Background Information - Job-specific

The EU-IGAD COVID-19 Response project aims at supporting the efforts of the Ministry of Health and immigration/border authorities to mitigate and control the spread of COVID 19 while enabling the continuity of trade and cross border movements especially movement of vulnerable populations and goods, but also humanitarian support.

Integrating screening and triage facilities in existing border services will help to ensure this continuity through the physical separation of suspected and confirmed COVID-19 cases from other patients. Such measures will enable existing border facilities to remain functional through effective triage, access control, screening, isolation and separation for treatment.

Through this project, the Ministry of Health will benefit from the increased access to health care and socio-economic support for vulnerable groups as well as ensuring essential health services and systems are in place at the borders which are a part of the critical supply chains are safe for trade and are in line with the region’s immediate and longer-term response priorities for managing the risks of transmission.

3. Background Information - Job Specific

The Civil Engineer will work as a Site Engineer under the guidance and supervision of the designated Project Manager to monitor and supervise the construction work by the Contractor of the Nimule COVID-19 Screening, Quarantine and Isolation facilities .

Functional Responsibilities

Under the overall supervision of the Project Manager, the Civil Engineer is required to perform the following specific duties and responsibilities ensuring their effectiveness, transparency and integrity :

Coordination, Delivery, and Performance:

  • Responsible for day to day coordination with the contractor according to the needs and requirements on site
  • Reviews the tender documents of the project (engineering drawings, bill of quantities and technical specifications) to ensure their accuracy and applicability
  • Inspects and reports on Contractor’s works in progress, ensuring that the Contractor meets the high quality standards expected by UNOPS
  • Provides assistance in developing inspection and test plans and updates them regularly with the Contractor
  • Coordinates with the different stakeholders for smooth implementation of the project and participate in regular meetings
  • Responsible for preparation of weekly progress reports on construction activities , according to the agreed timeframe
  • Facilitates liaising with clients, subcontractors, and other professional staff
  • Ensures UNOPS Health, Safety, Social and Environmental management systems are implemented on site

Governance, Monitoring and Reporting:

  • Checks Contractor’s set out and works, including compliance with Contract Specifications, Drawings and BoQs and ensures that contractor comply with his work plans to complete work within specified timeframe
  • Provides support and guidance to the Contractor and assists in resolving site problems, as necessary in the coordination with the designated Project Manager.
  • Attends the project site daily in order to monitor progress of works, identifies the existing problems and report to the designated Project Manager.
  • Prepares bid documentations and participates in the bids’ analysis and evaluation

  • Evaluates and assesses works schedule, including the comparison with the schedule baseline and reports to the designated Project Manager accordingly

  • Responsible for preparation of weekly progress reports on construction activities , according to the agreed timeframe

  • Maintains records; compile periodic reports and any specific reports required by UNOPS standard procedures
  • Checks all laboratory reports, operation and maintenance manuals, and keeps records and reports to the designated Project Manager accordingly
  • Assists in reviewing material and equipment submissions and follow up on the different material testing in coordination with the designated Project Manager.
  • Assists in reviewing any items of the Contractor’s design, material approval, and mechanical/electrical equipment approvals.
  • Contributes in the reviews and approval of contractor’s shop drawings in coordination with the designated Project Manager during the implementation phase
  • Assesses the work activities of the Contractor, measures completed work and makes recommendations to the designated Project Manager for progress payments to the Contractor
  • Checks, verifies and recommends approvals the interim payments submitted by the Contractor/s and submits detailed reports to the designated Project manager
  • Notifies the Contractor of any defects found with regards to the quality of the work or materials and equipment incorporated in the project, including those found in performing the required sampling and testing
  • Checks, verifies and recommends approvals to the designated Project Manager on all variation orders/Claims submitted by the contactor during the implementation phase as per UNOPS procurement rules.
  • Assesses and reports on the project closing plans, archiving of cost and progress reports and hands over all related reports to the Project Manager
  • Supervise the testing and commissioning of the equipment and of the plant including electrical, mechanical, instrumentation and control systems. Assists with review and approval of the “As-built” drawings, operating and maintenance instruction manuals and all related information, prepared by the Contractor after construction completion in coordination with the designated Project Manager.
  • Participates in the committee for final inspection and handover of the construction works and prepare snag-lists for final checking prior to project handover
  • Assist with the commissioning of works, supervise any identified outstanding works during the defect’s liability period, and prepare the final progress report
  • Support in ensuring all technical inputs and cost estimates related to the construction components are accurate, timely provided and included in the project proposals and budgets;

  • Perform other duties as may be required and in line with the incumbent’s scope of services above

Administrative Tasks:

  • Maintains records; compile periodic reports and any specific reports required by UNOPS standard procedures
  • Maintains detailed documentation of all site engineering activities
  • Assesses the work activities of contractor/s, checks, verifies and approves the interim payments submitted by the Contractor/s and submits detailed reports to the designated Project manager

Education

  • Bachelor’s Degree in Civil Engineering, or related field from an accredited university required;
  • A Masters Degree in Civil Engineering or other relevant discipline is desired but not required;
  • A relevant combination of academic credentials and/or industry certifications and qualifying experience may be accepted in lieu of the university education.

Experience

  • Minimum two (2) years of working experience supervising the implementation of public buildings, hospitals, health facilities projects construction is required;
  • Experience in similar infrastructure projects is highly desirable;
  • Relevant experience in concrete structure construction supervision is highly desirable;
  • Excellent skills in AutoCAD is highly desirable;
  • Previous experience working with UN or International Organization is desired;
  • Competent in construction management/supervision of building construction projects, resolving site problems, communication and documentation is highly desirable;
  • Experience in construction standards in South Sudan is highly desired;
  • Skills on use of Google Suite applications will be an added advantage.
