Background Information – UNOPS Hub in Amman

The UNOPS Hub in Amman implements projects on behalf of UN agencies and bilateral donors and in close coordination with the Government and national authorities. With an established presence across the region (Jordan, Iraq, Syria, Lebanon, Yemen, and Turkey), the office runs operations including large-scale procurement, project development and technical management, and provides financial, human resources and infrastructure-related services.

The functional objective of UNOPS Hub in Amman is to deliver its projects in an efficient and effective manner and in line with the principles, rules and regulations of UNOPS, to achieve the outcomes sought by the clients.

UNOPS has been active in Iraq since 2004, delivering close to 50 projects worth over USD 260 million. UNOPS has a very strong relationship with the key counterparts at both central and regional government levels in Iraq. UNOPS operates from its Operational Hub in Amman, and supports its country office in Baghdad and its sub-office in Erbil.

The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Background Information - Job-specific

UNOPS is undertaking a four-year phase II project (including 12 months for the Defect Notification Period) that aims to improve basic living conditions for returnees in the liberated rural areas of Al-Anbar and Ninewa governorates through the rehabilitation of up to 875 housing units and restoration of decentralized services. The decentralized services component will entail the provision of solar street lighting, the rehabilitation of selected community roads, and of water and sanitation networks and/or stations. When feasible, the rehabilitated housing units will be connected to the restored decentralized services taking into consideration the whole neighborhood. The rehabilitation of housing and basic services will be guided by a needs-based approach.

Functional Responsibilities

Under the direct supervision of the Lead Civil Engineer, the Civil Engineer is required to perform the following specific duties and responsibilities ensuring their effectiveness, transparency and integrity:

Coordination, Delivery, and Performance:

  • Undertake a thorough on-site technical assessment of the targeted locations and decentralised services to confirm the selection and to define the detailed scope of works;
  • Provide advice on feasibility, costings, timelines and requirements;
  • Inspects and report on contractor’s works in progress ensuring that the contractor meets UNOPS quality standards;
  • Embed sustainability dimensions including social and gender inclusion, as well as Health, Safety, Security, and Environmental (HSSE) aspects into the project during the design and construction/rehabilitation phases;
  • Ensure PSEA measures are implemented throughout the project implementation, as per the country PSEA action plan.

Governance, Monitoring and Reporting:

  • Monitor contractors’ and suppliers set out and works, including compliance with contracts specifications and ensures that contractors and suppliers comply with their work plans to complete work with specified scope of work, time frame, and budget;
  • Attend daily the project site(s) in order to monitor and supervise the progress of works in the targeted facilities, identify any existing problems, and provide technical appropriate solutions through application of sound engineering standards in consultation with the Lead Civil Engineer and Project Manager;
  • Responsible for preparation of progress reports on rehabilitation and infrastructure activities, according to the agreed timeframe of works and submission of such on a weekly basis to the Project Manager;
  • Implement quality controls (QC) procedures, to ensure all infrastructure -activitiesare correctly initiated, managed, monitored, reported and closed in accordance with UNOPS policies and procedures;
  • Assess and report on the project closing plans, archiving of cost and progress report and hand over all related reports to the Project Manager;
  • Evaluate and assess works schedules and programmes, including the comparison with the schedule baselines and reports to the Project Manager accordingly;

Documents Control and Management:

  • Maintain records, compile periodic reports and any specific reports required by UNOPS standard procedures;
  • Responsible for the preparation and verification of a database for the available materials shipped to the project, schedules of labor force, and monitoring of quality of such during the progress of works;
  • Check, verify and approve the interim payments submitted by the Contractor/s and submit detailed reports to the Project Manager.

Monitoring and Progress Controls

  • Number of on-site technical assessments conducted and reports compiled;
  • Number of site inspection and progress monitoring visits conducted;
  • Number of community engagement activities undertaken and implemented
  • Number of project reports/ documents drafted;
  • Number of stakeholder coordination meetings conducted.

Education/Experience/Language requirements

Education

  • First level Univers degree ity degree (Bachelor’s Deg(Level and area of required and/or preferred education)ree or equivalent) in a relevant subject matter such as Civil Engineering, Structural Engineering, or Construction Management is required
  • Advanced University Degree (Master’s Degree or equivalent) in the above-mentioned areas is desired and may substitute some of the required years of experience.

Work Experience

  • At least 4 years of experience (or less depending on academic credentials) in civil works design, planning, supervision or implementation of infrastructure (construction and/or rehabilitation) projects in Iraq and/or the Middle East region is required.
  • Experience in supporting the supervision and/or implementation of multi-sector infrastructure rehabilitation projects is highly desired.
  • Comprehensive knowledge in engineering software applications (i.e: AutoCAD, SAP2000, Prokon, ETABs) is desired.
  • Work Experience with an international Organization and/or UN Agencies is required.
  • High proficiency with computers, and other software/ platforms related to the positions field of expertise.
  • Experience in working with the G-Suite platform including, Google Drive, Google Calendar, Gmail, Google Sheets, Docs, and Slides is required.

Languages: Fluency in spoken and written Arabic and English languages, are required;
