review process to ensure compliance with UNOPS Operational Instructions
  • Liaise with the assigned Reviewer during the design review process to obtain the UNOPS Certificate of Design Compliance
  • Perform peer reviews for UNOPS IPMG and UNMAS of low-risk infrastructure within area of technical expertise to ensure work meets requirements for safety and functionality
  • Liaise with the Procurement Unit to assist in the development of the relevant tender documents for procurement process (RFQs, ITBs and RFPs), including SoW, Designs, Engineering Estimates and Bills of Quantities
  • Draft the technical and financial evaluation of tenders and works contract development
  • Monitor supervision of the project implementation of construction works for quality, progress, compliance with the regulatory approval conditions, meeting the design specifications and standards, and conduct regular assessments and evaluations of contractor performance and resources
  • Issue site instructions, assess and approve variation requests/time extensions from the contractors
  • Assist with the establishment works progress and performance measurements, and prepare progress certificates for contractor payments
  • Prepare periodic progress reports (internal and external), conduct periodic brief of status of all projects as required, make available all data (including photographs, discussion minutes) collected on each site in an order and manner that is easily comprehensible upon completion of the site assessments
  • Ensure that lessons learned and challenges are documented throughout the project stages
  • Prepare final reports and handover reports
  • Update and maintain project documentation and filing system
  • Participate and provide technical input in recruitment of technical or any other staff assigned
  • Provide technical leadership, guidance and mentoring to the Engineering teams
  • Perform any other related duties as may be assigned

Education/Experience/Language requirements

Education and Certifications

  • Advanced University Degree (master or equivalent) in civil engineering or architecture with five years of relevant experience

    OR

  • First Level University Degree (bachelor or equivalent) in civil engineering or architecture with seven years of relevant experience
  • Blast engineering certification is desired

Work Experience

  • Relevant experience is defined as technical experience in the design, management and implementation of engineering projects
  • Experience related to the construction of security forces facilities and weapons and ammunition infrastructure is desired
  • Experience in fieldwork in remote and hazardous sites, fragile states and post conflict settings is desired

Languages

  • Fluency in English and French is required
  • Knowledge of another official UN language is desired
