Organizational Setting

For more than four decades, FAO has been working with the Government of the Philippines, civil society, community-based organizations and the private sector to address challenges in the agriculture, fisheries and forestry sector. Joint efforts have included increasing sustainability in agricultural production, promoting value-adding practices, improving post-harvest management, enhancing productivity and increasing the resilience of agriculture-based livelihoods to natural disasters, climatic hazards and armed conflict.

Reporting Lines

The Civil Engineer will report to the FAO Representative, supervision of the Assistant FAO Representative for Programme, and direct supervision of the Project Team Leader.

Technical Focus

The Food and Agriculture Organization of the United Nations (FAO) is implementing the project “Support to Agriculture and Agribusiness Enterprises in Mindanao for Sustainable Development” with funding support from the Government of the Republic of Korea through the Korea International Cooperation Agency (KOICA). The project aims to contributing to the attainment of sustainable peace and development and inclusive growth in Mindanao through support to the improvement of agriculture and fisheries-based livelihoods, and accelerated agriculture-based enterprises. Various agricultural infrastructures (Animal Housing, Commodity Processing facilities, Multi-purpose drying pavement and storage facilities, etc.) are on-going and to be constructed. These agricultural infrastructures and facilities will help boost the development of the agribusiness enterprises of community-based organization supported by the FAO project in the project sites in Maguindanao and Cotabato provinces.

The Civil Engineer Specialist plays a pivotal role in overseeing and managing the construction works of the FAO project. He/she will be responsible for creating efficient workflows, documenting project details, and coordinating closely with the service providers/contractors to ensure successful project execution. From conceptualization through commissioning and completion, the incumbent will manage every aspect of the construction projects. This role requires able to read and analyze of conceptual and detailed engineering design and read the cost estimation, a keen understanding of regulatory requirements that complies with the government codes, and a commitment to maintaining safety standards on project sites. He/she will prepare tender documentation inclusive of scope of work, drawings, technical specifications and bill of quantities, cost estimates, and provide construction document, installation and construction supervision.

Tasks and responsibilities

• Prepare and finalize construction designs (BOQ, Drawings, Technical Specifications) required for construction projects ; • Conduct site inspection to monitor the on-going construction works and ensure that the highest possible technical standard is achieved in the delivery of products; • Ensure that the construction activities are carried out according to the plans, designs and drawings and ascertain accuracy of the qualities, quantities and proportions of the construction materials are precisely maintained; • Report to the Project Team Leader on the overall performance of Service Providers for construction projects; • Perform other tasks that may be assigned by the FAO Representative and the Project Team Leader.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Bachelor’s degree in Civil or structural Engineering or equivalent fields; • At least five (5) years of demonstrated experience in civil engineering projects in the development sector, agriculture-sector infrastructures and related projects; • National of the Philippines or resident of the country with a valid work permit, preferably based in Mindanao Island • Working knowledge of English
