Organizational Setting

The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist Governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

The FAO Representation in South Sudan is organized around three main units: Programme, Operations and Administration. The current portfolio of projects in South Sudan includes activities related to Agriculture, Livestock, Fisheries, Natural Resource Management, and is implemented with humanitarian, transitional and development funding. The incumbent will contribute to the country's programme and portfolio as foreseen in the projects.

Reporting Lines

The Civil Engineer works under the overall supervision of the FAO Representative for South Sudan and the direct supervision of the Head of Engineering Unit.

Technical Focus

Planning and construction of infrastructures.

Tasks and responsibilities

• Assist FAO South Sudan on all issues related to construction including preparation of Engineering Drawings, Bill of quantities (BOQ) and Scope of Works: • Assist in preparation of tender documents, technical specifications and evaluation on all aspects related to construction in FAO South Sudan: • Assist in the procurement of machinery and preparation of technical specifications, evaluations, monitoring of installation: • Undertake field mission visits to assess the situation in all FAO premises: • Monitoring and supervision of the refurbishment and/or construction works: • Set up a mechanism for assurance of acceptable quality of the works in compliance with the best possible standards: • Draft the technical analysis of the offers: • Provide technical advice and supervision of works: • Prepare final certificates of satisfactory completion of refurbishment and /or construction works in South Sudan: • Report to supervisor regarding any possible deviation/s from the contract work schedule advising on the best most cost-effective methods to remedy identified problem: • Regularly update the supervisor and Operations Unit on progress made, challenge-faced and lessons learnt: • Perform any other duties related to the work within the scope of this consultancy as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree in Civil Engineering or relevant educational field • 5 years of relevant experience in designing and supervision of construction of civil engineering infrastructure projects • Working knowledge of English (Level C) and limited knowledge of Arabic or other indigenous language is an added advantage. • National of the country

Technical/Functional Skills

• Proven experience in designing and supervision of construction of civil engineering infrastructure projects: • Experience and ability to undertake / check field surveys before, during and after construction setting out/ laying out: • Experience and ability to produce construction completion reports and drawings: • Preparation of BOQ, Specifications, drawings for the proposed works: • Ability to perform contract management for works: • Assessment of construction works and reporting: • Ability to provide technical evaluation of invitation to bids: • Ability to represent FAO to local authorities at state level: • Experience in the working in a multi-cultural environment and under complex emergencies would be an advantage: • Experience in AutoCAD/ARCHICAD and MS office.
