With presence and experience in Ukraine since 2016, UNOPS has provided, on behalf of the Government and people of Ukraine, project management and procurement services to support the national reform and sustainable development agenda, take environmental and climate action, strengthen the rule of law, improve energy and healthcare solutions, as well as address economic and governance institutional weaknesses.

The invasion of Ukraine in February 2022 has led to a severe and highly complex humanitarian emergency with a global impact not witnessed in Europe for over 70 years. The international response to the Ukraine crisis has been significant, with exceptional support being provided by many donor countries and organizations. UNOPS, with its ability to add considerable value in its core mandated areas of infrastructure, procurement, and project management services, is part of the response to the ongoing emergency and is augmenting its capacity to be able to provide robust and timely support over the long term, through the recovery and eventual reconstruction phases.

Recognising the enormity and complexity of the challenges ahead, UNOPS has established dedicated Ukraine Country Offices (based in Kyiv and Mykolaiv), from where UNOPS’ operations will, with the support of the UNOPS ECR Regional Office (based in Geneva) and UNOPS’ HQ (Copenhagen), be planned, resourced, implemented, managed and controlled in the months and years ahead.

About the role

UNOPS Ukraine Country Office is looking for a Civil Engineer to provide the required services ensuring smooth implementation of the engineering works within ongoing and developing infrastructure activities in Mykolaiv. Specifically, the role is expected to provide engineering support for the design, rehabilitation and construction works of households, buildings and shelter facilities in Mykolaiv.

The Civil Engineer is required to follow up on Work Plans and activities of contractors and report accordingly to the Senior Project Manager as a direct supervisor or designated alternate. The role will be based in Mykolaiv with frequent field travels to different regions of Ukraine on an as-needed basis.

The Civil Engineer provides technical assistance and expertise with reference to the construction works as well as field coordination, ensuring high quality and consistency of work, for the construction works. The Civil Engineer promotes a collaborative, client-focused, quality and results-oriented approach in the Project Team.

Functional Responsibilities

Under the direct supervision of the Senior Project Manager or designated alternate, the Civil Engineer will undertake following tasks/duties in geographically determined area of responsibility:

  1. Preconstruction services
  2. Construction works supervision
  3. Quality Assurance
  4. Monitoring and progress controls

1. Preconstruction services

  • Support various UNOPS teams with technical details during Business Development and Pre-Construction Stages (e.g. draft technical part of Needs Assessments, ToRs and similar tasks).
  • Conduct needs assessment of the building and structures that are to be reconstructed and provide comprehensive needs assessment reports.
  • Formulate and/or check and revise Terms of Reference, scope of works and all technical documents/designs in line with national legal framework and UNOPS norms and standards.
  • Support Project Managers, Senior/Lead Engineers and Procurement with drafting Design Briefs and collating initial data for various Consultants’ assignments.
  • Review the drawings, specifications and other deliverables prepared by the design consultant to ensure its consistency, completeness, compliance to Design Briefs, and to UNOPS design guidelines.
  • Support the Senior Project Manager and the Lead Engineer to coordinate with the UNOPS Design Review process.
  • Coordinate with the design consultant to ensure that the feedback from UNOPS Design Review team, and the relevant authorities are incorporated in the final design package prior to the construction tender.
  • Support the UNOPS Procurement in the preparation of terms of reference for the construction tender and collate technical documents for the tender package.
  • Support the Senior Project Manager and the Lead Engineer to respond to the request for clarifications from the bidders during the tender solicitation stage.
  • Participate in the tender evaluation process, as required.

2. Construction works supervision

  • Provide expert opinion/advice to the Senior Project Manager and the Lead Civil Engineer on all engineering issues for assigned works.
  • Contribute to development, implementation, monitoring and updating of the Project plans and strategies in order to ensure delivery according to the scope budget and time.
  • Provide regular reports to the Senior Project Manager and the Lead Civil Engineer and provide inputs for the periodic and final Reports to inform donors and the key stakeholders on Project progress.
  • Manage contractors and contract execution to ensure delivery according to the scope, budget and time and in compliance with the technical documentation.
  • Formulate and/or check and revise Terms of Reference, scope of works and all technical documents/designs in line with national legal framework and UNOPS norms and standards.
  • Ensure that documentation on site is kept according to the valid law for planning and construction (daily logs, quantity books, approvals, act of appointments, tests, attest documentation).
  • Maintain the cooperation with the construction supervisors, contractors, designers and local authorities.
  • Ensure the construction contractor provides reports on the activities specified within the valid law for planning and construction.
  • Ensure respect of Health and Safety procedures on the site and notify the Supervisor of any irregularities immediately after.
  • Perform other duties as assigned by the Lead Civil Engineer in the agreed timeframe.

3. Quality Assurance

  • Supervise the quality of the construction materials and collect attest documentation.
  • Verify and contribute to technical specifications of products, apparatus, services and associated quality material
  • Ensure the contractor provides a method statement for works prior to commencement and performs the quality check of the presented document.
  • During the Defect Notification Period (DNP), intervene as required and liaise with the contractor to fix in a timely manner issues that arise and are covered by the defect notification period.

4. Monitoring and progress controls

  • Review and contribute to the Contractor's Quality Health and Safety, Social and Environment plans and ensure its compliance.
  • Ensure on-site works are provided in accordance to all Health and Safety, Social and Environmental requirements, norms, national and international best practices
  • Hold site coordination meetings with the contractors, technical supervisors and other stakeholders as necessary and provide minutes of meeting for construction-related meetings.
  • Provide Site Visit Reports on Project related activities, specifying work progress and arising issues
  • Contribute to development, implementation, monitoring and updating of the Project plans and strategies in order to ensure delivery according to the scope budget and time.
  • Provide UNOPS with photographs (before, ongoing, after) and reports including lessons learned.

Education/Experience/Language requirements

Education

  • A Bachelor’s degree in infrastructure-related fields such as civil or construction engineering, architecture, construction management or a similar field is required

Work experience

  • Minimum two years of relevant professional civil engineering experience is required.
  • Experience in civil works design and construction, supervision and/or implementation of buildings construction and reconstruction for medium to large scale construction projects is required.
  • Experience in working with the EU and/or a UN agency would be a strong asset.

Certifications

  • Driving licence (B category) is required.
  • Certification/registration for construction supervision and quality assurance from the Ministry of Regional Development, Construction and Housing Ukraine is desirable.
  • Certified/Registered for consultant engineer would be an asset.
  • Project Management certification (for example PRINCE2® Foundation) would be an asset.

Languages

  • Fluency in Ukrainian is required.
  • Working knowledge of English is an advantage.

Other

  • Ability to travel independently is required.
  • Strong computer skills and advanced working knowledge of Microsoft Office Package, Google Workspace, or similar, are required.
  • Knowledge of autoCAD or similar software is required.
  • Familiarity with FIDIC Contracts is desirable.
