You have:

  • University degree in Civil Engineering, Architectural Engineering, Electromechanical Engineering or Mechanical/Electrical Engineering or relevant field
  • Three years of relevant experience in construction management, site engineering, and provision of engineering advisory services, or related roles
  • Working knowledge of English and Arabic
  • National of Yemen

Organizational Setting

FAO's office for Yemen is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing countrywide food, agriculture and rural development priorities under Yemen. It develops and maintains relations with the relevant Ministries at country level. This position is based in FAO Representation in Aden, Yemen. The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner.

Reporting Lines

Under the overall guidance of the FAO Representative (FAOR), and the technical guidance and direct supervision of the Lead Construction Engineer.

Technical Focus

The Civil Engineer will be responsible for the design, technical review, and supervision of all assigned civil and structural works, including building construction, rehabilitation, site development, and associated infrastructure for FAO projects across various programmes. The incumbent ensures that all structural designs, materials, and construction activities comply with international engineering standards, FAO technical specifications, and safety regulations.

Tasks and responsibilities

• Conduct comprehensive field assessments of target sites to evaluate structural, architectural, and MEP (Mechanical, Electrical, Plumbing) conditions, identifying defects and determining rehabilitation needs. • Develop detailed technical designs, drawings, specifications, and scope of work documents in compliance with all applicable standards and safety codes. • Prepare accurate bills of quantities (BOQs), cost estimates, and implementation timelines for required civil, architectural, and MEP works. • Provide technical expertise for tender processes, including bid evaluation. • Verify the quality and quantity of delivered materials and workmanship against project specifications. • Supervise on-site construction and rehabilitation activities to ensure adherence to design, quality, and schedule. • Monitor daily site operations, review worker attendance, and endorse progress documentation. • Ensure all technical inputs and cost estimates are accurately integrated into project proposals, budgets, and execution. • Maintain rigorous project documentation and ensure all technical files meet standardized requirements. • Prepare and submit timely daily, weekly, and monthly progress reports, as well as a final project handover report. • Assume responsibility for the finalization and timely submission of all technical reports to supervising officers.
